Minutes of the Meeting of September 4, 1991
1. Present: Commissioners Simacek, Smith, and Thorsen, staff
Grossman; Absent: Commissioners Goderstad, Malm, Hoeschen and
Stoneberg
2. Minutes of the Meeting of June 26, 1991. Commissioner Smith
moved and Commissioner Thorsen seconded approval of minutes. Motion
carried, 3-0.
3. Review work proposed for Masonic Block A permit has not yet
been applied for, but a new approach to meeting the safety
requirement for a third floor emergency exit has been proposed.
This exit will be approximately half way from the front (west) to
the back (east) side of the north wall of the third floor and
should not be visible from either side of the building. Most of the
work for the proposed apartment development has already been
reviewed and approved by the HPC. The exit requirement was a
problem for both the HPC and the Building Inspector.
The opinion of the commissioners present was that this form of
exist was the least disturbing to the building and site lines from
the street and if formally included in a building permit could be
approved.
4. Commissioner Smith moved and Commissioner Thorsen seconded
approval of a budget for 1992 to be submitted to Council as
attached. Motion carried, 3-0.
5. Building nomination
Commissioner Thorsen moved and Commissioner Smith seconded
approval of the nomination of 313 Ramsey and forward with the
comments of the Preservation Commission and the SHPO to the City
Council as a local heritage preservation site. Motion carried, 3-0.
6. Tour publication
Commissioners Smith moved and Commissioner Thorsen seconded
approval to solicit quotes for the graphic design of a new edition
of the walking/driving tour. Motion carried 3-0.
7. Grant application
It was reported that Commissioner Smith and Mr. Grossman met
with the State Grants Officer and will proceed to assemble a CLG
grant application for a context study.
8. Adjournment
Commissioner Thorsen moved and Commissioner Smith seconded
adjournment. Motion carried, 3-0.
