The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, December 1,
2025 at 7:00 p.m. in the Council Chambers at Hastings City Hall, 101 East 4th Street, Hastings,

Public Hearing: Truth in Taxation for 2026 Budget
Eitemiller presented the Truth in Taxation information as a requirement for adoption of the 2026
Budget. Eitemiller noted that this presentation is not to address valuation of property. He presented the
budget principles, the budget process, capital improvement and capital equipment priorities, bonding
projects (neighborhood street project and the Eastern water treatment plant), utilities rates/capital items
and carryover projects. Additionally, he identified the changes in the budget since initial proposal as well
as a review of what is in the budget for 2026. Eitemiller presented the preliminary tax impact of the
proposed levy and a comparison to other Dakota County residential and commercial tax changes. He also
reviewed the HEDRA levy. The preliminary tax levy was reduced to the proposed amount for adoption at
7.88% for 2026.
Mayor Fasbender opened the public hearing at: 7:21 p.m.
Lester Helten, 802 Old Mill Court, expressed concern over the tax increase and its impact on his
ability to stay in the home he intended to retire in.
John Larson, 11 Three Rivers Drive, expressed concern over costs increasing and projected
expenses are high.
Kevin Lorentz, 411 19th Street W., expressed concern about the increase in property taxes and
indicated that it is not sustainable.
Mayor Fasbender closed the public hearing at: 7:36 p.m.
Council discussion on updating and clarifying the Neighborhood Project presentation image as
well as home valuation in Hastings as well as other part of Dakota County and the Metro area. Council
discussed the increase in costs and service expectations of residents. Councilmembers expressed
appreciation to residents for their attendance and participation in the hearing. Council discussion on the
Finance Committee’s ongoing work to review the proposed budget, identify necessary adjustments and
uphold the City’s obligations to ensure that essential services, staffing and basic operations continue.
Council expressed appreciation to City staff for the work throughout the entire budgetary process.
Council discussion on the impact that this increase has on each of them as individuals.
Engineering Services Proposals from Kimley-Horn

Wietecha provided an overview of the request to enter into a contract with Kimley-Horn and
Associates, Inc. for the purpose of utilizing their professional services to lead the design, bidding, public
engagement and construction management support for the 2026 Neighborhood Infrastructure
Improvements Project. Council is asked to also consider the request to enter into a contract with Kimley-
Horn and Associates, Inc. for the purpose of utilizing their professional services to provide short-term
support for City Engineering services.
Council discussion on how the contracts are handled once a new City Engineer is hired. Wietecha
indicated that the contracts would continue as the new staff member acclimated and prepared for the busy
construction season.
Councilmember Vihrachoff motioned to approve as presented, seconded by Councilmember
Lawrence.

2nd Reading\Adopt Ordinance: City Code Amendment Chapter 155 – Zoning – Lower-Potency
Hemp Edibles
Hinzman provided an overview of the request to adopt an ordinance amendment to the Hastings
City Code Chapter 155 pertaining to lower-potency hemp edibles. Hinzman provided an overview of
previous Council action relating to lower-potency hemp edibles indicating this amendment would clarify
regulations for lower-potency hemp edibles that were part of previous ordinance amendments in 2024.
Council discussion on clarifying the housekeeping item and where it may stand with recent
change in federal law. Council posed questions regarding Planning Commission discussion. Hinzman
indicated the Planning Commission discussed distance requirements for certain facilities and shared that
information was clarified within the ordinance amendment.
Councilmember Haus motioned to approve as presented, seconded by Councilmember Leifeld.

Resolution No. 12-11-25: Special Use Permit – Manufacture of Lower-Potency Hemp Edibles –
Spiral Brewery (111 2nd Street E.)
Hinzman provided an overview of the request to adopt the resolution granting a Special Use
Permit to Spiral Brewery to conduct Lower-Potency Hemp Edible Manufacturing as part of Spiral
Brewery’s existing operations. Hinzman indicated retail sales of these products is also planned for the
future and is permitted within the zoning district. Hinzman indicated the preceding ordinance amendment
adoption was necessary to consider this request. Hinzman shared Planning Commission review and
discussion.

Resolution No. 12-12-25: Home Occupation Permit – Taxidermy – Knoll (714 13th Street W)

Hinzman provided an overview of the request to consider a Type II Home Occupation Permit for
a Taxidermy business out of his detached garage. Hinzman provided details differentiating a Type I and a
Type II permit and the provisions of a home occupation permit. Hinzman indicated the typical work of the
business will occur in the detached garage, sharing the business activity and customer activity will
fluctuate throughout different times of the year. Hinzman shared the applicant will obtain a taxidermy
license from the Minnesota Department of Natural Resources (DNR). Hinzman indicated notice has been
provided to neighboring property owners within 350 feet of the property, with no responses received and
reviewed Planning Commission discussion.
Council discussion on appreciation for the effort at seeking a home occupation permit. Council
asked clarifying questions on the garage to be utilized and handling waste.

