The Planning Commission of the City of Hastings, Minnesota met in a regular
meeting on Monday, November 24, 2025 at 7:04 p.m. in the Hastings City Council
Chambers.
1. Call Meeting to Order
Planning Commissioners Present: McGrath, Moes, Peters and Swedin
Planning Commissioners Absent: Messina, DePalma, Halberg
Staff Present: City Planner Justin Fortney
2. Approval of Minutes – November 10, 2025 – Regular Meeting.
Commissioner Swedin asked if there were any additions or corrections to the
minutes.
Minutes were approved as presented.

3. Joe Knoll – Type II Home Occupation Permit – Taxidermy – 714 13th Street W.
Fortney provided an overview of the request to consider a Type II Home
Occupation Permit for a Taxidermy business out of his detached garage. Fortney
provided details differentiating a Type I and a Type II permit and the provisions of
a home occupation permit. Fortney indicated the typical work of the business will
occur in the detached garage, sharing the business activity and customer activity
will fluctuate throughout different times of the year. Fortney shared the applicant
will obtain a taxidermy license from the Minnesota Department of Natural
Resources (DNR). Fortney indicated notice has been provided to neighboring
property owners within 350 feet of the property, with no responses received.
Commission discussion on the probationary period. Fortney indicated the City
Council would review staff analysis over the probationary period, address any
comments or complaints and decide on issuing the permit further. Commissioners
asked if the applicant had received their license from the Minnesota DNR. The
applicant, Joe Knoll, indicated he has obtained the proper licensure.
Commissioners also asked whether taxidermy activities would be noticeable to
neighboring properties beyond drop-off and pick-up, and how waste would be
managed. Mr. Knoll stated that all work would occur inside the garage and would
not be visible externally. He added that the DNR provides a local drop-off site for
waste and that he has researched alternative disposal methods should the local
site become unavailable.
Commissioner McGrath motioned to approve a Type II Home Occupation Permit
for Joe Knoll at 714 13th Street W. Seconded by Commissioner Moes. Vote: Ayes
4; Nays: 0. Motion approved as presented.
4. Other Business
Fortney provided a summary of recent City Council actions and future items for
the Planning Commission’s review.
5. Adjourn
Commissioner Peters motioned to adjourn the meeting at 7:14 PM. Seconded by
Commissioner Moes. Vote: Ayes 4; Nays: 0. Motion approved as presented.
