Commissioners Simacek, Warg, Schnirfing, Thorsen, Coutu, Sovik-Siemens and Goderstad present; Smith absent. Chairman Thorsen called the meeting to order at 7:30 p.m., following an on- site inspection of 207 W. Second. 2. Bob and Heidi Langenfeld, 207 W. Second.- W. Second Historic District - NR, contributing. Application to build new front steps to replace the wood steps and access ramp built in the 1970s. Based on the application, old photograph, plan and comments by owners, the I-IPC understands that the new steps will be poured concrete with brick trim looking like those in the photograph, and similar to the steps on 205 W. Second, adjacent, which the owner, Mr. Judge, said are the same as those which were replaced at 207 in the 1970s. Mr. Judge was the former owner of 207. The HPC was not absolutely sure that the design proposed would have been the first steps for the house (originally brick) but found that the design is appropriate, and is not conjectural, for the current appearance &the building (now stucco) in terms of scale, materials and color. Mr. Schnirdng moved and Ms. Coutu seconded approval of the design submitted, for a building permit; motion carded; 7-0. 3. Conservation Area Ordinance. The HPC plans to work with a neighborhood which is willing to serve as a test case to determine how a neighborhood would actually qualify as an area, and how homeowners react to the draft ordinance. The HPC wants the distinctions between conservation areas and historic districts made clear to the Council and the public, particularly in respect to the demolition of historic landmarks. Ms. Coutu moved and Mr. Goderstad seconded to forward the drat~ with an explanation to the City Council and SHPO for their information and comment; motion carded, 7-0. 4. Adjournment. Ms. Coutu moved and Mr. Goderstad seconded to adjourn; motion carried, 7-0.
