HEDRA RESOLUTION NO. 2025-05
A RESOLUTION OF THE HASTINGS ECONOMIC DEVELOPMENT AND REDEVELOPMENT AUTHORITY
(HEDRA) APPROVING FAÇADE IMPROVEMENT PROGRAM GRANT FOR 208 SIBLEY STREET
WHEREAS, On November 10th, 2021 HEDRA adopted a Façade Improvement Program; and
WHEREAS, HEDRA received an application from Lynette Hoeschen (“Applicant”) for eligible
improvements at 208 Sibley Street; and
WHEREAS, the total eligible expenses for the proposed scope of work has a cost of $5,400.00
(“Expected Cost”); and
WHEREAS, HEDRA recognizes that there may be changes in the Expected Cost and the final
project cost (“Final Project Cost”); and
WHEREAS, the Façade Improvement Program requires a 2:1 match of private dollars to any
grant dollars provided by HEDRA up to the maximum amount allowed by HEDRA; and
WHEREAS, grant dollars shall be disbursed in a reimbursement fashion once the Applicant has
completed all proposed improvements and received approval for any permits and inspections; and
WHEREAS, the Applicant shall submit receipts for reimbursement within (6) six months of
receiving final grant approval or face forfeiture of the grant funds in their entirety unless an extension is
requested and approved by HEDRA; and
NOW THEREFORE BE IT RESOLVED, That HEDRA approves of a façade improvement program
grant to Scott Sinclair in the amount of one-third of the Final Project Cost up to a maximum of $5,000.
