IV. Business
A. Resolution 2025-05: Façade Improvement Grant – 208 Sibley Street
HEDRA has received an application from Lynnette Hoeschen who represents the property at
208 Sibley Street, known as RiverCity + Candy Company
The full scope of the project includes the following:
- Repairing and refinishing the stucco of the east and south facing walls
- Painting the repaired stucco walls
The project has eligible costs totaling $5,400.00; Under the program, the grant award is based
on matching funds of $2 of private investment for every $1 of grant funding.
Action: Motion to approve Resolution 2025-05 approving a façade improvement program
grant award to Lynnette Hoeschen in the amount of one-third of the eligible project cost, up
to $5,000.00. Please see the attached application for further information.
B. Industrial Park Shovel Ready Site – Alternative Uses
HEDRA has been marketing a 50-acre site for industrial and jobs development for over 30
years. The site is located northeast of Spiral Blvd and Enterprise Avenue as shown below:
Various measures have been implemented to market the site for development including:
Land for a Dollar Program – 1990’s to 2022
CBRE Real Estate Contract – 2014-2015
Shovel Ready Site Designation – 2018
Rokos\Evoke Real Estate Contract – 2022-2024
At the conclusion of the Evoke Partners Real Estate Contact, Ra’eesa Motala shared her
concerns about the competitiveness of the site for industrial development citing the preference
of industrial uses to be located closer to limited access highways. She stated interest in the
site has been tepid and it may be better suited as another land use.
Should alternative uses be considered for the site? Key questions include:
The market feasibility of the site for industrial or other uses.
Demand for industrial development within Hastings.
Developer interest in site sale and development.
Use preference by the City Council and public.
Action: Consider directing staff to explore alternative uses for the site.
V. Reports and Information
A. Housing Needs Report
Dakota County Community Development Agency (CDA) contracted with Bowen
National Research to provide a Housing Needs Assessment for Dakota County
along with an overview of larger cities including Hastings. The Hastings
overview includes key demographic and economic development data, summaries
of the multifamily rental market and on-sale housing supply, along with general
conclusions on the housing needs of the area. Please see the attached report for
further information.
Key Findings:
Hastings has an overall five-year housing gap of 1,483 units comprising of:
o 402 rental units
o 1,081 for-sale units.
Projected housing gaps encompass a variety of affordability levels for both
rental and for-sale housing.
The greatest rental housing gap is for products serving households earning
between 61% and 80% of the Area Median Household Income (AMHI)
The greatest for sale housing fap is for products serving households earning
between 81% and 115% of the AMHI
B. Highway 55 and Jacob Growth Plan
In March, the City Council adopted the final report for the Highway 55 and Jacob Avenue
Growth Area Plan. This plan, paid for by HEDRA, provides a vision for roughly 400 acres of
land to the west of the current limits of the city. To preface, the City is not using this plan to
actively seek annexation or development but is to be used as a reference document if/when
private landowners decide to pursue developing their properties.
In 2023, Staff had meetings with multiple landowners that expressed interest in developing
their land but wanted to know what the City’s vision was for the area. This led to the resulting
small area plan that was a collaboration between the City, HKGi, LOCi Consulting, and SEH.
The plan includes a robust economic development demand profile to ensure that future uses
are grounded in data and reality. Additionally, an in-depth analysis of the existing, and future,
infrastructure systems was performed to identify the amount of development demands that the
City can meet currently before needing to make upgrades to the water and sewer systems.
The proposed land uses in the study area are varied, to create a robust mix of commercial and
residential developments along with new parks and trail connections. While all development
of the area relies on the desires of private landowners, an estimated timescale of 15 – 20 years
for full build out was developed, but that did not take into account the delays caused by
changes to the Wastewater Treatment Plant development by Metropolitan Council.
C. Open To Business 1st Quarter Report
Open To Business has submitted their 1st Quarter Operational Report for 2025. So far
this year they have 67 clients in Dakota County including 4 with ties to Hastings.

