Hastings City Hall – Council Chambers
7:00 p.m.
The Planning Commission of the City of Hastings, Minnesota met in a regular meeting
on Monday, August 11, 2025 at 7:00 p.m. at Hastings City Council Chambers.
1. Call Meeting to Order
Planning Commissioners Present: Messina, Halberg, LeBrun, and McGrath
Planning Commissioners Absent: Peters, Swedin, and Moes.
Staff Present: City Planner Justin Fortney
A quorum was established, and the meeting was called to order by Chair
Messina at 7:00 PM with seven members present.
2. Approval of Minutes
Chair Messina asked if there were any additions or corrections to the minutes of the
regular meeting of July 28, 2025.
Minutes were approved as presented.
PUBLIC HEARINGS
3. Norval David Rondeau – Special Use Permit #2025-29 – Cannabis Low
Potency – House of Wines - 1225 Vermillion St – APPLICANT REMOVED
APPLICATION – NO ACTION NEEDED.
OTHER ACTIONS
4. Chase Bank – Site Plan #2025-26 – Bank Building – 1720 Market Blvd
City Planner Justin Fortney presented the staff report. Staff recommended approval.
Commissioner McGrath asked questions about the proposed building orientation.
Chair Messina said the Chase Bank buildings look nice and he is happy to see
something built with masonry again. Commissioner Halberg motioned to approve
Site Plan #2025-26 – Bank Building – 1720 Market Blvd. Seconded by
Commissioner LeBrun. Vote: Ayes 4; Nays: 0. Motion approved as presented. City
Council will consider the application on August 18th.
5. Other Business
Fortney provided a summary of City Council and future Planning Commission actions.
Fortney and the commissioners thanked Commissioner LeBrun for his dedicated years of
service, thoughtful comments, and they wished him well with his plans.
6. Adjourn
Commissioner LeBrun motioned to adjourn the meeting at 7:19 PM. Seconded
by Commissioner McGrath. Vote: Ayes 4; Nays: 0. Motion approved as presented.
