Hastings Arts & Culture Commission Meeting Minutes
Wednesday, June 11, 2025 – 6:00 PM
Hastings City Hall – Volunteer Room
1. Call Meeting to Order
Meeting called to order at 6:00 p.m.
Present: Chair Hollenbeck; Vice Chair Read; Commissioners Kapping, McNeally and Wagner;
Economic Development Coordinator Menke
Absent: Maner, McCoy
2. Approval of Agenda
Vice Chair Read motioned to approve the; Commissioner McNeally seconded.
Motion carried.
3. Approval of Minutes – May 14, 2025 Regular Meeting
Commissioner Wagner motioned to approve minutes as presented; Vice Chair Read seconded.
Motion carried.
4. Bills/Budget
Menke provided an update on the 2025 budget as it stands along with the projected and
actual spend for the year.
5. BUSINESS
a. Arts Event Grant Program application – River Valley Band
Staff received an application from Dan Retka, representative of River Valley Band, to
request grant funds to support two of their concerts. The two concerts are on
November 9th and December 7th. The funds would be used to cover costs for location,
music, and director fees. Menke provided a brief description and then Mr. Retka spoke
on behalf of River Valley Band.
Vice Chair moved to recommend approval of the application by Hastings City Council,
it was seconded by Commissioner Wagner. The motion carried with a 4-0 vote with
Commissioner Kapping abstaining due to her position on the River Valley Band board.
b. Arts Organization Roundtable Discussion
Commissioners discussed the roundtable event and decided to move the Cultural
Group roundtable from July to September. The dates for each roundtable are
Wednesday August 6th for Arts groups and Wednesday September 3rd for Cultural
groups. There was brief discussion about how to differentiate cultural organizations
from service organizations. Menke to investigate and report back.
6. Reports + Information
a. Classical Actors Ensemble performance

The Classical Actors Ensemble performance is confirmed for Sunday June 29th with a
performance of “All’s Well That Ends Well”. Vice Chair Read provided an update on the
string quintet that plans to perform before Classical Actors Ensemble takes the stage.
Menke to reach out to CAE to ask questions on behalf of the quintet.
b. Civic Arena mural update
Menke provided an update on the status of the Civic Arena mural project.
7. Adjourn
Vice Chair Read motioned to adjourn at 6:35 p.m. Seconded by Commissioner Kapping.
Motion carried.
The next Arts and Culture Commission meeting will be held on Wednesday, July 9th, at 6:00
p.m. in the Volunteer Room at City Hall.
