The meetinB was called to order at 7:30 by Vice-Chair ~alm.
BuildinS Permit Application for 213 E. 2ndt Hast/mss Beauty School~ Wayne ~artout.
The permit calls for insulating and sidinS the back of the buildinB with vinyl
sidinE applied like clap boards. The color called for is Bray. Hr. Swartout
explained to the commission his reasons for wantinE to use vinyl instead oE
STUCCO.
Mr. Swartout chose vinyl siding Instead of stucco because he plans to
extend The bulldlng to~ard the alley within the next five years. The cost
of stucco Is $4,000 mo~e than the oost of siding. When the back Is
extended, The siding will be removed and the ne~ addition will be
stuccoed.

I. Hill the distingulslng appearance or material be destroyed? The back
of the building bears no resemblance To its o~Iglnal appearance.
Windows have been blocked and the brick is covered with stucco. The
architectural significance of this building is the design of its front
facade.
2. Is the alteration compatible with the color, material end character of
the property, nelghbo~hood, or environment? ~he building backs in
this block are mostly cement block. There is not enough original
material or appearance remalnlng on this block to Judge c0~patabillty.
Historically, clapboard was a common siding In the downtown area.
Given the present condition of the back of this building, any
Improvement would be a benefit. It Is ex~remely unsightly and the
broken stucco allo~s water damage. The essential form and Integrity of
the bullding will not be impaired and the materlal Is easily r~oved.
3. The C~isslon should give consideration to the temporary nature of
This change. Mr. Swartouf wants to cover up The present unsightly
appearance of The back of bls bulldlng, To protect the insulation
which he is going to Install and to waterproof the back of the
building.
Hoved by Jacobsen and seconded by Petersen to approve the buildinE permit
and notify the BuildinE Department to release the permit with the condition
that in the event that the back of this building is remodeled or extended the
vinyl siding must be removed and replaced with stucco.