PFAS Update
Wietecha provided the following key updates:
• The Senate Capital Investment Committee included Hastings on its State Bonding Tour
on October 28. A similar visit by the House Capital Investment Committee occurred
November 6. Both were engaged and well received.
• Minnesota Management and Budget has a survey open into next week for residents to
give feedback to the state regarding future bonding bills.
• Draft PPL rankings were released in November. The eastern WTP is ranked #1, and the
western WTP is tied at #17. Both are reportedly in the fundable range.
• Environmental investigations continue as planned by the MPCA to determine potential
connection and eligibility for the City’s other wells. The current round of studies are
expected to complete in late 2025. The City and MPCA have discussed meeting in
December-January to review the studies.
• The 2026 budget proposal includes a phased approach of 10% each in January and July
2026 and January 2027. The phased approach would allow additional time to seek state
bonding, grants, and/or direct connection to 3M Cottage Grove; enable phasing in the
necessary rate increase; and recognizes the complexity of loan and grant paperwork with
the Public Facilities Authority.
• On October 29, the City received notice that Pizza on 50th & France dba Carbone’s Pizza
in Hastings is suing the City over the purchase of the property and alleged loss of lease
and income. The City disputes the substance of the claims. Our insurer League of
Minnesota Cities Insurance Trust is defending the City and has assigned Hoff Barry, PA
to handle the suit. In the meantime, the City continues working with Carbone’s Pizza to
find a new home in Hastings and relocation benefits.

• Dakota County is hosting an open house about the upcoming County Road 42 project on

and the Arts & Culture Commission. There is a ribbon cutting at 3:30 this Friday, December 5.
• Enjoy CPKC Holiday Train and free holiday concert by American Authors and Pynk Beard on
Friday, December 12. Please bring food or monetary donation for Hastings Family Service.
• The new City website is scheduled to go live next week, December 11. It will provide a clear,
user-friendly platform to ensure relevant, timely, and accurate information. It has been designed
for easy navigation. And it will be accessible on desktop, tablet, and mobile devices for all types
of users.
• City Offices will be closed from 11:30 to 1:30 on Thursday, December 11, for the City employee
holiday party and staff recognition.
• The Hastings Prescott Arts Council’s annual gala and silent auction is Sunday, December 14. You
can attend in-person or online.
• Recycle your old lights with the Hastings Holiday Lights Drop Off Collection. Residents can
drop-off their unwanted light strands at the Joint Maintenance Facility, 920 – 10th Street West,
during the holiday season from November 15 to January 31.

Jackets.
Background Information:
The Miesville Lions Club is interested in donating $2,000 to Hastings Police Department to assist our
Police Reserve Officers with High Visibility Jackets. The Reserve Officers are an integral part of events
that occur in our community every year. Most of these events require traffic direction, often in adverse
weather conditions. These jackets will assist the Reserve Officers with additional safety measures. High
Visibility Jackets make it easier for vehicles to see and follow direction from our Reserve Officers.

City Council Memorandum

Item: Second Reading of Chapter 34: Fees
Council Action Requested:
Council is requested to hold the second reading and adoption of an ordinance amendment
adjusting various City fees.
There are some adjustments from the first reading that Council saw in the December 1, meeting.
There are 8 fees under the “Other Public Works Fees” area. It was decided that two will not be
changing in 2026, and the others will not be changing as much as originally planned.
Background Information:
Utility fees
In 2023, the City worked with Northland Securities on a Utility Rate review which looked at the
sustainability of our utility funds to cover projected capital needs over the next several years. The
review recommends rate increases for water, sewer, and storm water.
In accordance with this review, staff recommends a 3.5% operational increase in water rates, plus
an additional 6.5% increase to build revenue associated with future debt payments for the second of
three water treatment plants that will be needed to meet federal drinking water standards. Another,
yet-to-be-determined rate increase is planned for July 202 6 once total non-bond revenues are
known.
A 4.5% increase is recommended for our sewer rates. This adjustment keeps the fund in line with
inflationary increases to expenditures and assist with funding the infrastructure improvements
and capital asset purchases in the coming years.
A 4% increase is also recommended for our Storm Water Fund. The Storm Water Fund’s
future capital projects are driving this proposed increase.
Storm Water and Sewer rate increases match what was implemented for 2025, due largely to
increased capital expenditure projections. Water’s operational increase matches what was
implemented for 2025. The additional increase is required to fund the new water treatment
plant planned to begin construction in 2026.
Other Public Works fees
The Public works department implemented a number of maintenance-related increases in the
Water utility in 2025. These fees include meter replacements, bulk water purchases, and
charges to turn on or off Water services. The original plan to increase all of these fees by
3.5% has changed.
Rather than increase the meter replacement and bulk water purchases fees in 2026, it has been
decided to leave these fees the same for 2026 and have a more detailed discussion with Public
Works as part of the 2027 budget process.

The other rates will change in 2026, but they will not be changing as much as originally
planned. These fees help offset costs for staff and equipment. More detailed discussion on
these fees will also be included as part of the 2027 budget process.
Parks fees
The Parks department requests increasing several fees. Included are pool rental, birthday parties,
swimming lessons and staff costs for the aquatics center. Also included are adjustments to parks
shelters, and removing the amphitheater rental charge. This last charge is not being used, so staff would
like to remove it for clarity.
Financial Impact:
Utility Fees
The proposed rate increase is included in the 2026 budget. It is anticipated this increase will
create a revenue stream from each of the utility funds to meet operational increases as well as
increased debt service payments for the new water treatment plants, for which construction began
in 2025. Rate increase requests in future years will be evaluated based on the fund health and are
expected to be in line with inflationary measures and capital projects.
If approved, the updated fee structure will be effective with the January 2026 billing.

