The 70.98 acre property is generally located east of TH 316 and Michael Avenue. The Commission previously reviewed a plan for 454 units consisting of single family, twin home townhome, apartments and senior housing. The general layout of streets remains fairly similar with a reduction in the number of lots, unit types,and private park amenities offered. Previous Commission Action February 21, 2024. The Parks and Recreation Commission reviewed land dedication requirements for the 454 lot subdivision.Commissioners discussed the availability of amenities within the proposed subdivision along with the distance from and strain on existing parks. No recommendation made; Commissioners requested additional information be provided by the developer on the potential private recreational facilities that may be offered by the development. Please see the attached meeting minutes for further information. September 14, 2021. The Parks and Recreation Commission reviewed land dedication requirements for a 157 lot single family subdivision on the site. The Commission recommended cash in lieu of land to satisfy park dedication requirements. Planning Committee of City Council The Planning Committee of City Council (Chair Fox, Folch, and Leifeld) reviewed the plan for development at its January 30, 2024 meeting. As part of the discussion,they asked that the method of park dedication be reviewed by the Parks and Recreation Commission in light of the changes and to determine if any physical land or facilities should be dedicated instead of taking the complete cash in lieu of land amount. Existing Condition Approximately 53.43 acres of the site are presently cultivated for agriculture and relatively flat and treeless. The eastern 17.55 acres of the property slopes down to the Sand Coulee. Development is limited to the upland area and the developer is seeking to transfer the Sand Coulee area to the MN DNR for further protection. Proposed Condition Construction of approximately 190 housing units consisting of single families, villa homes and town homes. Adjacent Uses The following uses abut the proposed park dedication North Single Family Residential –South Pines East Rural Residential –Marshan Township South Rural Residential –Marshan Township West TH 316 –Hope Lutheran Church PARK DEDICATION REQUIREMENTS Comprehensive Plan The 2040 Planned and Existing Parks and Trails Map is depicted below: SITE LOCATION Subdivision Ordinance City Code Chapter 154.07 establishes public land dedication requirements for subdivision of land. All property subdivisions resulting in the addition of buildable lots are subject to dedication requirements. The obligation can be fulfilled in the following ways: 1)Physical land dedication 2)Payment of cash in lieu of land 3)A combination of land dedication and cash. Option -Physical Land Dedication Physical land dedication would yield as 13.96 acres of park land as follows: Walden -Physical Land Dedication Total Park Acres 700 Total Population 22,502 Acres per person 0.031 Persons Per household 2.37 Acres per household 0.073 Number of Units 190 Total Land Dedication (acres)13.96 1)All or part of the land has been previously designated as open space, park land, or trailway in the Comprehensive Plan. Analysis: •The eastern Sand Coulee area is proposed for protection. The Comprehensive Plan also identifies a portion of the Greenway Loop trail (depicted in red on the comprehensive park plan map) within the Sand Coulee. •A trail is proposed along TH 316 (depicted in blue and black) consistent with the Park Plan. •The Comprehensive Plan indicates future construction of a linking trail (depicted in black) along the southern border of the property between TH 316 and the Sand Coulee. This trail segment is not included in the plans. •The Comprehensive Plan does not identify any further park land within the property. 2)A need for additional parks or recreational facilities will be generated by the development. Analysis: •The development is projected to add approximately 190 housing units of mostly single family homes. Development is substantially less than the 454 units previously proposed. •The proposed number of units is consistent with the Comprehensive Plan. •The developer is proposing internal trails. •The concept plan identifies a couple of pickle ball courts as amenities for the subdivision. •The distance to Tuttle Park (abutting to the north)ranges from 450 feet to 0.5 miles. South Pines Park is located across TH 316 northwest of the site and is between 0.25 and 0.75 miles from proposed housing. •Neighborhood parks should be no greater than 0.5 miles from a development. 3)The land adjoins an existing park or school open space property. Analysis: The land does not adjoin an existing park or school open space property. 4)The land could serve as a buffer between commercial\industrial property and residential. Analysis: The land does not abut commercial\industrial property. 5)The land contains or abuts unique topographical features. Analysis: The property includes 17.55 acres of the sand coulee, a unique topographical feature that is proposed for protection. 6)Sand Coulee Land as Park Dedication. Analysis: Only buildable land shall be considered for physical land dedication under the subdivision ordinance. The Sand Coulee area has not been identified for future development. Staff does not recommend use of Sand Coulee land to satisfy park dedication requirements. 7)Credit for Construction of Park Facilities Analysis: Should the developer constructed amenities such as and pickle ball courts, be credited towards park dedication requirements? Amenities should only be credited if they are available to the general public, they cannot be private amenities. Must be public in perpetuity as well. 8)Amount of Land for Physical Park Dedication Analysis: If physical land was a portion of the park dedication, our Comprehensive Plan would guide us towards at least 5 acres to develop a neighborhood park within the site, that would reduce the amount of cash in lieu requirement. 