Public Safety Advisory Commission Meeting Minutes
Present:Commissioners: Andy Caflisch, Mary Nehring, John Gunter,Theresa Augé, Brian
Braun, and Ryan Sherry
Absent:Gary Stevens
City Staff:Police Chief Dave Wilske
Fire Chief John Townsend
Guest:Officer Whitney Rinowski
Chair Augé called the meeting to order at 6:24 p.m.
Welcome/Introductions: Officer Rinowski
A motion made by Commissioner Nehring and seconded by Commissioner Gunter to approve the
agenda. Motion passed unanimously.
A motion made by Commissioner Gunter and seconded by Commissioner Braun to approve the
May 15, 2025 meeting minutes. Motion passed unanimously.
Officer Rinowski:
•National Night Out –August 5th 5:00 –7:00 p.m.:
o Lion’s Park
o State Patrol helicopter
o PSAC assist with food, raffle prizes,and clean-up
o Review PSAC “to-do” list
o Contact community resources to confirm attendance
Police Update –Chief Wilske:
•Hiring update: Currently, one HPD officer and one Hastings CSO currently in background
check for hiring.
•Two potential rallies scheduled for Saturday in Hastings
•Pride event Saturday, June 14th @ Levee Park
•Torch Run: Wednesday,June 18th
•Successful Food Drive
•July 15th Coffee with a Cop at Hastings McDonald’s: 8:30-10:30 a.m.
•2nd and 4th Wednesday Summer Arts in the Park with Police: 1:00-2:00 p.m.
Fire Update –Chief Townsend:
•Ropes technician class for certain FD members
•Preparing 2026 budget
•Inspector vehicle approx. 4 weeks
•Brush truck approx. fall
•Pondering ideas replacement truck for 2028
Old Business:
•Proposed edits to 70.09 Micromobility Policy –prepared by Chair Augé
o A draft was reviewed by PSAC commissioners at the June 12th meeting.
o Commissioners agreed to have Chair Augé work with Chief Wilske on developing a
recommended micromobility vehicle city ordinance that aligns with current state
statutes.This will be brought back to the commission in July.
New Business:
o July 4th Parade –7:00 p.m. with 5:30 staging at SEAS Church
o National Night Out
Next Meeting:
City Hall –July 17th at 6:30 p.m.
Adjournment:
A motion was made by Commissioner Braun and seconded by Commissioner Nehring.The
meeting was adjourned at 8:18 p.m.
