HomeMy WebLinkAbout2 - MinutesHastings Planning Commission September 8, 2025 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, September 8, 2025 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, DePalma, Halberg, Peters, and Swedin Planning Commissioners Absent: McGrath, Moes Staff Present: City Planner Justin Fortney 2. Approval of Minutes – August 25, 2025 – Regular Meeting. Chair Messina asked if there were any additions or corrections to the minutes. Minutes were approved as presented. PUBLIC HEARINGS 3. Mike Thiesen – Special Use Permit #2025-31 – Retail Sales and Service in I-1 Zoning District (Boat Dealership) – 624 Spiral Blvd. Fortney provided an overview of the request to consider the Special Use Permit for Retail Sales and Service in the I-1 Zoning District for a Boat Dealership at 624 Spiral Blvd. Fortney reviewed the existing building structure specifically noting the Industrial Park standards. Property owners within 350’ of the property were notified of the request and no comments were received. Fortney reviewed the staff recommended conditions of approval. Chair Messina opened the public hearing at: 7:04 p.m. Mike Tyson, 4433 189th Lane East, Wyoming, and Melissa Daugherty provided background information on their professional careers and their goals with bringing the business to the City. Ken Chandell, Regional Manager for Princecraft Boats, provided information on their business in the industry and shared support for the applicants. Chair Messina closed the public hearing at: 7:12 p.m. Commission posed questions on the lighting of the outdoor storage area. Fortney indicated the zoning ordinance allows one foot candle at the property line and there would be a site plan reviewed administratively which is when staff would review lighting impacts. Commissioners posed questions regarding drainage with the newly paved areas and the level of inventory and if the business would be seasonal. Fortney indicated the engineering department will review impacts to the drainage but does not believe there will be changes to the existing drainage. The applicant indicated they plan to have forty (40) boats on the property and that the business will be operational year round. Commissioners posed questions regarding security of the site. Commissioner Halberg motioned to approve Special Use Permit #2025-31 – Retail Sales in I-1 Zoning District (Boat Dealership). Seconded by Commissioner Swedin. Vote: Ayes 5; Nays: 0. Motion approved as presented. OTHER ACTIONS 4. Other Business Fortney provided a summary of recent City Council actions and future items for the Planning Commission’s review. 5. Adjourn Commissioner Peters motioned to adjourn the meeting at 7:20 PM. Seconded by Commissioner Halberg. Vote: Ayes 5; Nays: 0. Motion approved as presented.
