Members Present: Mayor Fasbender, Councilmembers Beck,Lawrence,Leifeld, Pemble, and Vihrachoff Members Absent:Councilmember Haus Staff Present:City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Greta Bjerkness Community Development Director John Hinzman Kristy Barse, Chamber of Commerce & Tourism Bureau Paige Marschall Bigler, Levee Park Programming Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council regular meeting on October 6,2025. Minutes were approved as presented. Consent Agenda Councilmember Lawrence motioned to approve the Consent Agenda as presented, seconded by Councilmember Pemble. 6 Ayes, 0 Nays 1.Pay Bills as Audited 2.Resolution No. 10-10-25: Accept Donation to the Parks and Recreation Department from Cheryl Conklin 3.Resolution No. 10-11-25: Accept Donation to the Parks and Recreation Department from Bob & Barb Zetwick 4.Resolution No. 10-12-25: Accept Donation to the Fire Department from Shirley Frembgen 5.Resolution No. 10-13-25: Accept Donation to the Police Department from Shirley Frembgen 6.Approve Strategic Plan Report: 3rd Quarter 2025 7.1st Reading: Amend City Code Chapter 150.05 –Demolition Licenses 8.Approve Quote with AXON Enterprise for Fleet Cameras 2026 –2030 9.Declare Surplus Property and Authorize for Public Sale –Public Works Department 10.Approve Pay Estimate #22 (final) for the Civic Arena Project –inBYLT LLC ($23,596.22) 11.Approve Pay Estimate No. 4 for the 2025 Neighborhood Infrastructure Improvements – Northwest Asphalt Inc. ($695,431.82) 12.Approve Pay Estimate No. 1 for Central Water Treatment Plant –Magney Construction ($195,045.50) 13.Approve Sewer Service Repair Assessment Request –1117 3rd Street E. 14.Approve Sewer and Water Service Repair Assessment Request –410 6th Street E. 15.Authorize Signature: Tourism Bureau Agreement (2026-2028) with Hastings Area Chamber City Council packets can be viewed in searchable format on the City’s website at https://www.hastingsmn.gov/city-government/city-council/city-council-documents of Commerce 16.Authorize Signature: Lease Amendment #2 –Veterans Athletic Complex Authorize Signature: 1st Amendment to PFAS Planning and Design Grant Agreement Wietecha provided an overview of the request to approve the first amendment to the PFAS Planning and Design Grant Agreement. On December 4, 2023, the City Council approved the original grant agreement from the Minnesota Pollution Control Agency. Wietecha indicated several unforeseen expenses have been added to this grant over the past few years including required environmental studies, relocation services and additional water chemistry laboratory work. The total amount of this unforeseen work is $281,000.00. The amendment effectively increases the grant amount to $3,460,366.00 with the grant expiration date remaining on June 30, 2027. No Council discussion. Councilmember Pemble motioned to approve as presented, seconded by Councilmember Vihrachoff. 6 Ayes, 0 Nays. Conversion of Building into Apartments (321 6th Street E.) Hinzman provided an overview of the request to amend a Special Use Permit and Variance for Apartments at 321 6th Street E. The amended Special Use Permit will allow 10 dwelling units within a historic structure. The amended Variance will modify the minimum parking standards to construct 17 parking spaces. Hinzman provided an overview of the discussion in 2020 when the original requests were brought before City Council for consideration. Council posed questions regarding if ownership remained the same from the original requests and if advisory Commission discussion was required with the request. Hinzman clarified it is the same owners and the requests were brought before the Planning Commission and the Heritage Preservation Commission in 2020 when the original requests were being considered. Hinzman shared since the original approval, the parking standards have changed but the change would still require a variance in this request. Council posed questions on the location for parking and other options in the area. Hinzman indicated the parking requirements encourage all parking to be on site and not rely on street parking. Council posed questions on the timeline for completion. Hinzman indicated there is a sunset clause on both the amended Special Use Permit and the amended Variance of one year. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Pemble. 6 Ayes, 0 Nays. 2026 Budget Preauthorizations Wietecha provided an overview of the request to pre-authorize select 2026 budget items, specifically those with long lead times where early action would help ensure timely delivery or result in cost savings. He noted that Council has approved similar pre-authorizations in the past. The current request includes two police squad vehicles and a plow truck. Funding will not be required until the equipment is delivered. Council discussed the expenses associated with the two hybrid police squad vehicles, including which units they would replace in the existing fleet. Council expressed appreciation to City staff for their foresight and proactive planning. Councilmember Vihrachoff motioned to approve as presented, seconded by Councilmember Pemble. 6 Ayes, 0 Nays. Announcements •The Hastings Community Halloween Party is Friday, October 24, from 6 to 8 pm at the High School. Recommended for families with kids 12 and under. Please bring a non-perishable food item for Hastings Family Service or a cash or check donation for the Youth Impact Council Scholarship. •The Hastings Downtown Business Association presents the Downtown Hastings Halloween Candy Crawl on Sunday, October 26. Please bring a non-perishable food item to donate to Hastings Family Service. •Residents can drop their pumpkins at the Dakota County Highway Shop in the labeled bins Saturday and Sunday, November 1 -2. Painted pumpkins and pumpkins with excessive wax or another inorganic residue cannot be accepted and should go in the trash. Please do not put anything other than pumpkins or gourds in the container. •Outdoor Winter Clothing Swap: Bring your gently used and clean outdoor winter clothing you no longer want to our swap event and bring home items that are new to you on Tues, November 4 at the Rambling River Center in Farmington. Accepting coats, jackets, mittens, gloves, winter hats, scarves, winter boots, and snow pants in all sizes. No item donation is necessary to shop the swap. •I’d like to recognize coming up October 28 is National First Responder Day and thank all of our first responders for their service to the community. •Friends of Pleasant Hill Library hosts its Used Book Sale Thursday to Sunday, November 6 – November 9 •Happy Birthday tomorrow to Councilmember DawnMarie Vihrachoff.
