Business A. Façade Improvement Program Application – 2103 Vermillion St HEDRA has received an application from Steve Benowitz, who represents the property at 2103 Vermillion St. The full scope of the project includes the following: - Install lighting around the perimeter of the property The project has eligible costs totaling $6,000.00; Under the program, the grant award is based on matching funds of $2 of private investment for every $1 of grant funding. Action: Motion to approve Resolution 2025-11 approving a façade improvement program grant award to Steve Benowitz in the amount of one-third of the eligible project cost, up to $5,000.00. Please see the attached application for further information. B. Façade Improvement Program Application – 201 2nd St E HEDRA has received an application from Jason Reissner, who represents the property at 201 2nd St E. The full scope of the project includes the following: - Remove and replace the decking and roofing The project has eligible costs totaling $40,738.00; Under the program, the grant award is based on matching funds of $2 of private investment for every $1 of grant funding. Action: Motion to approve Resolution 2025-12 approving a façade improvement program grant award to Jason Reissner in the amount of one-third of the eligible project cost, up to $5,000.00. Please see the attached application for further information. V. Reports and Information A. Block 28 – Gateway Update Staff submitted a Tax Based Revitalization Account – Site Investigation grant application to perform a Phase II ESA, draft an Asbestos Abatement Plan, and write a CCP/RAP. Award winners are notified in January of 2026. More information to follow in the coming months. While Staff waits to hear about the grant, they will finalize a plan for soliciting development bids on the site. B. Block 16 – Update Staff received the appraisal from TaTonka and forwarded it to representatives at the Office of Management and Budget and Metropolitan Council. The next steps are to have a meeting with all parties to understand what steps need to be taken to allow a potential sale of the property. C. Industrial Park Marketing - Gaughan Gaughan Companies provided their monthly report and have had any leads make it through to Staff introductions. Gaughan is in the process of doing architectural work for what a possible first phase of development might look like. There has also been growing interest from parties wanting to use part of the site for cannabis cultivation. Staff will continue to speak with Gaughan on their proposals and any serious interested parties. D. Open to Business 3rd Quarter Report The Open To Business quarterly report is attached. Five Hastings clients have received services, and we continue to meet with the organization to determine any assistance they can provide with the TH 61 reconstruction project beginning in 2027. Please see the report for further information. E. Development Updates New Information: 1292 North Frontage Road – Carbones Pizza\Stacy’s Stars – Central Treatment Plant Demolition has been completed of the former building and construction is underway for the new Central Treatment Plant. On October 29, the City of Hastings received notice that Pizza on 50th & France dba Carbone’s Pizza in Hastings is suing the City over the purchase of 1290 North Frontage Road and alleged loss of lease and income. The City disputes the substance of the claims. Defense will be handled by Hoff Barry, PA. The City of Hastings intends to continue working with Carbone’s Pizza to find a new home in Hastings and relocation benefits. Hastings Coop Creamery – Inspection staff conducted a safety inspection of the building on November 5th and will review potential action to compel demolition of the building. Fire investigation has concluded, and site has been cleared for cleanup. Staff is working with owners on cleanup plans. No further information on the future of the business or site. Two Seeds Popcorn – 2137 Vermillion Street – Two seeds has purchased the former State Farm Building and has begun renovation to move its existing popcorn retail store from Apple Valley to Hastings. Green 2 Go Cannabis License – On October 6th the City Council granted a license to operate retail cannabis at 2103 Vermillion Street. This is the final step prior to operation. City Code allows for two cannabis licenses to be issued city-wide. Apartment Conversion – 321 6th Street E – On October 20th the City Council reauthorized approval to convert the building into 10 apartment units. The building is located across the street from SEAS school. Permits are being finalized to begin construction. Walden - Redwing Blvd & Michael Avenue – 310 Design Build will conduct a neighborhood meeting on November 20th at 6:30 pm to introduce the new concept to the neighborhood. All property owners within 350 feet have been notified. 310 proposes a development of 190 single family, villa, and townhomes for the site. The overall layout of streets appears similar. The previous plan was for 450 units of single, townhome, apartments and senior housing. Spiral Brewery – 111 2nd Street E – On November 10th the Planning Commission will consider a special use permit to conduct manufacturing of lower-potency hemp edibles that may include beverages or gummies. This will be in addition to their brewery operation. Upon action by the Commission, the City Council will review on December 1st. Rio Gran Express – 601 31st Street E – Construction of the building has resumed with walls being constructed for the trucking company. Previous Information: Special Use Permit – Boat Sales – 624 Spiral Blvd On September 15th the City Council approved a Special Use Permit to conduct boat sales at 624 Spiral Blvd in the Industrial Park. The operation will occur in the office portion of the building with screened outside storage. IPB Battery would continue to operate out of the rear of the building with boat sales in the front. Chase Bank – Cub Parking Lot Chase Bank has proposed construction of a bank in the parking lot north of Cub Foods near Highway 55 and General Sieben Drive. City Council approved the Site Plan on August 18th. Staff is awaiting building plans for construction. Suite Living Senior Apartments – 33rd Street and Vermillion – City Council reauthorized Site Plan approval on August 4th. The developer plans on beginning the project later this year. Approval for the 32-unit project was granted by the City Council in 2022. Heritage Ridge – City Council granted a one year extension on August 4th. Streets and utility construction may commence this year for the final addition of the 116-lot single family residential development near General Sieben Drive and Northridge Drive. Vermillion Acres – Construction continues a fall 2025 opening is anticipated. Jaybird Senior Living will manage the 75-unit senior housing facility near County Rd 47 and Riverwood Drive. Zoning Code Update – Staff continues to meet with the consultant to go over the draft plan. National Guard Armory – Parking and Stormwater – Construction has begun on the project. The City Council approved the site plan at the January 21st meeting for stormwater and parking lot improvements. Sunset West 3rd Addition – Plans for development of 41 single family homes northwest of 15th Street and O’Connell Drive. South Oaks 4th Addition – Homes are under construction for the 35-lot single family home subdivision near 31st Street and Century Drive. United Heroes League – Stadium Seating and Locker Room – Site is currently under construction. 315 Pine Street - Thorwood – Monthly meetings have been established between the Building Official and owner to ensure timely completion. Substantial demolition work has occurred on the inside of the property and framing has commenced. Special Use Permit for use of the first-floor area for a 25–30-person meeting space approved by City Council. Dakota County Law Enforcement Addition – Construction of the 13,000 s.f. Integrative Health Unit is underway. Hastings Theater – 1313-1325 South Frontage Rd – Building being converted into multiple office\warehouse, restaurant, and entertainment spaces. Shephard of the Valley - Townhomes – Staff has reviewed concept plans for approximately 15 townhome units east of Shepard of the Valley Church located near 4th Street and Whispering Lane. The City Council approved a minor subdivision to split the church land from the development site at the July 17th Meeting. Villas at Pleasant – More permits have been submitted for construction and work continues on the first model home at the 32-unit subdivision near Northridge and Pleasant.
