IV. Business
A. Authorize Signature: Sales Listing Agreement – Hastings Industrial Park –
Gaughan Companies
Staff met with Gaughan Companies to discuss various potential development sites
within the City. During the discussion, Gaughan Companies expressed a great
interest in marketing the Industrial Park. They believe that they have the skillset and
connections to find users that would fit into the area, knowing its unique site
characteristics. Additionally, Gaughan proposes to investigate alternative land uses
for the area outside of industrial. Attached are marketing strategies and plans that
Gaughan has proposed. The attached Listing Agreement is for a twelve-month
period, expiring on July 1st, 2026. Representatives from Gaughan are in attendance to
present further information on their proposal. https://www.gaughancompanies.com/
Action Needed: Authorize signature of the attached Sales Listing Agreement between
Gaughan Companies and the City of Hastings.
B. Authorize Execution of Contract: Block 28 Environmental Assessment
To best prepare for the future development of the Hastings Gateway site (Block 28),
Staff has sought to perform an initial environmental and geotechnical survey of the
block to better understand the site characteristics and what remediations/limitations
there are.
Staff sought out quotes from four companies to perform a Phase I Environmental Site
Assessment (ESA), a Pre-Demolition Hazardous Building Materials Inspection, and
Preliminary Geotechnical Evaluation. Staff received quotes from Summit
Envirosolutions, GZA GeoEnvironmental Inc., Stantec, and Braun Intertec, which have
been laid out in the table below.
After reviewing the proposals, Staff is recommending entering into an agreement with
GZA GeoEnvironmental Inc, primarily for the robust geotechnical analysis proposed.
Staff intends to apply for an Environmental Investigation - Redevelopment Incentive
Grant offered by the Dakota County CDA, which provides up to $25,000 for qualified
environmental expenses. The CDA’s fiscal year begins in July, which will then open a
new pool of funding.
Action Needed: Authorize signature of Proposal of Services with GZA
GeoEnvironmental Inc to perform a Phase I Environmental Site Assessment, Pre-
Demolition Hazardous Building Materials Inspection, and Preliminary Geotechnical
Evaluation for Block 28.
V. Reports and Information
A. 2026 HEDRA Budget Priorities
The 2026 HEDRA Budget is due to the City Administrator on July7th. Staff has
reviewed the HEDRA Strategic Plan and reviewed the current budget to
determine priorities for review by the Commission.

B. Hastings Business Survey
To ensure that Hastings is regarded as a “business-friendly” environment, Staff has
created and launched a brief survey to solicit feedback from Hastings’ business
owners about their experiences working with the City and gather ideas for
improvement. The survey focuses on business owner satisfaction with their
interactions with City Staff and their policies/procedures. The survey can be
submitted anonymously but allows for contact information to be added if the
business owner would like to engage in further discussion.
To date, there have been seven submissions with varying levels of satisfaction. Staff
is coordinating with those business owners that included contact information to set
up a time to discuss their feedback in-depth.
C. Development Updates
New Information:
1292 North Frontage Road – Carbones Pizza\Stacy’s Stars – Central Treatment Plant
– The City Council has closed on the property and has given notice to Carbone’s and
Stacy’s Stars to vacate the building by June 30th. Stacy’s Stars appears to be relocating to
the 33rd Street strip mall next to Coborns. Staff along with SRF Consultants are working
with the tenants to find alternative locations. Both are interested in remaining in business
in Hastings. The Planning Commission will review plans for the new facility at their June
9th Meeting.
Cannabis Permits – On May 5th City Council approved Special Use Permits to allow for
retail cannabis sale at 215 Ramsey Street (presently home to Tippy’s Corner Store) and
2103 Vermillion Street. Approval allows the application to commence for state licensing.
Upon completion of state licensing, the City would consider registration of the business.
City Code limits Hastings to only one cannabis retail facility.
Vermillion Acres – Construction continues a fall 2025 opening is anticipated. Jaybird
Senior Living will manage the 75-unit senior housing facility near County Rd 47 and
Riverwood Drive.
Previous Information:
Rio Gran Express – 601 31st Street E – Property has been transferred, and construction
has begun for the trucking garage.
Zoning Code Update – Staff continues to meet with the consultant to go over the draft
plan.
418 Vermillion Street – Dicks Barber – All tenants have moved out and staff is preparing
the building for vacancy.
National Guard Armory – Parking and Stormwater – Construction has begun on the
project. The City Council approved the site plan at the January 21st meeting for stormwater
and parking lot improvements.
Walden - Redwing Blvd & Michael Avenue – Developer anticipates submittal of land use
applications in Spring\Summer. Awaiting revisions to deem the application complete and
schedule for Planning Commission review. Park and Recreation Commission reviewed
park dedication options in February for the 450-unit housing development
Suite Living Senior Apartments – 33rd Street and Vermillion – Developer plans on
beginning the project later this year. Approval for the 32-unit project was granted by the
City Council in 2022.
Sunset West 3rd Addition – Plans for development of 41 single family homes northwest of
15th Street and O’Connell Drive.
South Oaks 4th Addition – Homes are under construction for the 35-lot single family
home subdivision near 31st Street and Century Drive.
United Heroes League – Stadium Seating and Locker Room – Site is currently under
construction.
315 Pine Street - Thorwood – Monthly meetings have been established between the
Building Official and owner to ensure timely completion. Substantial demolition work has
occurred on the inside of the property and framing has commenced. Special Use Permit for
use of the first-floor area for a 25–30-person meeting space approved by City Council.
Hastings Coop Creamery – Fire investigation has concluded, and site has been cleared for
cleanup. Staff is working with owners on cleanup plan. No further information on the
future of the business or site.
Dakota County Law Enforcement Addition – Construction of the 13,000 s.f. Integrative
Health Unit is underway.
Hastings Theater – 1313-1325 South Frontage Rd – Building being converted into
multiple office\warehouse, restaurant, and entertainment spaces.
Shephard of the Valley - Townhomes – Staff has reviewed concept plans for
approximately 15 townhome units east of Shepard of the Valley Church located near 4th
Street and Whispering Lane. The City Council approved a minor subdivision to split the
church land from the development site at the July 17th Meeting.
Heritage Ridge – Grading activities have commenced for the final addition of the 116-lot
single family residential development near General Sieben Drive and Northridge Drive.
City Council approved a one-year extension on the final phase of the project at the July 17th
meeting.
Villas at Pleasant – More permits have been submitted for construction and work
continues on the first model home at the 32-unit subdivision near Northridge and Pleasant.