The other proposed fee changes for Public Works would not generate substantial revenues and are
intended to maintain a level of revenue sufficient to offset cost increases.

offset operating costs.

Item: Dakota County Community Waste Abatement Grant Program
Council Action Requested: It is recommended that the City Council authorize the submittal of the 2026
Dakota County Community Waste Abatement Grant Program Agreement.
Background Information: Each year the City receives funding from Dakota County to assist with the
promotion, activities and administration of the Community Waste Abatement Grant Program, formerly
known as the Community Funding Grant and JPA. Currently, the administration of this program rests
with Violet Penman, who is an employee of Rosemount working to administer the program to the cities
of Hastings, Farmington, and Rosemount. Program funding is used to support a broad scope of waste
and recycling activities including paper shredding events, the pumpkin collection, swaps, holiday light
collections, etc.
Financial Impact: The total expected grant dollars for reimbursement is $121,778.00 in 2026, which
accounts for funding allocated to the cities of Hastings ($33,538.00), Farmington ($32,624.00), and
Rosemount ($55,616.00). The City of Rosemount shall act as the fiscal agent for the Cities and is
authorized to pay program expenses and receive reimbursements. Thus, the City of Hastings will have
minimal interaction with program expenses and reimbursements. Dakota County requires two reports
and reimbursement requests in July 2026 and January 2027.

The Interview Committee (Councilmember Beck, HPC Chair Bremer, and Fortney)
have interviewed the following new appointment candidates and believe they have
shown a good understanding of commission’s role in the community and have a
great appreciation for its history.

Background Information:
The HPC has nine-member positions with three terms expiring every year. There are no term
limits for HPC members. However, after three consecutive terms, the positions must also be
open to new applicants. Requests for interested citizens to apply have been widely advertised.
The vacancies are from two dedicated commissioners. Dr. Richard Smith has served since
2016 after having served for 12-years in the late 1990’s. Mark Borchardt was appointed in
2020. He had a year remaining on his term, but a scheduling conflict arose.

I have served on many boards in the past. Currently, I serve as a charter school board member at Woodbury Leadership Academy. I have plenty of experience organizing and running meetings that use Roberts Rules of Order as a governing procedure. In terms of experience in history, I have graduate credits that I am putting towards a masters degree in history.
Joining the Historic Preservation Commission seems like a great way to get involved in our shared community. After learning about the historic nature of our city and the beautiful architecture and homes that have been well-preserved, I thought joining this commission would allow me to increase my understanding of Hastings history while also serving our neighbors. Because my wife is on the City Council, I have heard many stories from folks in town who look to add/update their homes and the process they go through due to their home's historic nature.

Item: Appoint Planning Commissioners – Angela Montgomery and Jennifer Silber
Council Action Requested:
The City Council is asked to make the following appointments to the Planning
Commission:
• Angela Montgomery of 1625 Lake Way to the Planning Commission from
1/1/26 to 12/31/26. The appointment fills the vacancy created by the
departure of Gino Messina due to term limits.
• Jennifer Silber of 121 East 11th Street to the Planning Commission from
1/1/26 to 12/31/26. The appointment fills the vacancy created by the
departure of Rob Halberg due to term limits.
Commissioners are eligible to serve a total of three, two year terms. Action requires
a simple majority of City Council.
Background Information:
On December 8, 2025 candidates were interviewed for the position by Planning
Committee Chair Lawrence, Planning Commission Chair Messina, and Community
Development Director Hinzman. The interview panel recommends the selection of
Ms. Montgomery and Ms. Silber.

Council Action Requested:
Approve Joint Powers Agreement and Addendum A with Independent School District 200.
Background Information:
The City and School District have had a longstanding Joint Powers Agreement which provides a
framework to work collaboratively on mutually beneficial projects on a case by case basis, which have
historically been agreed in separate JPA’s. Representatives of the City and School District have proposed
a number of revisions to the JPA to:
1) Identify it as a primary or umbrella JPA with the individual project JPAs attached as
addenda under the umbrella.
2) Some streamlining of membership, meetings, and communication.
3) Confirm that details and budgets of any future addenda are to be negotiated on a case by
case basis.
4) Miscellaneous revisions in terminology.
This agreement and addendum will “repeal and replace” two prior JPA’s.

Council Action Requested:
Hold a public hearing and adopt the attached resolution vacating the following easements
generally located at 1292 North Frontage Road. A simple majority is necessary for
action.
1) Utility Easement per Document No. 1059470 – Sidewalk, Street, and Utility
Easement
Please see the attached exhibit for further information.
Background:
1292 North Frontage Road was formerly the home of Carbone’s Pizza and Stacy’s Stars
Dance Studio. The property was acquired by the City for construction of the Central
Water Treatment Plant. Buildings have been demolished and the site replatted as
CENTRAL WATER TREATMENT PLANT CAMPUS. The proposed vacated
easements are no longer necessary upon the replatting of the property.
On November 17, 2025 the City Council vacated three other easements on the site.

