REGULAR ME~±'ING FEBRUARY 5, 1986
COUNCIL CS~ERS, 8 p.m.
The meeting was called to order by Chairman Simacek at 8:10 p.m.
Members Present: Simacek, Hoeschen, Jacobsen, Peterson.
Members Absent: Olson, Goderstand, Malta.
1. Minutes of September 25 and November 7, 1985
Moved by Peterson and seconded by Hoeschen to approve the minutes
as printed. For the motion; 4, Opposed; None.
2. Reappointment of Jacobsen and Peterson.
Moved by Hoeschen and seconded by Simacek the reappointment of
CoiN~issioners Jacobsen and Peterson for another throe year term to
expire December 31, 1988.
3. Matching Grant for Hastings Historic Handbook.
The State Historic Preservation Office has sent the matching grant
check in the amount of $6,192 for the publication of the handbook. The
Cc~nission owes the Housing and Redevelopment Authority $6,375 for their
printing bill.
Moved by Peterson and seconded by Jacobsen to pay the Hastings HRA
$6,375 from Account No. 800-800-352. For the motion; 4, ~pposed, None.
4. Certified Local Government Status.
In order to be eligible for further grants, the HPC~st apply to
the State Historic Preservation Office for status as a Certified Local
Government. In order to do so, a resume or background discription is
required from each Cc~issioner. Staff will prepare the application.
Moved by Jacobsen and seconded by Peterson to direct staff to
prepare the application for Certified Local Government status. For the
motion; 4, Opposed; None.
5. Survey of additional Heritage Preservation Sites.
Moved by Hoeschen and seconded by Jacobsen to research the following
buildings for possible proposal as Heritage Preservation Sites;
Rivera Theatre, The Armory, The Garden City Hotel, Coiffure Beauty
Salon, and Graphic Design. For the motion; 4, Opposed; None.
6. Adopt Signage Guidelines for Commercial Historic District.
Moved by Hoeschen and seconded by Peterson to adopt the signage guidelines
as attached to be used by the Building and Planning Departments for the issuance
of permits in the Downtown Commercial Historic District. For the motion; 4,
ODposed; None.
7. Minnesota Preservation Alliance.
Moved by Peterson and seconded by Hoeschen that the Hastings HPC will
join the Minnesota Preservation Alliance and pay institutional dues of $25.00
per year. For the motion; 4, Oppose~, None.
8. Photographic Collections.
The HPC has about ~50 5 x 7 photographs that need to be filed in ring
binders and matched with identification numbers to the negatives filed at
Color Lab, Inc. This will require a fair amount of time but a relatively
small amount of money. Staff requests direction and assistance.
Moved by Jacobsen and seconded by Peterson to authorize staff to
make expenditures for the collectio~ copying and filing of photographs.

The need for help to do the filing and collating was tabled until the
next meeting.
