HomeMy WebLinkAbout2 - MinutesHastings Planning Commission July 28, 2025 - Regular Meeting Agenda Hastings City Hall – Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, July 28, 2025 at 7:00 p.m. at Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Halberg, LeBrun, McGrath, Messina, Peters, Swedin, and Moes. Planning Commissioners Absent: None Staff Present: Community Development Director John Hinzman Community Development Intern Amelia Thibault A quorum was established, and the meeting was called to order by Chair Messina at 7:00 PM with seven members present. 2. Approval of Minutes Chair Messina asked if there were any additions or corrections to the minutes of the regular meeting of June 23, 2025. Minutes were approved as presented. PUBLIC HEARINGS 3. Leonard McQuen – Kailua Cultivation – Special Use Permit #2025-22 – Cannabis Retail – 1304 Vermillion St. Thibault presented a summary of the staff report. Staff recommended approval based on documentation that H Tobacco would cede their low potency license for the distancing restrictions to be met. During public hearing Stephen Weik asked if the number of retail cannabis permits will increase. Public hearing closed. Commissioners discussed which rental space would be used, and the existing low potency cannabis permit that would need to cease. Commissioner Swedin motioned to approve Special Use Permit #2025-22 – Cannabis Retail– 1304 Vermillion St. Seconded by Commissioner Peters. Vote: Ayes 7; Nays: 0. Motion approved as presented. 4. Steve Anevski – Special Use Permit #2025-25 – Cannabis Retail – 2324 Vermillion St. Thibault presented a summary of the staff report and shared a letter from Erin Lambert of Lambert and Associates opposing the request. The letter was on behalf of Hastings Commons and spoke to the nature of the area and the concerns of having a cannabis retailer close to children. During public hearing Dan Mattimiro, 114 West 25th Street, spoke about the challenges of the proposed location including, that the area is next to a residential neighborhood with children, traffic ingress and egress to Vermillion Street from West 25th Street is difficult, he is not sure what benefit the business would provide. Stephen Weik, representing Steve Anevski, spoke and stated he is open to building modifications for compliance and that the business would provide 10 jobs. Public hearing closed. Commissioners discussed parking requirements, and traffic issues. Commissioner Swedin motioned to approve Special Use Permit #2025-25 – Cannabis Retail– 2324 Vermillion St. request as presented with an additional condition to review parking upon one year of operation. Seconded by Commissioner LeBrun. Vote: Ayes 6; Nays: 1 (Peters). Motion approved as presented. OTHER ACTIONS 5. Accessory Dwelling Units (ADU) Discussion Hinzman introduced Leslie Oberholtzer of Codametrics who is drafting the new zoning code. Staff have been seeking direction from the Commission on whether to include the allowance of accessory dwelling units (ADU’s) in the new code. Oberholtzer presented a summary of ADU’s. Commissioners discussed the definition, types, neighborhood fit, and use of space. Commissioners were generally supportive of including ADU’s in the future zoning code. No formal action taken. 6. Other Business Hinzman provided an update that Special Use Permit #2025-14 was approved by city council. Next planning commission meeting will include a site plan review and low potency special use permit. 7. Adjourn Commissioner Moes motioned to adjourn the meeting at 8:09 PM.
