Item: Joint Powers Agreement
Council Action Requested:
Approve Joint Powers Agreement and Addendum A with Independent School District 200.
Background Information:
The City and School District have had a longstanding Joint Powers Agreement which provides a
framework to work collaboratively on mutually beneficial projects on a case by case basis, which have
historically been agreed in separate JPA’s. Representatives of the City and School District have proposed
a number of revisions to the JPA to:
1) Identify it as a primary or umbrella JPA with the individual project JPAs attached as
addenda under the umbrella.
2) Some streamlining of membership, meetings, and communication.
3) Confirm that details and budgets of any future addenda are to be negotiated on a case by
case basis.
4) Miscellaneous revisions in terminology.
This agreement and addendum will “repeal and replace” two prior JPA’s.

Existing budget.