9)Development Impact on Existing Parks Analysis: The nearest neighborhood Park is Tuttle Park to the north. It would likely see an increase in use from the residents of Walden. Option -Cash in Lieu of Land Payment of cash in lieu of land is based upon the number of residential units to be constructed. A total cash payment of $684,000 ($3,600 x 190 units) is required at the time of Final Plat. Wednesday,February 21,–6:00 PM City Hall –Council Chambers I.Call to Order 6:00 p.m. The meeting was called to order at 6:04 p.m. a.Determination of Quorum Present:Commission Chair,Bruce Karnick,Commissioners:Dwight Smith,Scott Zuzek,and Wendy Loomis. Parks and Recreation Director,Chris Jenkins and Community Development Director,John Hinzman. Absent:Commissioner Craig Santelman,Carl Bower,and Ceil Strauss Quorum Present:4:7 II.Park Dedication 6:05 p.m. a.Walden Addition –Land Equity Development Director Hinzman provided an overview of the Walden Addition that was previously brought to the Commis- sion in 2021 and the Commission made a recommendation to take cash in lieu of land for 160 single-family housing units.Changes in 2024 include an increase to 450 housing units which will include:townhomes,apart- ments,assisted living,active adults,and single-family homes.Hinzman provided scenarios based on the three park dedication methods and also provided an overview of the planned amenities for the subdivision. Commissioner Karnick asked about the availability of the amenities and distance of current Hastings Parks.Di- rector Jenkins provided clarification and noted that Tuttle Park is close to a half mile away from this proposed subdivision.Commissioner Smith asked about the strain on Tuttle Park and the maintenance responsibility of proposed amenities within the subdivision.Director Jenkins noted that there would be an increased demand for the current park but no evaluations have been done and that a development agreement would outline mainte- nance responsibilities.Chris B.with Land Equity Development noted that they do not have concrete plans for the amenities and they are open to making the amenities public.Commissioner Zuzek asked when the cash in lieu of land would be received and Director Hinzman noted it would be received before the development. Director Hinzman is looking to get a recommendation from the Parks and Recreation Commission as to what method of park dedication they should move forward with for this development.Commissioner Smith motioned for an additional presentation to be brought to a future PRC workshop.Commissioner Loomis seconded the mo- tion.A workshop will be scheduled with Land Equity Development before the March 20th PRC meeting. We understand that thoughtful improvements require consideration from multiple perspectives,so we have prepared this proposal with three distinct options: ●Appendix A:Legacy and Community Gift ●Appendix B:Public Health and Safety Focus ●Appendix C:Community Collaboration Each version presents the same core idea but frames the benefit slightly differently to highlight different values within the Hastings community.We welcome your feedback on which approach (or combination)best aligns with the Parks and Recreation Department’s vision. Thank you for considering this proposal.We are excited at the possibility of honoring Duane and Pat’s legacy while making the trail a cleaner,more welcoming place for all. Proposed Solution ●Installation of two dog waste stations including dispensers,receptacles,and starter supplies. ●Recommended placement: 1.Top of the hill at the T-intersection 2.Bottom of the hill where the trail meets the levee There is a photo at the end of this document which shows placement with actual photos taken. ●Suggested model:Rust-Proof Aluminum Dog Waste Station (or similar,as determined by Parks &Rec). Funding Commitment ●Donation of two stations and initial supplies from the daughters of Duane and Pat Sanderson. ●Request for Parks and Recreation support with installation and ongoing maintenance. Appendix A:Legacy and Community Gift The descendants of Duane and Pat Sanderson wish to honor their memory by supporting the installation of dog waste stations along the Mississippi River Regional Trail near Eagle Bluffs.Duane and Pat valued community,nature,and the simple joy of walking with loved ones (two-and four-legged alike). This project would serve as a lasting tribute,ensuring the trail remains clean,beautiful,and accessible for generations to come. Appendix B:Public Health and Safety Focus Uncollected dog waste is more than a nuisance;it is a public health concern and environmental pollutant.With limited receptacles and no bag stations currently available,trail users are not fully supported in responsible pet ownership. By installing two waste stations at strategic points,this project will: ●Reduce waste along the trail. ●Prevent contamination of soil and waterways. ●Improve safety,cleanliness,and trail satisfaction for all users. Appendix C:Community Collaboration The Mississippi River Regional Trail near Eagle Bluffs thrives because of the partnership between the Parks and Recreation Department and the community members who love it.Homeowners near the trail have attempted to provide bag dispensers on their own,but a more reliable system is needed. This proposal represents a partnership:the Sanderson family will donate the equipment and starter supplies, while Parks and Recreation will manage placement and upkeep.Together,we can create a sustainable, community-driven solution that enhances one of Hastings’most beloved outdoor resources.
