Hastings Water Resource Recovery Facility
•Originally built by the city in 1955
•Acquired from the City in 1970
•Part of the regional water resource
recovery system (umbrella permit,
solids management + trucking)
•Has capacity to serve the city’s
current needs [2.34 MGD]
•Limited space/small site
•Not viable long term

Going forward
•We will serve Hastings and the southeast region with new regional infrastructure.
•City of Hastings will be served from the west.
•Hundreds of millions of dollars in investment requires collaboration and thorough planning for the
best shared solution for southeast metro communities.
•The downtown plant will continue to operate as we plan for the ultimate regional conveyance and
treatment configuration.
•Interim conveyance solutions may be required as city flow is reconfigured to go westward.
•Work together on funding responsibilities.
•Met Council is committed to ensuring Hastings has the necessary capacity to serve the City’s
growth needs identified in the most recent household and employment forecasts.
This major investment will commit hundreds of
millions of dollars from the Met Council to serve the
communities in the Southeast region. It will take
time to put in place.

Where we are going – interim and long-term service locations
•The interim city trunk sewer is
needed to support continued
development on the west side of
Hastings
•The long-term service area
location will be the connection
point for the City of Hastings to the
future service area solution
•Once the long-term service area
location is in place, the Met
Council can begin
decommissioning the current
Hastings WWRF and constructing
a lift station near that site
•Long-term solution will ultimately
allow for greater growth on the
west side of Hastings

County Road 46 and Highway 61 / trunk sewer configuration
•City trunk sewers will flow west
to a new regional service point.
•City pipes will be reconfigured.

sewer improvements with
upcoming road construction
projects on Highway 61 and
County Road 46.

Kimley Horn trunk sewer study
•Existing sewer infrastructure and flow analysis
•Identify interim flow conveyance options and interim lift station and forcemain needs
•Create long-term infrastructure alignment and constructability to provide the long-term wastewater
service solution for Hastings
•Identify land acquisition and stakeholder coordination needs
•Prepare infrastructure phasing plan, preliminary cost estimations, and include implementation and
coordination recommendations
•Complete preliminary engineering activities and scoping
This study will be completed by Nov/Dec of 2025.
