The Planning Commission of the City of Hastings, Minnesota met in a regular
meeting on Monday, November 10, 2025 at 7:00 p.m. in the Hastings City Council
Chambers.
1. Call Meeting to Order
Planning Commissioners Present: Messina, DePalma, Halberg, McGrath,
Moes and Swedin
Planning Commissioners Absent: Peters
Staff Present:
Community Development Director John Hinzman
2. Approval of Minutes – October 27, 2025 – Regular Meeting.
Chair Messina asked if there were any additions or corrections to the minutes.
Minutes were approved as presented.
PUBLIC HEARINGS
3. City of Hastings – City Code Amendment – Lower-Potency Hemp Edibles
Hinzman provided an overview of the request to recommend action to amend City
Code Chapter 155 – Zoning Code – Lower-Potency Hemp Edibles. Hinzman
provided background information on previous City Council actions establishing
regulations for Cannabis and Lower-Potency Hemp Edibles. Hinzman introduced
the proposed amendments.
Chair Messina opened the public hearing at: 7:05 p.m.
Chair Messina closed the public hearing at: 7:06 p.m.
Commissioners posed clarifying questions on the type of liquor licenses
establishments must hold in order to sell lower-potency hemp edible products and
posed questions regarding the abbreviated terms in the chart for permitted uses.
Hinzman clarified the permitted uses and uses that would require a Conditional
Use Permit. Commissioners inquired about the distinction between a Special Use
Permit and a Conditional Use Permit. Hinzman indicated the terms are used
interchangeably based on the City’s previous practice and that the updated zoning
code will use the term Conditional Use Permit which is the more commonly used
term. Commissioners posed clarifying questions on the exemptions within City
Code. Hinzman indicated the verbiage will be clarified and that the 500’ distancing
requirement between facilities.
Commissioner Halberg motioned to approve the proposed changes to City Code
Chapter 155 – Zoning Code – Lower-Potency Hemp Edibles subject to the
clarification of exemption language. Seconded by Commissioner Swedin. Vote:
Ayes 6; Nays: 0. Motion approved as presented.
4. Spiral Brewery – Special Use Permit #2025-40 – Manufacture of Lower-Potency
Hemp Edibles
Hinzman provided an overview of the Special Use Permit (SUP) application of
Spiral Brewery to conduct lower-potency hemp edible manufacturing on property
owned by Helix Holdings located at 111 2nd Street E. Hinzman reviewed the
proposed ordinance amendment to allow this use.
Chair Messina opened the public hearing at: 7:16 p.m.

Commission posed questions clarifying the Zoning District of the location and if
this would be exempt from the regulations of the distancing requirements.
Hinzman clarified the Downtown Core and C-3 zoning districts are exempt from
those distancing requirements.
Commissioners posed questions to the applicant regarding the types of products
they plan to manufacture and if they plan to distribute those products or just sell
them in their establishment. Amy Fox, Spiral Brewery, indicated the focus is
manufacturing beverages at this time and that they plan to offer them in their
establishment as well as for distribution.
Commissioner Swedin motioned to the Special Use Permit application of Spiral
Brewery at 111 2nd Street E. Seconded by Commissioner Halberg. Vote: Ayes 6;
Nays: 0. Motion approved as presented.

Hinzman provided a summary of recent City Council actions and future items for
the Planning Commission’s review.
6. Adjourn
Commissioner McGrath motioned to adjourn the meeting at 6:25 PM. Seconded
by Commissioner DePalma. Vote: Ayes 6; Nays: 0. Motion approved as
presented.