A RESOLUTION VACATING CERTAIN EASEMENTS RECORDED AS DOCUMENT NO.
1059470 SIDEWALK, STREET, DRAINAGE AND UTILITY EASEMENT
WHEREAS, City Council of Hastings, Minnesota initiated the vacation of a public
easement over property in Hastings, Minnesota; and
WHEREAS, pursuant to Minnesota Statutes §412.851, the City Council may by
resolution vacate any street, alley, public grounds, public way, or any part thereof on its own
motion adopted by a four-fifths votes of all members of the Council; and
WHEREAS, a notice of a public hearing on said vacation was duly published and posted
in accordance with applicable Minnesota Statutes and a public hearing was held on said vacation;
and
WHEREAS , the City Council of Hastings then proceeded to hear all persons interested in
said vacation and all persons interested were afforded an opportunity to present their views and
objections to the granting of said vacation; and
WHEREAS, the City Council of Hastings has determined that the vacation would be in
the public interest.
WHEREAS, the easements proposed to be vacated are legally described as:
The Sidewalk, Street, Drainage and Utility Easement filed of record in the office of
the Dakota County Recorder on August 5, 1992 as Document No. 1059470
The north 19.60 feet of the south 69.60 feet of the following described property:
That part of the south one-half of the northeast quarter of Section 29, Township
115 North, Range 17 West, Dakota County, Minnesota, described as follows:
Commencing at a point which is 1418.00 feet west and 10.00 feet north of the
southeast corner of said northeast quarter of Section 29; thence north, at right
angles, 300.00 feet; thence east 145.20 feet; thence south 300.00 feet; thence
west 145.20 feet to the point of beginning.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Hastings as
follows:
1. That pursuant to Minnesota Statutes §412.851, it hereby vacates the easement
described above and depicted on Exhibit A.
2. That said vacation has no relationship to the City’s Comprehensive Plan and therefore
the Hastings City Council has dispensed with the requirements of Minnesota Statutes
§462.356, subd. 2, that may require a Comprehensive Plan compliance review of said
vacation that may constitute a disposal of real property pursuant to §462.356, subd. 2.
3. That the City Clerk shall prepare a notice to be presented to the Dakota County Auditor
reflecting the completion of the proceedings herein.

Item: Conduct Public Hearing and Consider Resolution Dispensing of the Requirements of Minn. Stat. 462.356
for the Disposal of Hydroelectric Plant
COUNCIL ACTION REQUESTED
Council has been requested to conduct a public hearing regarding the disposal of the Hydroelectric Plant.
Additionally, the Council has been requested to consider adopting the enclosed resolution dispensing of the
requirement of Minn. Stat. 462.356 for the disposal of the Hydroelectric Plant.
BACKGROUND
The Hydroelectric Plant was constructed in 1985 and is now an aging facility. The City had an engineering study
completed in 2023 to identify maintenance costs in the next 25 years. This information was combined with the other
rising annual expenses and historic revenues to provide a comprehensive review of the plant. It was determined that
the plant will lose approximately $14 Million over the next the next 25 years. Some notable annual costs include:
· Dewatering estimated $500,000 every 5 years
· Insurance $200,000+ each year and minimal insurers available
· Rent to the USACE $100,000 each year
· Licenses and Fees of $50,000 to FERC (Federal Energy Regulatory Commission) plus an estimated $1 Million
re-licensing fee on the horizon
· Routine Repairs $50,000 each year
· Dedicated operator staff with daily rounds (0.5 FTE)
Maintenance costs are over 4 times greater than average reported by the US Energy Information Administration due
to the accessibility of this Hydroelectric Plant (in the middle of the Mississippi River) and economy of scale (same
efforts needed as a large plant). Power production is challenging as navigation is and always will be the primary
function at Lock and Dam No. 2. The USACE (who owns and operates the Lock and Dam) frequently regulates the
upper and lower pool head, which impacts the amount of power we can produce. Furthermore, more frequent
breakdowns and maintenance requirements require shut down of production for those repairs. The system is
complex to accommodate the variable head and flow making expertise, parts, and repairs expensive and challenging
to schedule in a timely manner. Power costs have continued to decline over the years per our agreement with Xcel
Energy, those rates are set by the avoided costs of a power plant and capability payments based on seasonal
performance.
Staff were directed by the Utilities Committee to work with the USACE to surrender the FERC License to operate the
plant. This process proved to be unfamiliar, took a long time, and was costly. Ultimately USACE also can recommend
improvements to the facility prior to the surrender, which would be unknown. Due to these challenges and
unknowns, the USACE recommended a transfer to a private entity if possible. With the assistance of a hydro power
expert in the industry from WSB, a buyer from the private market is now interested. With the transfer of the facility
being timely and cost effective the end result is the elimination of financial and operational liability:
· Transfer generally can be completed in 90 to 120 depending on complexity
· As-is condition

· No payment to the City. Value is in saving money in an aging facility expensive to maintain.
· It would keep the Hydro Plant in operation producing clean energy under a different owner more aligned
with the hydro power industry.
NEXT STEPS
The Public Hearing required in Charter Section 7.04 was published in the November 27th Hastings Journal. The
Public Hearing will be conducted at the December 15th City Council Meeting. Adopt the attached Resolution per
Minn. Stat. 462.356 to dispense of the requirement that the Planning Commission review the disposal of the
Plant. This determination is recommended as there is no relationship between the Plant and the Hastings
Comprehensive Plan.
At a future City Council Meeting, a Resolution of Sale will need to be adopted by the City Council. This is
scheduled for January 20, 2026. Thereafter closing with the private entity would be scheduled and the FERC
License, Xcel Agreement, and USACE Agreement would be transferred accordingly.
COUNCIL ACTION REQUESTED
Council is requested to conduct the public hearing for the project and adopt the enclosed resolution dispensing
of the requirement of Minn. Stat. 462.356 for the disposal of the Hydroelectric Plant.

