Hastings Arts &Culture Commission Meeting Minutes
Wednesday, August 13, 2025 –6:00 PM
Hastings City Hall –Volunteer Room
1.Call Meeting to Order
Meeting called to order at 6:00 p.m.
Present: Chair Hollenbeck; Vice Chair Read; Commissioners Kapping, Maner,McCoy,McNeally
and Wagner; Economic Development Coordinator Menke
Absent:
2.Approval of Agenda
Vice Chair Read motioned to approve the agenda with the addition of an Arts Event Grant
application by River Valley Chorale; Commissioner Kapping seconded.
Motion carried.
3.Approval of Minutes –July 9, 2025 Regular Meeting
Commissioner McNeally motioned to approve minutes as presented; Commissioner Wagner
seconded.
Motion carried.
4.Bills/Budget
Menke provided an update on the 2025 budget as it stands along with the projected and
actual spend for the year.
5.BUSINESS
a.Arts Organization Roundtable Recap
Commissioners reviewed the discussion points from the August 6th Arts Roundtable. It
was felt that the conversation was productive and necessary, especially concerning the
increased rental rates that ISD 200 has imposed this year and the impact that they
have on local performance groups. Other discussion points were whether a third
roundtable event should be held for arts businesses and if a survey for artists would be
beneficial.
b.Arts Event Grant Program application –River Valley Community Orchestra
Staff presented the application submitted by RVCO to assist in putting on their
Halloween-themed concert on October 26th. The funds would be used to cover costs
for performance and rehearsal space, music, and conductor fees.
Cheryl Read, Chair of RVCO spoke on behalf of the organization and described the
mission of the group and what impact the funds would have.
Commissioner Wagner motioned to recommend approval of the application by
Hastings City Council, it was seconded by Commissioner McCoy. The motion carried

with a 5-0 vote with Commissioner Kapping abstaining due to their being a member of
RVCO and Vice Chair Read abstaining due to their conflict of interest with Cheryl Read
being their spouse.
c.Arts Event Grant Program application –River Valley Chorale
Staff presented the application submitted by RVC to assist in putting on their holiday
concert on December 14th. The funds would be used to pay for performance space and
music materials.
Kathy Warren spoke on behalf of RVC.
Vice Chair Read motioned to recommend approval of the application by Hastings City
Council, it was seconded by Commissioner Maner. The motion carried with a 6-0 vote
with Commissioner McCoy abstaining due to them having a position on the RVC Board.
6.Reports + Information
a.Civic Arena mural update
Menke provided an update on the status of the Civic Arena mural project. It was asked
if Staff could provide picture updates for the next meeting.
7.Adjourn
Commissioner McCoy motioned to adjourn at 6:26 p.m. Seconded by Commissioner Kapping.
Motion carried.
The next Arts and Culture Commission meeting will be held on Wednesday, September 10th,at
6:00 p.m.in the Volunteer Room at City Hall.
