HomeMy WebLinkAbout20250515 - PSAC MinutesMay 15, 2025 Public Safety Advisory Commission Meeting Minutes Present:Commissioners: Andy Caflisch, Mary Nehring, John Gunter,Theresa Auge`, Brian Braun, Ryan Sherry,and Gary Stevens City Staff:Police Chief Dave Wilske Fire Chief John Townsend Chair Augé called the meeting to order at 6:30 p.m. Welcome/Introductions: A motion made by Commissioner Nehring and seconded by Commissioner Braun to approve the agenda. Motion passed unanimously. A motion made by Commissioner Sherry and seconded by Commissioner Gunter to approve the April 17, 2025 meeting minutes. Motion passed unanimously. Police Update –Chief Wilske: •Public Safety Week –busy week for HPD •Mtg with Public Safety Committee of the City Council o Crypto Currency Kiosk policy discussion o Potential ordinance to ban camping in historic areas of Hastings –not moving forward •United Way Food Drive currently happening o Friendly competition with Dakota County Sheriff’s Department •Cop on a Roof Top -May 16th Dunkin Donuts 6:00 AM –11:00 AM •12:00-1:00 Saturday Rallies have been taking place in front of City Hall •Car Show Kickoff Sunday 11:00 –4:00: May 18th dedicated to Public Safety •Currently 10 applications for open HPD officer position –search continues •Community Service Officer opening currently with 38 applications •Burnsville PD in Washington DC for Police Week -Hastings is helping to cover 5 shifts Fire Update –Chief Townsend: •New ambulance should be in service in June 2025 •Inspector vehicle and brush truck still being constructed •Badging Ceremony and Years of Service recognition –May 22nd @ HFD •National EMS –week of May 18-24 •New fire truck hopeful for delivery in 2028 •Busy with calls to help other neighboring communities Hastings Old Business: •Proposed edits to 70.09 Micromobility Policy –prepared by Chair Augé o A draft will be prepared and reviewed by PSAC commissioners at the June 12th meeting. •Public Safety Day Review o Chief Wilske appreciates the help from commissioners/volunteers •National Night Out: Solution for electricity and water o City hoping to have power by NNO –if not, generators will be used o PSAC NNO punch list review at June meeting New Business: •2024 Police Annual Report o Chief Wilske sent the report to PSAC commissioners: Highlights, HPD has the highest convictions in Dakota County, those investigators having the highest case load. •Consider canceling the August 21, 2025, PSAC meeting o A motion to cancel the August 21, 2025, PSAC meeting was made by Commissioner Braun and seconded by Commissioner Nehring. Motion passed unanimously. •Fire Badging Ceremony •HPD Response to metro riot/unrest o Derek Chauvin pardon from his Federal Civil Rights sentence rumored for May 19th. He would still be required to fulfill his state sentence in a state penitentiary. o HPD is trained to address civil unrest and would provide assistance if requested by St. Paul Next Meeting: City Hall –June 12th at 6:30 p.m.(The date moved due to Juneteenth. Adjournment: A motion was made by Commissioner Sherry and seconded by Commissioner Nehring.The meeting was adjourned at 7:23 p.m.