The Council has been requested to authorize the City to enter a contract with WSB for the purpose of
utilizing their professional services to provide municipal utility design for the TH-61 Reconstruction
Project.
Background Information:
The MnDOT design does not include sanitary sewer and watermain within the TH 61 corridor. These
public utilities are owned by the City of Hastings and need to be replaced due to age and condition. This
work is most efficiently done in coordination with the MnDOT project.
Financial Impact:
WSB’s proposal includes the required preliminary and final design to deliver the utility improvements in
alignment with the MnDOT design package. Additionally, the utility design includes the required
coordination and compliance with the CMGC Delivery Method being used by MnDOT for the TH-61
Reconstruction Project. The work is proposed on an hourly basis for an estimated total fee of $471,737.
The design is approximately 12% of the estimated utility construction costs, which is within industry
standard for delivering on an iterative and complex design required for a trunk highway project.

WSB is pleased to submit the following proposal to provide professional consulting services for the
City of Hastings’ Municipal Utility Design in conjunction with MnDOT’s TH 61 Reconstruction
Project. We have assembled a team that can provide the City of Hastings with all the necessary
professional services to deliver municipal utility designs that meet the City’s needs.
Enclosed you will find a proposal to complete the tasks associated with the Municipal Utility Design
Services and our approach to the larger team collaboration with MnDOT and its subconsultants
working to deliver the roadway improvements. The proposal includes an hourly breakdown to

PROJECT TEAM
WSB has assembled a project team experienced in urban reconstruction, municipal utility design and
construction within the MnDOT right-of-way, in-situ utility evaluation and design, CMGC delivery methods
and 3D modeling.
The project will be led by Jim Stremel serving in the Project Manager role. Jim will be the primary point of
contact for the City of Hastings and will serve as the liaison between MnDOT and its consultants and the
City of Hastings for coordination of designs. Jim will be supported by a team of resources familiar with the
City of Hastings, MnDOT, CMGC delivery methods and model integrations. Resumes for key staff
members, which detail comparable project experiences, are attached.
PROJECT UNDERSTANDING AND & APPROACH
We understand that the City of Hastings is requesting a proposal for the design and delivery of municipal
sanitary sewer and watermain improvements along the TH 61 corridor (4th Street to 36th Street) in
conjunction with MnDOT’s scope for the reconstruction of TH 61, which is anticipated to be delivered as a
Construction Manager/General Contractor (CMGC) project with construction estimated to from late 2027 –
2029.
We also understand that MnDOT is leading the roadway design aspects of the TH 61 Hastings
Reconstruction, with Alliant Engineering selected as MnDOT’s General Engineering Consultant (GEC) to
augment MnDOT staff with delivery of the project. As the municipal utility infrastructure within the corridor
approaches the end of its service life, we also understand the City’s desire to:
• Develop municipal utility improvements that will provide for 75+ year service lives for all sewer and
water utilities
• Identify strategic placements of new utility infrastructure that will:
• Limit TH 61 utility service crossings by considering dual mains
• Provide hydrant access on both sides of TH 61 for Emergency Services purposes
• Explore trenchless utility improvements, where feasible, to accelerate the construction
schedule and minimize service disruptions.
WSB recognizes that MnDOT’s preliminary schedule for the roadway improvements anticipates
construction will commence in late Fall 2027 (with possible private utility relocation work) and will continue

through 2029. This requires design coordination between the two agencies beginning as soon as possible
in 2025, with the majority of final design work taking place between Spring 2026 and Spring 2027.
The following Scope of Services represents WSB’s opinion of the required tasks necessary to complete the
Municipal Utility Design Services and coordination with MnDOT.
PHASING AND CONSTRUCTION METHODS
A majority of the properties along the TH-61 corridor are businesses, making utility services maintenance
during working/business hours even more imperative to the success of the project. As a part of the
construction phasing and staging evaluation with MnDOT, WSB will review feed points for temporary water
distribution that minimizes street crossings and maintain service during constructions.
Opportunities to relocate the existing sanitary sewer from outside the center of the MnDOT right-of-way as
a part of the project will also be considered. For example, the sanitary sewer located between 8th and 10th
Streets is believed to be 8” original VCP, and the main is located in the middle of the roadway. If sewer
service elevations permit, it should be considered whether or not moving the main to the easterly or westerly
edge of the right-of-way will provide better long term operation and maintenance opportunities for City Staff.
For emergency services purposes, it is desired to install dual watermains along TH-61 corridor such that
hydrant access does not require a hose across the TH-61 roadway.
For any potential sanitary sewer relocations or dual watermain installation, close coordination with the small
utilities located within the project corridor will be required early on with design of the project.
Trenchless technology construction solutions will be evaluated for both water and sanitary sewer
rehabilitation needs, and recommendations provided to the City for consideration regarding: costs,
constructability, schedule impacts and phasing. Geotechnical investigation of the area will provide valuable
insight as to the feasibility of employing some trenchless solutions.
PROPOSED SCOPE OF WORK & DELIVERABLES
Task 1 | Preliminary Design
WSB’s preliminary design will focus on identifying existing public utility locations, including services,
reviewing the functionality of existing infrastructure that will be required for temporary service interruptions
(valve exercises) and considerations for utility location improvements that will improve long-term operational
functions of the infrastructure.
As a part of the Preliminary Design, WSB plans to engage a subconsultant to televise all mainline sanitary
sewer within the project corridor and along adjacent side streets to note the condition of the infrastructure
as well as service locations. WSB also proposes to televise sanitary sewer services, where possible, using
a lateral launch from the main in an effort to determine which services are active and which services may
be inactive and could be considered for abandonment. This process may also include dye-testing of sanitary
sewer services where needed. WSB will provide a separate estimate for dye testing work if it is determined
necessary for portions of the project.
WSB also proposes to walk the project corridor with City Public Works Staff to identify all curb stop locations
for properties within the corridor.
This preliminary data collection effort will serve as the starting point for determining what mainline
infrastructure improvements, such as main line location, could be considered as a part of this project.
Televising the sanitary sewer will also allow WSB to determine if sanitary sewer lining improvements can
be considered for portions of the project as an alternative to open-cut installation methods.

