COUNCIL ACTION REQUESTED
Council is requested to approve the proposed Adopt-a-Street program guidelines and the adoption of 10th Street
East from Progress Drive to 18th Street East by Hastings Environmental Protectors (HEP).
BACKGROUND INFORMATION
Hastings Environmental Protectors (HEP)has historically volunteered to clean the section of 10th Street East
between Progress Drive and 18th Street East. HEP recently approached the City requesting to formally adopt
this stretch with recognition signage, similar to programs operated by MnDOT, counties, and neighboring cities.
As the City currently does not have an Adopt-a-Street program, staff presented the request to the Operations
Committee on June 30, 2025. The Committee supported the request, contingent on HEP covering the costs of
this signage. Staff was also directed to create standard terms and conditions that would apply to both this and
future adoption requests.
Attached are the proposed program guidelines that staff has developed which are modeled after the City of
Hastings existing Adopt-a-Park program as well as best practices from similar local initiatives. Key program
terms include:
•Street segments will be adopted on a first-come, first-served basis
•Segments requested for adoption must meet certain eligibility requirements (i.e. non-residential streets)
•Adoption shall be a minimum two-year commitment
•Segments must be at least 1/2 mile in length
•Clean-up of adopted segment is required at least twice per year
•Volunteers supply and dispose of their own trash bags
•Up to two personalized signs (purchased by the adopting group) will be installed by Public Works
STAFF RECOMMENDATION
Staff recommends that the City Council approve the Adopt-a-Street program guidelines and the attached
resolution allowing HEP to adopt 10th Street East between Progress Drive and 18th Street East.
FINANCIAL IMPACT
If approved by Council, the financial impact to the City is minimal.If approved, HEP will be responsible for the
costs of all sign materials and Public Works will perform the sign installations when the materials arrive.

Adopt-A-Street Program

What is Adopt-A-Street?
This volunteer program provides the opportunity for community members to assist in keeping our
streets as clean as possible. The Adopt-A-Street program is a good way for your organization,
business, or group to become actively involved with the community.
Why Get Involved?
•Enhance Community Aesthetics:Litter-free streets improve the appearance of our
neighborhoods and welcome residents and visitors alike.
•Protect Natural Resources:Keeping debris out of storm drains and waterways helps
protect our rivers and other local ecosystems.
•Pride and Recognition:Participation fosters a sense of ownership and community
engagement.Groups will be recognized with a personalized sign.
Program Highlights:
•Street segments are chosen on a first-come, first-served basis.
•The Adopt-A-Street group agrees to a minimum two-year commitment.
•Segments to be adopted must be a minimum of one-half mile of roadway.
•You commit to cleaning up your adopted street segment a minimum of two times during
the year –preferably spring and fall.
•Volunteers are responsible for picking up litter only.
•Volunteers are responsible for supplying their own trash bags and disposing of trash
collected.
•Up to 2 personalized signs (paid for by the adopting group) will be installed at the
adopted street location

Additional Adopt-A-Street Sign Guidelines:
The City will install up to 2 signs to recognize the group's cleanup efforts. To qualify for a posted
adoption sign, the group must also agree to the following:
•Adopting group shall pay for the cost of signs.Estimated cost for 2 signs is $100-$125.
•Adopt-A-Street signs may not promote any message,whether political, social, or
advertising.Additional restrictions include:
o No messages, special lettering, or additional colors.
o No business logos, product names, slogans, or business addresses.
•The City of Hastings reserves the right to deny or edit names that are too long or
controversial.
When you are ready to clean up your adopted street segment, or have completed a clean-up,
please call to notify the Hastings Public Works Department at 651-480-6185.
Safety Guidelines:
General
•Children under 16 must be supervised by an adult.
•Work only during daylight hours and in good weather.
•Stay with your team and face oncoming traffic whenever possible.
•Work on one side of the street at a time; cross only at designated crosswalks.
Clothing & Equipment
•Wear bright clothing (preferably high-visibility vests), sturdy shoes, and work gloves.
•Do not wear headsets, use power equipment,or apply any chemicals to the area.
Hazards & Waste
•Avoid poison ivy, noxious weeds, and areas with recent herbicide application.
•Never open any containers or pick up other potentially hazardous items (e.g., needles,
sharp objects, weapons, animals).
•If you find something hazardous, contact Public Works immediately.
Conduct
•Do not block roads, sidewalks, or trails.
•Stay alert and be prepared to move out of the way if needed.

Adopt-A-Street Program
STATEMENT OF AGREEMENT
The City of Hastings reserves the right to refuse, cancel or revise this agreement if in its sole
judgment the nature of the adopting group is political, controversial or in questionable taste or if
the group is not meeting the terms of this agreement.
By signing this agreement, the group acknowledges the nature of the work and agrees to comply
with the terms and conditions herewith to the satisfaction of the City of Hastings.
Except for negligent acts of the City of Hastings, its Agents and employees, the Volunteers or their
agents shall assume all liability for, and hold the City of Hastings, its agents and employees
harmless from any and all claims for damages, actions or causes of action arising out of the work
to be done herein. Any and all volunteers of the group or other persons engaged in the
performance of any work or service performed under this agreement shall not be considered
employees of the City of Hastings, and any and all claims that may or might arise under the
Workers' Compensation Act of Minnesota and on behalf of said employees or other persons while
so engaged, and any and all claims made by any third party of the group's volunteers or other
persons while so engaged on any of the work or services to be rendered shall in no way be the
obligation or responsibility of the City of Hastings.

RESOLUTION FOR ADOPTING A STREET –HASTINGS ENVIRONMENTAL PROTECTORS
10TH STREET EAST BETWEEN PROGRESS DRIVE AND 18TH STREET
WHEREAS, the City of Hastings recognizes and thanks Hastings Environmental Protectors (HEP) for their past
volunteer efforts to remove litter along 10th Street East, and
WHEREAS, HEP has requested the ability to signify their efforts with formal Adopt-a-Street signage, and
WHEREAS, City Staff has developed program guidelines by which HEP may submit to and follow to satisfy this
request to adopt a City Street.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS:
1.10th Street East between Progress Drive and 18th Street will be signed in each direction as being adopted by
Hastings Environmental Protectors (HEP) upon agreement to the City of Hastings terms and conditions for
the Adopt-a-Street Program.
