HomeMy WebLinkAbout04-21-08 Bastings, Minnesota City Council Minutes April 21, 2008 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 21, 2008 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Hazlet, Hollenbeck, Riveness, Schultz and Slavik Members Absent: None Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Planning Director John Hinzman Public Works Director Tom Montgomery City Engineer Nick Egger Approval of Minutes: Mayor Hicks asked if there were any corrections to the minutes of the regular meeting on April 7, 2008. Hearing none, the minutes were approved as presented. Certificate of Appreciation-Planning Commission Chair Bud Truax Planning Director Hinzman and the City Council thanked Truax for his years of service and contributions to the Planning Commission. Truax was presented with a certificate of appreciation. Youth Recycling Award Randy Triplett of Waste Management presented a check for $708.75 to the 4H Klover Klub. Boy Scout Troop #92 is the next group for youth recycling program. Consent Agenda Moved by Councilmember Riveness, seconded by Councilmember Hazlet to approve the Consent Agenda as presented. 1. Resolution-Award Contract: 2008 Street and Utility Improvement Program City Engineer Egger stated that Ryan Contracting is the recommended contractor, with a bid of $2,363,325. Egger stated that they are anxious to begin working on the project. Councilmember Slavik asked where the staging will occur. Egger stated that it is still being determined, but it will not be at Lions Park. Moved by Councilmember Slavik, seeonded by Councilmember Schultz to award the contract as presented. 7 Ayes; Nays, none. Copy of resolution on file. Resolution-23n1 Street and Highway 61 Traffic Signal Moved by Councilmember Alongi, seconded by Councilmember Schultz to approve the resolution as presented. 7 Ayes; Nays, none. Copy of resolution on file. Comments from the Audience Jackie Boler, 402 West 7th Street, stated that she felt that the OHDS are more than guidelines; they are standards to be adhered to. Reports from Councilmembers Mayor Hicks recommended that an issue related to licensing massage establishments be referred to the Administrative Committee of the Council for further discussion. Saturday, April 26 will be an Arbor Day event and the City's Clean Up Day Tuesday, April 29 will be an open house for the proposed Hiawatha Trail at City Hall. Sunday, May 4 will be a farewell ceremony for the local National Guard, who is being deployed to Iraq. The ceremony will be held at 1 :00 p.m. at the high school.