Determining active and inactive service locations during preliminary design will also help to manage risk
during construction and will expedite new utility service installations.
Finally, WSB proposes to exercise all valves with City Public Works staff outside of the project corridor that
will need to be employed to facilitate water shutoffs associated with utility replacements. Valves that are
not found to hold in the closed position will need to be incorporated into the project improvements to allow
for utility replacements within the project corridor.
In addition to the televising review and field visits with City Public Works Staff to locate curb stops and
exercise valves, we anticipate three (3) meetings with City Engineering and Public Works staff to review
our findings, recommendations for relocations or abandonments and finalizing new main line and service
locations before moving into final design with MnDOT. The City’s desired utility locations must then be
reviewed by MnDOT and its consultant for conflict and permitted locations within MnDOT’s ROW.
It is assumed all valve, hydrants, manholes (rim and inverts) and curb stops (visible at the surface) will be
collected with the topographic survey information being coordinated by MnDOT and that the location of this
infrastructure will be further verified by MnDOT’s Subsurface Utility Engineer.
It is not anticipated that WSB will be entering properties to collect any of this information, but should it be
determined that property access will be required, it is assumed that City Staff will coordinate entry and
accompany WSB Staff. It is proposed that time spent on-site collecting information inside private properties
will be billed on a time and materials basis.
Task 2 | Final Design
WSB will prepare a fully developed 3D model of the municipal utility improvements, as well as
construction documents (plans and specifications) in accordance with MnDOT’s typical letting process.
This process will also include supporting MnDOT in utility coordination for the watermain and sanitary
sewer improvements, securing necessary municipal utility permits and performing a QA/QC and
constructability review.
GSOC Coordination and Design Meeting
WSB will attend the design utility coordination meetings as required by Minnesota Statute 216D and led
by MnDOT’s Surface Utility Engineering consultant. It is anticipated there will be a total of four (4) utility
coordination meetings will be conducted leading up to the preconstruction meeting.
Plans
AutoCAD Civil 3D modelling will be utilized to develop traditional plans for bidding purposes. The plans
will generally include the following sheets (or combined items on sheets) for the proposed improvements,
and are anticipated to be included in MnDOT’s overall bid set:
• Utility Layout Plan
• Statement of Estimated Utility Quantities (to be included in MnDOT’s tabulation)
• Construction Notes
• Standard Details
• Construction Plans (removals, utility plan and profiles)
• Phasing plans to coincide with MnDOT’s overall project phasing
Specifications
WSB will prepare a separation Utility Division for inclusion in the overall Project Manual being developed
by MnDOT that will include special provisions related to the municipal utility improvements.
Design Coordination led by MnDOT

WSB anticipates bi-monthly Project Management Team meetings for the duration of design (18 months).
WSB assumes these meetings will be hosted virtually, and one representative from WSB will attend each
meeting to represent the City’s utility interests in the project.
Permits
WSB will coordinate and obtain all permits necessary for utility construction. Current permits anticipated
include MDH watermain extension permit (for dual main installation) and a MPCA sanitary sewer
extension may also be required if new sanitary sewer runs are extended with the project. It is assumed
all other permits for the project will be obtained by MnDOT.
QA/QC Plan Review
WSB will conduct comprehensive QA/QC model and plan review to ensure all applicable City of Hastings
engineering standards are satisfied. This review will also include a cursory review of the plans by an
employee of WSB’s transportation group as it relates to MnDOT requirements for construction of
improvements within the MnDOT Trunk Highway right of way.
Constructability Review
WSB will perform a constructability review, in which members of the WSB construction team will review
the utility plans and specifications in their entirety for constructability to evaluate risks associated with
construction and potential risk mitigation measures that can be implemented.
Deliverables
• AutoCAD Civil 3D Modelling (30%, 60%, 90%, and 100% design stages).
• Traditional construction drawings as required by MnDOT (assume this will only be done at 60%,
90% and 100% design stages).
• Project Manual Special Provisions for municipal utilities.
• Participation in all MnDOT-led design and coordination meetings.
• Final executed permit(s)
• Engineer’s Statement of Estimated Quantities for use in MnDOT’s overall SEQ for the project.
• Summary of Q & A from bidding.
Task 3 | CMGC Coordination
WSB’s scope of services also proposes coordination with MnDOT’s CMGC partner on municipal utility
aspects of the project.
Coordination with MnDOT will include regular participation in design meetings, constructability reviews,
model reviews, contractor integration, specification development, and attendance at utility coordination
meetings, etc. WSB will serve as an extension of the CMGC team, representing the City in ensuring City
standards for municipal utility construction, as well as property owner service expectations, are satisfied for
the duration of the project.
While adherence to City design standards will be critical to the overall success of the project, maintaining
utility service operations with few disruptions will be paramount to the perceived success of a project such
as this, running through the heart of the City’s business district.

