HomeMy WebLinkAbout04-27-1988'.~ASThNGS HERITAGE PRTS_r-TVATION ~linutes of the meeting of April Present: Commissioners Jacobsen, Petersen, Godersted, Hoeschen, '~alm, Otson and Si.'nacek. The meeting was called to order at the Legion Club at 7:30 P.f~. 1. The ~inutes of the meeting of rlarch 10, 1938, are on tape. This was a public hearing on the subject of the Howes-Graus house. Remodeling of Riviera Theater Greg Jablonske, the owner, described the remodeling plans. The first floor will contain twelve offices and a storage area. A new second floor will remain vacant but may be finished at a later time. There will be a new 10 x 10 door in the north wall and windows will be added to the north and south walls. The marqee will be repainted but retained intact. One side of the entrance doors will be a stationary wall and the former poster display areas will become sign boards for the tenants of the building. Some of the Commissioners expressed their displeasure with the roof line being changed contrary to what was indicated by the construction drawings. They recommended that the side windows be double hung and that the design be submitted to the staff for approval. They recommended that the sign board treatment be similar to original poster display areas with a frame and a glass or clear plastic surface. They recommended that the lettering follow the signage guidelines for the historic district. For the marquee, they recommended that the original colors be used if they can be deter;~ined and that colors be approved by the staff. Staff recommended that the commission approve a Certificate of No Change for Mr. Jablonske based on his description and drawings of the work to be done. Commissioner ~4alm moved and Commissioner Paterson seconded approval of the certificate. For the motion: all; opposed: noiqe. 2. Latto Hospital restoration by Pam & Dick Thorseq. The Thorsens explained their plans and showed their drawing and specifications for the restoration of the former Latto Hospital as a bed and breakfast inn. After discussion Commissioner Paterson moved and Commissioner Jacobson seconded approval of the work and the building permit. The Commissioners found that the work to be done met the criteria of the Secretary of Interior as well as the criteria of the Hastings Heritage Ordinance. For the motion: all; opposed: none. 3. Review of rebaintlng/repair work to the dome of the Courthouse The courthouse is a national register property. The county delivered plans, specifications and a colored drawing of the work to be done. Commissioner Jacobsen pointed out that the color scheme had been developed by the Heritage Preservation Commission at the request of the County. After discussion Commissioner Hoeschen :moved and Commissioner ?4al n seconded approval of the painting and repair work. The Commissioners found that the specification provided adequate protection for the original material and that the colors were appropriate. For the motion: all; opposed: none. Commissioners directed the staff to notify the County ~oard that they continue to be interested in the preservation of the courthouse and request that the County Soard continue to keep the Preservation Commission informed and involved. 4t Review of a proposed subdivision of the former Furber property (Howee-Graus House). The Commission reviewed the sketches of the proposed subdivision which were provided to the staff. The Commission had no objection to the concept of the subdivision. However the Commissioners were concerned for the eventual appearance of the whole property. They would like to see the subdivision into two properties minimized in appearance. They recommended that additional parking be provided by curb cuts rather than by building a parking lot on the yard west of the house. They recommended that the existing iron fence on the south side of the property be maintained to preserve the provisional continuity along that street. They recommended that landscape materials be used to divide the property and provide for privacy. If fencing is required, they recommend that it be screened by bushes or hedges. The Commission emphasized that they view the historic site as a whole rather than as two properties. Staff noted that a final subdivision and site plan will be presented to the Commission for review and comment to the Plannin~ Commission. ~ 5. New Business The Commissioners pointed out that the misunderstanding arising from the roof replacement on the theater points out the need to attach a statement to building permits in which the applicant acknowledges that the work approved is only the work specified in the drawings specifications and permits and that unapproved ',york may have to be removed. The staff was directed to prepare such a form. The meeting was adjourned at g:O0 p.m.
