The meeting was called to order by Chairman Simacek at 7:30 p.m.
1. Jacobsen moved and Goderstad seconded approval of the minutes of
the meeting of April 27, 1988, as printed. For the motion: All.
2. Review of proposed facade remodeling for 119 East 2nd Street.
Ron Bathrick, the redeveloper, asked the commission to review the
preliminary design and make recommendations. The commissioners
made the following comments. The second floor windows do not
conform to the original design. It was suggested that the
developer specify custom made windows instead of stock windows. A
problem exists with the center window where an interior wall will
be constructed. The effect is a center support which is too thick
in comparison to the others. Mr. Maim recommended approaching the
Marvin Window Company and volunteered to contact a sales
representative for Mr. Bathrick. The ground floor plan was
generally acceptable with the exception that there were too many
vertical muntins in the transom area.
3. Review of facade cleaning, painting and slgnage for Ray's Paint.
The existing sign is to be replaced by a false glass transom. The
new signage will be painted on the transom or a new sign meeting
the regulations will be attached above the transom. Awings and
window boxes are suggested for the second store windows in order to
conceal the panels above and below the small windows in the
original openings. The brick will be cleaned and tuckpointed and
repainted. The suggested colors are a light powder blue off set
with a white or cream color. The Commissioners comments were as
follows.
The Commissioners do not feel that light blue was an appropriate
color for brick. Staff was asked to determine if the owner will
change the colors. There was no objections to other features of
the design.
Maim moved and Jacobsen seconded approval of the design with the
exception of asking for a change in the paint color. For the
motion: 6; Opposed; None.
4. Proposed subdivision of former Furber property.
Saint John's Church has completed a survey of the property showing
the proposed new property line and changes in the parking lots. In
addition the church asked the City for their recommendations on
curb cut parking. Both drawings were provided to the
Commissioners. This was not the official review and a public
hearing on the proposed subdivision and variances will be held on
June 13, 1988.
The Commissioners had no objection to the subdivision line and
expressed their preference for curb cut parking as opposed to a
parking lot on the preservation site.
5. Certified local government status.
The State Historic Preservation office and the Department of the
Interior have approved Hastings application for CLG status. To
maintain that status, Commissioners must attend annual training
sessions and the conditions of the contract have to be observed.

6. Soo Line Depot.
Mayor Stoffel, on behalf of the City, has made objection to the Soo
Line application to remove the service and remove the depot
building. A hearing before the State Transportation Board will be
held on May 24, 1988. Staff understands that the Soo does not
intend to remove the building at this time but If their application
is approved they may do so at any time in the future. The
Commissioners agreed that the Soo Line Depot should be nominated to
at least the local register of protected properties.
7. Nominations to the Local and National Registers.
Mrs. Jacobsen of the commission is currently working on ten
nem inations. It is the commissions objective to have at least five
ready to submit to the City this Fall. Mr. Simacek volunteered the
use of his camera for photographs. The city will provide film.
The staff requested that the Cemmissioners consider ways to help
Mrs. Jacobsen complete and process the nominations.
8. Heritage Preservation Plaques.
Mr. Olson of the Commission is researching information regarding
designs and cost of plaques to be made available to owners of
registered properties.