ASSUMPTIONS
With our proposal, WSB assumes:
1. All necessary Subsurface Utility Engineering, including sanitary sewer and storm sewer inverts, will
be provided by MnDOT’s consultant.
a. This includes an assumption that 4M analytic data will be included in the scope of MnDOT’s
Subsurface Utility Engineering (SUE) services.
b. This includes as assumption that Gopher State One Call requirements are satisfied with
MnDOT’s SUE contract.
c. WSB will participate in utility coordination meetings on behalf of the City for municipal utility
work. It is assumed a total of four (4) meetings will be required.
2. All necessary topographic survey and existing surface modelling will be provided by MnDOT,
including survey of existing municipal utilities.
3. All necessary geotechnical investigations and recommendations will be provided by MnDOT.
4. Any right-of-way or right-of-entry requirements associated with preliminary investigations or
construction will be addressed by others.
5. Public engagement for the project will be administered by others. Some coordination of information
has been scoped by WSB to provide updates and information for those leading public engagement
efforts for the project, but WSB assumes this effort will be executed by others.
a. WSB does not anticipate any neighborhood meeting or City Council meeting participation
as a part of our scope based on our understanding of the role MnDOT’s subconsultant will
play. However, should City Staff find it desirable for WSB to attend some or all of those
meetings, WSB can prepare a separate proposal to do so.
6. Any necessary environmental investigations will be completed by others.
7. All necessary environmental documents will be completed by others and will include the City’s
municipal utilities in the scope.
8. Any cultural resource needs associated with the project, including utility impact areas, will be
completed by others.
9. Minnesota Department of Health (MDH) and Minnesota Pollution Control Agency (MPCA) permits
required for any new utility extensions deemed necessary with the projects will be obtained by
WSB, with permit costs passed through to the City of Hastings.
10. Erosion/sediment control plan sheets and formal SWPPP documents will be prepared by MnDOT.
11. Meetings will be held virtually with MnDOT design team.
12. The Owner (MnDOT) will deliver existing utilities in QL-D SUE and also conduct the conversion to
QL-B for the corridor and for use by the City during utility design and modelling.
13. Our scope of services in this proposal does not include construction related services. Upon
completion of final construction documents, WSB can provide a detailed Construction
Administration proposal based on the final design, phasing, and schedule for the project.

WSB will provide the services as outlined in Project Approach / Scope of Services. Our budget was
developed based on our understanding of the scope and experience with similar type projects. Attached
you will find guidance on the cost breakdown of each task. The following is a summary of the costs for

Phase III of the Fish Point Road Improvements for the City of Prior Lake included trunk municipal utility
replacements within the MnDOT TH ROW and replacement of the existing MnDOT signal system as a part of a
Cooperative Agreement. As the City of Prior Lake improved the south leg of the intersection of Fish Point Road
and TH 13, the desire to improve the signal system in advance of MnDOT's scheduled replacement became
apparent. Replacement of the signal system included the addition of flashing yellow arrows for TH 13 traffic, as
well as replacement of municipal utilities within the TH 13 (MnDOT) ROW.
Prior Lake TH 13 Trail - Segment No. 1

WSB assisted the City with obtaining $1,000,000 of Congressionally Directed Spending to construct Segment No.
1 of the TH 13 trail project. The multi-use trail segment in 2025/2026 along the west side of MnDOT Trunk
Highway (TH) 13 in the City of Prior Lake. The 10-foot wide, bituminous trail will fill a critical gap in the local and
regional trail system, and will connect several existing trails and popular walking and biking destinations in the
community including a heavily developed commercial area surrounding the intersection of TH 13 and CSAH 42
and Prior Lake High School.
WSB developed the funding application, preliminary design, environmental documents, final design, permitting
and will provide construction administration/observation services for this project.

Monica served in a variety of roles while delivering the City of Lakeville's annual street reconstruction projects:
Project Engineer, Project Manager and Project Principal for the City of Lakeville's 2011-2025 Street
Reconstruction Projects. Annually, the projects included the reconstruction of 5-13.5 miles of local residential
and collector roadways and sidewalks as well as water main replacement, sanitary sewer lining and/or
replacement, and storm sewer enhancements.

