Item:Consider Resolution of Support of Dakota County 2026-2030 Capital Improvement Program
COUNCIL ACTION REQUESTED
Council is requested to consider the attached resolution indicating support of the Dakota County 2026-2030
Capital Improvement Program.
BACKGROUND INFORMATION
Each year, the City coordinates with Dakota County to review the County’s 5-year CIP for projects affecting
Hastings. This coordination helps ensure the City is prepared for construction impacts, public engagement,
and future cost participation.
The current 5-year CIP for Dakota County includes improvements to the following corridors:
•County Road 42
o What:Pedestrian Improvements with Mill and Overlay
o Where:Lock Boulevard to TH-61
o When: 2026 Construction
•County Road 46
o What: Reconstruction & Modernization –Dividing with medians, managing accesses
o Where: General Sieben Drive to TH-61
o When: 2030 Construction (2027-2028 Design and Right-of-Way Acquisition)
•CSAH 54
o What: Reconstruction & Modernization –Expanding roadway and adding regional trail
o Where: 18th Street to CSAH 68 (Ravenna Township)
o When: 2030 Construction (2027-2028 Design and Right-of-Way Acquisition)
FINANCIAL IMPACT
The County’s 5-year CIP as displayed currently would require approximately $3.1 million in total City cost
participation between 2026 and 2030. Roughly $2.4 million of this total is projected in 2030 for the construction
phases of CSAH 46 and CSAH 54, with the remaining balance spread across earlier years for design and right-of-
way activities. The final cost shares for these projects will be determined in the coming years as project scopes
are finalized.
STAFF RECOMMENDATION
Staff supports Dakota County’s proposed 2026–2030 CIP projects within Hastings as they address several well-
documented concerns related to vehicle safety, pedestrian safety,and deteriorating roadway conditions.Staff
recommends that the City Council adopt the attached resolution confirming the City’s support for these
projects over the forthcoming 5-year window.

RESOLUTION IN SUPPORT OF THE 2026-2030 DAKOTA COUNTY TRANSPORTATION CAPITAL IMPROVEMENT
PROGRAM
WHEREAS, Dakota County has prepared a 2026–2030 Capital Improvement Program (CIP) that identifies
improvements along County State Aid Highways (CSAH) 42, 46, and 54, within the City of Hastings; and
WHEREAS,these projects address critical transportation needs across the City, including enhancements to motorist
and pedestrian safety, as well as the preservation of roadway infrastructure, and
WHEREAS, Dakota County intends to pursue external grant funding opportunities on the CSAH 46 and CSAH 54
Improvements in advance of construction; and
WHEREAS, City staff have participated in the preliminary planning and technical coordination for these projects to
ensure alignment with the City’s long-term transportation and infrastructure goals.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS;that
1.The City of Hastings hereby supports the implementation of Dakota County’s 2026-2030 CIP and will
continue collaborating with County staff in the coming years to execute these projects.
