1.Call Meeting to Order
Meeting called to order at 6:01 p.m.
Present: Chair Hollenbeck; Vice Chair Read; Commissioners Kapping,Maner,McCoy,
McNeally, Wagner; Economic Development Coordinator Menke

Vice Chair Read motioned to approve the agenda as presented; Commissioner McNeally
seconded.
Motion carried.
3.Approval of Minutes –October 8, 2025 Regular Meeting
Vice Chair Read motioned to approve minutes as presented; Commissioner McNeally
seconded.
Motion carried.
4.Bills/Budget
Menke provided an update on the 2025 budget as it stands along with the projected and
actual spend for the year.
5.BUSINESS
a.Work Plan Update –2026 Priorities
Staff presented the 2025 Work Plan and identified the completed projects and began a
discussion surrounding new ideas and priorities for 2026. Commissioners discussed the
possibility of a new project to create a unique identify marker at each City park. Other
ideas included modifying the Arts and Cultural Event Programs to make one program
for events and one program for projects and exploring policy initiatives to guarantee
public art in new developments or providing funding to public art projects.
Staff will update the Work Plan document and offer it for approval by the Commission
and Council at a later date.
6.Reports + Information
a.Civic Arena mural update
Menke provided an update on the status of the Civic Arena mural project. The mural is
scheduled to begin installation on Friday, November 14th and wrap up on Tuesday,
November 18th.

b.Website update
Menke provided an update that the City is currently going through an update to the
website. Once live, the Google Calendar will no longer be linked for community events.

Commissioner McCoy motioned to adjourn at 6:35 p.m. Seconded by Commissioner Wagner.
Motion carried.
The next Arts and Culture Commission meeting will be held on Wednesday, December 10th,at
6:00 p.m.in the Volunteer Room at City Hall.
