IV. Business
A. Block 28 – Gateway Environmental
1) Phase I Environmental Report
In June, HEDRA authorized the execution of a contract to have GZA
GeoEnvironmental Inc perform a Phase One Environmental Site Assessment (ESA) and
Hazardous Material Assessment. Staff received the reports from the consultants, and
evidence of recognized environmental conditions were found. The consultant is
recommending a Phase II ESA be performed along with planning to prepare a Response
Action Plan (RAP) and any abatement plans for hazardous materials found in a couple
of the properties.
The recognized environmental conditions were as follows:
- Chemical odors were identified during geotechnical evaluation
- The northeast portion of the property was previously an automotive repair shop
that was in use before current regulatory standards and requires further
investigation
- Potential for petroleum-impacted soils
- Various materials in 412 Vermillion St (Country Nites Saloon) and 418
Vermillion St (Dick’s Barber Shop) came back positive for asbestos and will
require abatement before the entire site is demolished
No action required. Please see the attached Phase 1 Executive Summary for further
information.
2) Resolution 2025-10: Authorize Submittal of Application for Tax Based
Revitalization Account Grant
To financially assist HEDRA in performing a Phase II ESA, and develop a Response
Action Plan (RAP), Staff is applying for a Tax Based Revitalization Account – Site
Investigation Grant. This grant, administered by the Metropolitan Council, is for up to
$50,000 to assist in further environmental investigation activities. It requires a 25%
match, and the funds must be spent within one year.
Staff are seeking bids from GZA for the Phase II, RAP development, and Abatement
Plan, which will be used for this application.
A resolution authorizing application is required
Action: Motion to approve Resolution 2025-10 authorizing application for the Tax Base
Revitalization Account – Site Investigation Grant
B. Resolution 2025-09: Façade Improvement Program Grant – Hafstad – 221 Sibley
St
HEDRA has received an application from Luke Hafstad, who represents the property at
221 Sibley Street.
The full scope of the project includes the following:
- Replacing southern facing windows
- Tuckpointing around the eastern doorway
The project has eligible costs totaling $9,440.00; Under the program, the grant award is
based on matching funds of $2 of private investment for every $1 of grant funding.
Action: Motion to approve Resolution 2025-09 approving a façade improvement
program grant award to Luke Hafstad in the amount of one-third of the eligible project
cost, up to $5,000.00. Please see the attached application for further information.
V. Reports and Information
A. Industrial Park Marketing - Gaughan
Gaughan Companies provided Staff with an update from September activities. These
included multiple conversations with interested potential partners, but no introductions
have been made to Staff. Additionally, Gaughan will be working with an architect to
develop potential site plans for build-to-suit users.

B. Business Retention & Expansion Visits
Staff recently engaged in a BR&E visit with Intek Plastics to discuss their pending
remodel. Staff are actively setting up additional BR&E visits with Allina Health, ABM
Machining, Graphic Design Inc, and Ardent Mills
C. Development Updates
New Information:
Special Use Permit – Boat Sales – 624 Spiral Blvd
On September 15th the City Council approved a Special Use Permit to conduct boat sales at
624 Spiral Blvd in the Industrial Park. The operation will occur in the office portion of the
building with screened outside storage. IPB Battery would continue to operate out of the
rear of the building with boat sales in the front.
1292 North Frontage Road – Carbones Pizza\Stacy’s Stars – Central Treatment Plant
Construction approvals have been granted for the new Central Treatment Plant and
demolition will be occurring shortly. Stacy’s Stars will be relocating to the 33rd Street strip
mall near Coborn’s. Carbones pizza continues to work on finalizing lease details.
Green 2 Go Cannabis License – On October 6th the City Council will consider granting a
license to operate retail cannabis at 2103 Vermillion Street. This is the final step prior to
operation. City Code allows for two cannabis licenses to be issued city-wide.
Walden - Redwing Blvd & Michael Avenue – 310 Design Build has submitted a new
concept plan for development of 190 single family, villa, and townhomes for the site. The
overall layout of streets appears similar. A neighborhood meeting will be held to share
changes with the neighbors. They hope to break ground this spring. The previous plan was
for 450 units of single, townhome, apartments and senior housing.
Rio Gran Express – 601 31st Street E – The building plans have been modified to reduce
the size of the building and should be approved for construction shortly.
Previous Information:
Chase Bank – Cub Parking Lot
Chase Bank has proposed construction of a bank in the parking lot north of Cub Foods near
Highway 55 and General Sieben Drive. City Council approved the Site Plan on August
18th. Staff is awaiting building plans for construction.
Suite Living Senior Apartments – 33rd Street and Vermillion – City Council
reauthorized Site Plan approval on August 4th. The developer plans on beginning the
project later this year. Approval for the 32-unit project was granted by the City Council in
2022.
Heritage Ridge – City Council granted a one year extension on August 4th. Streets and
utility construction may commence this year for the final addition of the 116-lot single
family residential development near General Sieben Drive and Northridge Drive.
Vermillion Acres – Construction continues a fall 2025 opening is anticipated. Jaybird
Senior Living will manage the 75-unit senior housing facility near County Rd 47 and
Riverwood Drive.
Zoning Code Update – Staff continues to meet with the consultant to go over the draft
plan.
National Guard Armory – Parking and Stormwater – Construction has begun on the
project. The City Council approved the site plan at the January 21st meeting for stormwater
and parking lot improvements.
Sunset West 3rd Addition – Plans for development of 41 single family homes northwest of
15th Street and O’Connell Drive.
South Oaks 4th Addition – Homes are under construction for the 35-lot single family
home subdivision near 31st Street and Century Drive.
United Heroes League – Stadium Seating and Locker Room – Site is currently under
construction.
315 Pine Street - Thorwood – Monthly meetings have been established between the
Building Official and owner to ensure timely completion. Substantial demolition work has
occurred on the inside of the property and framing has commenced. Special Use Permit for
use of the first-floor area for a 25–30-person meeting space approved by City Council.
Hastings Coop Creamery – Fire investigation has concluded, and site has been cleared for
cleanup. Staff is working with owners on cleanup plans. No further information on the
future of the business or site.
Dakota County Law Enforcement Addition – Construction of the 13,000 s.f. Integrative
Health Unit is underway.
Hastings Theater – 1313-1325 South Frontage Rd – Building being converted into
multiple office\warehouse, restaurant, and entertainment spaces.
Shephard of the Valley - Townhomes – Staff has reviewed concept plans for
approximately 15 townhome units east of Shepard of the Valley Church located near 4th
Street and Whispering Lane. The City Council approved a minor subdivision to split the
church land from the development site at the July 17th Meeting.
Villas at Pleasant – More permits have been submitted for construction and work
continues on the first model home at the 32-unit subdivision near Northridge and Pleasant.