Early on in his career with a previous consulting firm, Mr. Stremel provided the City of Hastings with civil design
services, construction inspection/administration, and project management for numerous projects for over a
decade between 2002 and 2013. He observed construction operations for numerous residential development
projects including South Pines, Century South, and multiple Wallin Additions; he also served as the lead bridge
and utility inspector for the General Sieben Drive Vermillion River crossing in 2003. During this time, Jim also
performed design and project management duties for the Spiral Boulevard roadway extension to CR 91, Hastings
Industrial Park No. 7 project, the 2008 Downtown street and utility improvements along Sibley/Ramsey/Tyler
Streets which also included the replacement of 100-year old watermain, and preliminary City utility design as a
part of the TH 61 bridge replacement project.
Hackamore Road Improvements | Medina, MN

Jim managed a $6.5M project on Hackamore Road, spanning both Medina and Corcoran. The 1.5-mile corridor
underwent full reconstruction and widening of a deteriorated and insufficient roadway system. The project
required extensive coordination between both cities, their staff, councils, residents, and stakeholders. The State
Aid project was developed in collaboration with five adjacent residential developments over five years to
accommodate the permanent stormwater management offsite, crucial in the narrow corridor bordered by
wetlands. It also included a new signal system and pedestrian safety improvements at a Hennepin County
roadway intersection. Construction was completed in 2024.

WSB provided engineering design, land acquisition, construction observation, administration, and
survey services for the City of Lino Lakes. The project provides utilities to serve a 20-acre senior living
development sanitary sewer. The improvements included a lift station serving the development and
future flows to the east of CR 49 (Hodgson Road), an on-site standby generator, gravity sanitary sewer,
forcemain and watermain improvements. The gravity sewer system extended between CR J to the new
lift station to divert flow from the Shoreview system, and the sanitary sewer forcemain and trunk
watermain were constructed by horizontal directional drilling (trenchless) methods. The project
included more than 2,200 feet of 12" PVC watermain, with more than 2,100 feet constructed by HDD
methods and over 230 feet of sanitary forcemain by HDD methods.
This project required close coordination with the developer, Anoka County, and the Metropolitan
Council. Project design challenges included the acquisition of property to extend the trunk watermain
and forcemain across residential parcels to connect to existing sewer and watermain, and the
extension of 2,100 feet of watermain along CR 49 within a narrow right of way without pavement
disturbance. High groundwater conditions in fine sand required significant dewatering of groundwater.
The gravity sanitary sewer crossed a 16-inch diameter Metropolitan Council forcemain that could not
have service interrupted during construction. Construction of the gravity sewer crossing required
lightweight high-strength cement slurry to ensure no settlement of the forcemain.
TH 95 Watermain Trenchless Replacement | North Branch, MN

Due to continued watermain breaks in TH 95, the City decided it was time to replace the approximately
4300 feet of watermain between 12th Avenue and 2nd Avenue. The project required coordination with
MNDOT with the watermain in the roadway pavement section. In order to reduce prolonged traffic
impacts to MNDOT, WSB's design team recommended watermain replacement with a combination of
pipe-bursting, horizontal directional drilling, and open trench construction methods. The

The project includes the design and construction for the rehabilitation of an existing 24" FM by
sliplining with 18-inch Fusible PVC pipe from the Williston Road lift Station to the junction connection
located nearly 2 miles to the east along Minnetonka Drive and Minnetonka Boulevard (TH-5). The
project included 8,700 linear feet of (of the total 9,700 feet of FM) 18-inch DR 21 Fusible PVC pipe
installed inside the existing ductile iron forcemain, originally installed in 1971. Nearly 90% of the existing
force main length remained in the ground as a casing for the new force main. Sliplining the new
forcemain allowed for considerably less excavation, fewer impacts to adjacent utilities, and reduced
construction timeline for residents and businesses along city streets and TH-5 than traditional open
trench construction. The project required coordination with MNDOT for temporary traffic control and
permitting work within MNDOT right of way. The contractor installed the 18-inch fused slipline pipe
segments in lengths ranging from 500-ft to 1,250-ft
East Viking Boulevard Utility Improvements | Wyoming, MNCity

The project includes the design and construction or trunk sanitary sewer in TH-61 from Fallbrook
Avenue to Fenwick Avenue. The new 16-inch sanitary sewer replaces a 12-inch sewer to provide
additional capacity to serve the west city growth areas. The project timeline for design and
construction supports proposed development northwest of TH61/I-35 interchange and aligns with
proposed MNDOT improvements to TH-61. WSB's design team coordinated the proposed sewer
improvements with MNDOT regional staff with the underground utility requirements in the highway
corridor and the addition of a new signal system at TH-61 and Fallbrook Avenue. The project design
and construction utilized traditional open trench construction for the sewer improvements and MNDOT
approved temporary traffic control through the construction areas.

1.25 miles of existing utilities onto a newly constructed frontage road, requiring careful planning to
minimize disruption and maintain service continuity. As the lead designer, Nate was responsible for
developing the technical design, preparing construction documents, and ensuring compliance with
local and state standards. He worked closely with MnDOT and City staff throughout the design and
permitting process, facilitating coordination meetings, addressing design constraints, and

Nate worked closely with the City of Wyoming to replace an aging sanitary sewer force main beneath
the Kettle River and extend a trunk watermain under I-35 to support future development. As the lead
designer, he partnered with City staff and MnDOT to develop effective solutions for both systems. The
watermain extension required trenchless installation from an existing water tower beneath I-35—a
complex task that was successfully delivered through coordinated planning and communication. Nate
ensured the MnDOT Utility Accommodation permit was secured ahead of construction, helping the
