Hastings Arts & Culture Commission Meeting Minutes
Wednesday, April 9, 2024 – 6:00 PM
Hastings City Hall – Volunteer Room
1. Call Meeting to Order
Meeting called to order at 6:00 p.m.
Present: Chair Hollenbeck; Vice Chair Read; Commissioners Kapping, McCoy, McNeally and
Wagner; Economic Development Coordinator Menke
Absent: Commissioners Maner
Commissioners Kapping and McCoy took their Oaths of Office to begin their new terms.
2. Approval of Agenda
Chair Hollenbeck requested to add a point of discussion to “Business” surrounding the
Creative Convergence. Vice Chair Read motioned to approve the amended agenda;
Commissioner McCoy seconded.
Motion carried.
3. Approval of Minutes – February 12, 2024 Regular Meeting
Commissioner Wagner motioned to approve minutes as presented; Commissioner McNeally
seconded.
Motion carried.
4. Bills/Budget
Menke provided an update on the 2025 budget as it stands along with the projected budgets
going forward to 2030 to account for paying back any inter-fund loans for the Civic Arena
mural project
5. BUSINESS
a. Election and Appointment of Officers
Barb Hollenbeck was nominated for the position of Chair, there were no other
nominees. Commissioner McCoy motioned to hold a vote, it was seconded by
Commissioner Wagner. Commissioner Hollenbeck received unanimous votes.
Steven Read was nominated for the position of Vice Chair, there were no other
nominees. Commissioner McCoy motioned to hold a vote, which was seconded by
Commissioner Wagner. Commissioner Read received unanimous votes.
b. Arts + Culture Grants Discussion
Menke presented the Arts and Culture Grants programs with the modifications
requested from the previous meeting. Commissioners had no further questions.
Commissioner McCoy moved to recommend the creation and approval of the Arts
Events Grant Program and Cultural Events Grant Program to City Council. It was
seconded by Commissioner McNeally. It passed unanimously.

c. Classical Actors Ensemble Discussion
Commissioners discussed whether they still wanted to host the Classical Actors
Ensemble this summer for a performance, given that the Commission has now
changed their focus from hosting events. After discussing the costs and timeframe,
there was support for continuing with the event this year. The cost totals $1,100.00
and will likely impact the fund balance available for the newly created grant programs.
Additionally, the creation of a microgrant program will be tabled until 2026 to mitigate
budget impacts. There was discussion about a new location to host the event and
Jaycee Park was decided on and how to engage with other arts groups to add to the
event. Menke will work with Dawn Skelly to market the event.
Vice Chair Read moved to amend the budget to add a line item to accommodate the
Classical Actors Ensemble, it was seconded by Commissioner McNeally. It passed
unanimously.
d. Creative Convergence Discussion
Commissioners discussed whether the Creative Convergence was going to be held this
year or not. Menke mentioned that while creating the work plan there were
discussions about having a round table with Hastings arts groups instead of hosting the
Creative Convergence.
It was decided that Staff will reach out to the boards of local arts groups once the
grant programs are approved instead of hosting a spring Creative Convergence.
Chair Hollenbeck expressed a desire for HPAC (Hastings Prescott Arts Council) to take
over the Creative Convergence. Hollenbeck stated that she would be willing to
organize the event for HPAC as a private citizen.

Menke gave an update on the Hastings Music + Market

Commissioner McCoy motioned to adjourn at 6:48 p.m. Seconded by Commissioner McNeally.
Motion carried.
The next Arts and Culture Commission meeting will be held on Wednesday, May 14th, at 6:00
p.m. in the Volunteer Room at City Hall.
