Public Safety Advisory Commission Meeting Minutes
Present:Commissioners:Andy Caflisch, Mary Nehring,John Gunter, Ryan Sherry,
Theresa Auge`, Brian Braun and Gary Stevens
City Staff:Police Chief Dave Wilske
Absent: Fire Chief John Townsend
Chair Augé called the meeting to order at 6:23 p.m.
Welcome/Introductions: Officer Whitney Rinowski and Jean Evans-Williams Social Worker
A motion made by Commissioner Caflisch and seconded by Commissioner Nehring to approve the
agenda. Motion passed unanimously.
A motion made by Commissioner Gunter and seconded by Commissioner Stevens to approve the
March 20, 2025, meeting minutes. Motion passed unanimously.
Chair Auge` Update:
•Officer Rinowski Community Service / Police Week update
•Cookout at 5:00-7:00 PM on Tuesday, May 13th .Commissioners asked to wear their shirts and
arrive by 4:15. Commissioners Caflisch and Sherry will not be in attendance. TnT Auge’ are
suppling the sweet treats.
•National Night Out:
o Tuesday, August 5th
o Lions Park: No electricity or water will be available. Staff will discuss options and provide
an update.
o Community Partners
o Punch list assignments –June 12th PSAC meeting
Special Presentation (Officer Rinowski and Social Worker Jean Evans-Williams):
•Crisis Response Unit member –Jean Evans-Williams
o Officers can refer to social workers and recommend follow-up to provide appropriate
services.
o Crisis follow-up / stabilization is done face-to-face whenever possible to provide
necessary support. This service is a significant update from simply handing people in
crisis a handout with a list of resources for the person to contact.
o Travis' Law requires 911 dispatchers to deflect mental health crisis calls directly to
mental health crisis teams.
Hastings
o Depending on the nature of the call, sometimes the social worker responds in the place
of an officer.
o Outside of a civil commitment, the follow-up support from the crisis team social worker
is voluntary.
o The city of Hastings and Dakota County have been recognized for their outstanding
collaboration. Their model has been an example for others.
Police Update –Chief Wilske:
•Recently completed interviews for a second SRO position –James Domeier selected to be SRO
for 2025-2026 school year
•Open position –HPD currently has eight applicants. Interviews in the next week or two.
•Minnesota Chiefs meeting was last week.
•Officer trainings:
o Less lethal -taser training, shotgun bean bags, pepper spray, baton, pepper powder, etc.
o Use of Force –riffle, handgun, handcuffing, etc.
•First Responder benefit at Hastings Public House was April 6th -PD received a $5,000 donation
•Cop on a Roof Top -May 16th Dunkin Donuts 6:00 –11:00 AM
Fire Update –Chief Townsend:
Old Business:
•Guidelines for riding electronic vehicles (micromobility) –scooters, Segway, unicycles, etc.
o Several example ordinances from surrounding communities were reviewed by PSAC
commissioners.
▪Commissioners discussed elements recommended for the ordinance.
▪Chair Auge`will draft an ordinance for commissioners to review at the May
PSAC meeting.

A motion was made by Commissioner Nehring and seconded by Commissioner Braun.The meeting was
adjourned at 8:35 p.m.
