Public Safety Advisory Commission Meeting Minutes
Present: Commissioners: Andy Caflisch, Mary Nehring, John Gunter, Theresa Augé, Brian
Braun, Gary Stevens and Ryan Sherry
Absent:
City Staff: Police Chief Dave Wilske
Fire Chief John Townsend
Guests:
Chair Augé called the meeting to order at 6:29 p.m.
Welcome/Introductions:
A motion made by Commissioner Nehring and seconded by Commissioner Braun to amend the
agenda and add a presentation about the 35W Bridge collapse. Motion passed unanimously.
A motion made by Commissioner Nehring and seconded by Commissioner Stevens to approve the
agenda. Motion passed unanimously.
A motion made by Commissioner Sherry and seconded by Commissioner Nehring to approve the
September 18, 2025, meeting minutes. Motion passed unanimously.
Police Update – Chief Wilske:
• Continuing to search for quality candidates to fill open positions. Currently have an offer
letter to a candidate pending background checks. Additionally have two candidates in the
process of background checks. Offer letters are pending results of their background.
• Sgt. Matt Hedrick is graduating from Northwestern School of Police Staff and Command
(SPSC)
• Officer Rinowski and her husband have a new baby boy. Officer Rinowski is scheduled to
return to work after the first of the year.
• City Council received a comprehensive Police Department update.
• Preparing for Gobble Gait run on Thanksgiving morning.
• Officer Domeier was recognized for DWI enforcement.
• Public Safety Committee of the City Council have Begun discussion about reviewing
options for a city ordinance regarding flavored tobacco products sale in Hastings.
Fire Update – Chief Townsend:
• Brush truck is making progress and should be in service in the next couple weeks.
• Ladder Truck ordered three years ago should be delivered in the spring of 2026.
• Hockey Day MN hosted in Hastings. HFD will be providing an ambulance for two days as
part of the compliance for NHL regulations.
• Fire service reporting with be through a new federal program next year. This process
requires setup and data input that is happening now to prepare for the transition.
• Hasting city policies are being discussed regarding the use of AI technologies. Current AI
technologies streamline a lot of the responsibilities related to report writing and records
management.
Old Business:
• Fire week update – well attended
New Business:
• Shop with a Hero – 6:30 p.m. 8 p.m. on December 8, 2025, at Walmart in Hastings
• Commissioner’s Terms – Chief Townsend will contact commissioners to update their term
status.
• Annual Report – Chair Augé presented a draft of the established 2025 goals.
o Commissioner Caflisch made a motion for Chair Augé to make edits to the 2025
goals and forward to Chief Townsend for presentation to the City Council.
Commissioner Braun seconded the motion, and it was unanimously approved.
• 35W Bridge Collapse presentation by Chief Wilske. This presentation renewed the
importance of multiple agencies working together.
Next Meeting:
City Hall – December 18, 2025, at 6:30 p.m.
A motion was made by Commissioner Nehring and seconded by Commissioner Braun to cancel
the December 18, 2025, meeting due to limited agenda items.
Next meeting will be January 15, 2026, at 6:30 p.m.
Adjournment:
A motion was made by Commissioner Stevens and seconded by Commissioner Gunter. The
meeting was adjourned at 7:56 p.m.
