Minutes of Meeting of August 31, 1988
Present: Corrraissioners Olson, Ma]ma, Hoeschen, Simacek, Staff Grossman
Absent: Coranissioners Jacobsen, Petersen, Goderstad
Meeting called to order at 7:30 p.m. by Chairman Simacek
1. Minutes of June 8 and May 25, 1988. 01son moved and Noeschen seconded
approval as printed. For the motion: four.
2. Sign permit for Thibodo-Kugler Clinic (Nat'l Reg: Fasbender Clinic)
Council referred application to HPC for recommendation. Mr. 01son
proposed a modification to design incorporating building color and
lines.
Malm moved and Hoeschen seconded approval with contingencies:
1) Sign no more than 30 sq.ft.
2) Sign no less than 25 feet from building and at right angle to it.
3) Recora~ended by did not require Olson's modified design.

3. Facade restoration for 119 E. 2nd St. (Nat'l Reg.: Adsit Hospital)
Ron Bathrick is working with the HRA and Dakota County to acquire
and rehabilitate the building. A preliminary design review in June
suggested changes in windows. The design submitted incorporated
the changes, plus reconraendations of Charles Nelson of the Minnesota
Historical Society.
01son moved and Malta seconded approval of the facade design as
submitted with the exception that the center frame of the second
floor windows be one pane of glass as original. A building permit
can be released for this design work. For the motion: four.
4. Preservation Grants.
As Certified Local Government, Hastings my apply for matching
grants. The SHPO has preferred projects. The ConmLission discussed
the guidelines and expressed preference for a combination project:
Con~0rehensive Preservation Planning and a Research Guide for Sources
of Hastings History. No further action taken.
5. Plaques
Mr. 0~son reported on a source and costs of architectural signage.
Six by eight inch bronze-tone plaques would cost about $100 each in
lots of five and about $85 in lots of 20 or moro. Twenty could be
orderod and five or ten roceived a year. Conraissioners felt funds
must be raised for this project. Would contributions for the HPC
(city) be tax-deductible?
(Mr. Malm had to leave at this time. )
6. Garage permit for 718 Vermillion (Nat'l Reg.: Howes-Graus House)
Bill and Debbie Falk provided a site plan and elevation drawing
for a proposed garage on the property. The Comnissioners agreed
that the site should b~ as close to the alley as possible, that
elevations for the Seventh and the Vermillion Street sides have
to be provided, and that the windows nmist conform to the shapes
and types on the house. When the permit is applied for, it must
meet these conditions.
Olson moved and Hoeschen seconded adjournment at 8:45 p.m. For the
