HomeMy WebLinkAbout20250918 - PSAC PacketCity of Hastings Public Safety Advisory Commission Regular Meeting Agenda September 18, 2025 *Call to Order- * Approval of the Agenda- * Approval of Minutes of July 17,2025,meeting * Welcome/Introduction – * Department Updates -Police Department-Chief David Wilske -Fire Department-Chief John Townsend * Old Business •National Night Out:Review •Follow up from City Council on PSAC’s proposal on Micromobility Vehicles * New Business •Fire Week •Shop with a Hero •Cory Slifko Memorial Tournament * Next Meeting •October 16,2025 (Volunteer for Secretary) Adjournment- July 17, 2025 Public Safety Advisory Commission Meeting Minutes Present:Commissioners: Andy Caflisch, Mary Nehring, John Gunter,Theresa Augé, Brian Braun, Gary Stevens and Ryan Sherry Absent: City Staff:Police Chief Dave Wilske Fire Chief John Townsend Guests:Officer Whitney Rinowski Graham Johnson –Reporter with Hastings Journal Chair Augé called the meeting to order at 6:27 p.m. Welcome/Introductions: Officer Rinowski A motion made by Commissioner Braun and seconded by Commissioner Nehring to approve the agenda. Motion passed unanimously. A motion made by Commissioner Gunter and seconded by Commissioner Sherry to approve the June 12, 2025 meeting minutes. Motion passed unanimously. Officer Rinowski: •July 4th Parade: short on candy. Buckets worked great! Keep wearing the PSAC shirts. 4 attendees. Commissioners Braun, Sherry, Gunter, and Auge` •National Night Out –August 5th 5:00 –7:00 p.m.: o Lion’s Park –Shelter and pending construction. o State Patrol helicopter as schedule allows o PSAC assist with food, raffle prizes,and clean-up o Review PSAC “to-do” list o Community resources were confirmed for attendance Police Update –Chief Wilske: •New treadmill and Smith machine for PD •Rivertown Days this weekend -July 18-20. Officer Georgeann Freeman is participating in the YMCA Duck Race at Rivertown Days. •Hiring update: New Police Officers starting July 28th -Trevis Lorch (MSU Grad) and Nathan Welt (Hastings Grad) Community Service Officer •Two new squads and a new “ghost squad”were added to the fleet. One of the new squads was for K9 Unit. K9 is trained in drug detention and apprehension. •7/16/25 Hwy. 61 fatality was the wife of a HPD Reservist Jansen. •July 15th Coffee with a Cop at Hastings McDonald’s was well attended Fire Update –Chief Townsend: •Dive rescue and swift water rescue training this week •New ambulance in service –old ambulance is currently for sale •Inspector vehicle approx. fall of 2025 •Brush truck approx. fall of 2025 Old Business: •Review proposed final edits to 70.09B Micromobility Policy –prepared by Chair Augé A motion made by Commissioner Braun to forward the edited Policy 70.09B to the city council for review. Second by Commissioner Sherry. Motion passed unanimously. Chief Wilske will confirm with administration what council meeting this will be added. Chair Auge` will attend for questions the council or mayor may ask. New Business: •Statewide manhunt update. Officers from HPD participated in the SWAT portion of the manhunt. Drones were used. •Micromobility enforcement procedures. Chief Wilske shared that citations have been given. Lots of warnings have been given out. Next Meeting: City Hall –September 18th at 6:30 p.m.(No August meeting) Adjournment: A motion was made by Commissioner Nehring and seconded by Commissioner Sherry. The meeting was adjourned at 7:25 p.m.