D. Development Updates
New Information:
Rio Gran Express – 601 31st Street E – Property has been transferred and construction
has begun for the trucking garage.
1292 North Frontage Road – Carbones Pizza\Stacy’s Stars – PFAS Plant – The City
Council has closed on the property and has given notice to Carbone’s and Stacy’s Stars to
vacate the building by June 30th. Stacy’s Stars appears to be relocating to the 33rd Street
strip mall next to Coborns. Staff along with SRF Consultants are working with the tenants
to find alternative locations. Both are interested in remaining in business in Hastings.
Broadway Pizza – Renovation of the space continues. The City Council will consider a
liquor license at the May 5th Meeting. The restaurant will be opening in the former Green
Mill restaurant space in Schoolhouse Square.
Cannabis Permits – On May 5th City Council will review Special Use Permits to allow
for retail cannabis sale at 215 Ramsey Street (presently home to Tippy’s Corner Store) and
2103 Vermillion Street. Approval allows the application to commence for state licensing.
Upon completion of state licensing, the City would consider registration of the business.
City Code limits Hastings to only one cannabis retail facility.
Highway 55 Small Area Plan – City Council accepted the Plan on March 17th. The
document would assist with future planning of land at the western border of the city near
Highway 55.
Zoning Code Update – Staff continues to meet with the consultant to go over the draft
plan.
418 Vermillion Street – Dicks Barber – All tenants have moved out and staff is preparing
the building for vacancy.
Previous Information:
National Guard Armory – Parking and Stormwater – Construction has begun on the
project. The City Council approved the site plan at the January 21st meeting for stormwater
and parking lot improvements.
Walden - Redwing Blvd & Michael Avenue – Developer anticipates submittal of land use
applications in Spring\Summer. Awaiting revisions to deem the application complete and
schedule for Planning Commission review. Park and Recreation Commission reviewed
park dedication options in February for the 450-unit housing development
Suite Living Senior Apartments – 33rd Street and Vermillion – Developer plans on
beginning the project later this year. Approval for the 32-unit project was granted by the
City Council in 2022.
400 Vermillion Street Acquisition - HEDRA purchased the property on November 5th.
Sunset West 3rd Addition – Plans for development of 41 single family homes northwest of
15th Street and O’Connell Drive.
South Oaks 4th Addition – Homes are under construction for the 35-lot single family
home subdivision near 31st Street and Century Drive.
Vermillion Acres – Construction continues. No timeframe for completion has been
relayed to the City for the 75-unit senior housing facility near County Rd 47 and
Riverwood Drive.
United Heroes League – Stadium Seating and Locker Room – Site is currently under
construction.
315 Pine Street - Thorwood – Monthly meetings have been established between the
Building Official and owner to ensure timely completion. Substantial demolition work has
occurred on the inside of the property and framing has commenced. Special Use Permit for
use of the first-floor area for a 25–30-person meeting space approved by City Council.
Hastings Coop Creamery – Fire investigation has concluded, and site has been cleared for
cleanup. Staff is working with owners on cleanup plan. No further information on the
future of the business or site.
Dakota County Law Enforcement Addition – Construction of the 13,000 s.f. Integrative
Health Unit is underway.
Hastings Theater – 1313-1325 South Frontage Rd – Building being converted into
multiple office\warehouse, restaurant, and entertainment spaces.
Shephard of the Valley - Townhomes – Staff has reviewed concept plans for
approximately 15 townhome units east of Shepard of the Valley Church located near 4th
Street and Whispering Lane. The City Council approved a minor subdivision to split the
church land from the development site at the July 17th Meeting.
Heritage Ridge – Grading activities have commenced for the final addition of the 116-lot
single family residential development near General Sieben Drive and Northridge Drive.
City Council approved a one-year extension on the final phase of the project at the July 17th
meeting.
Villas at Pleasant – More permits have been submitted for construction and work
continues on the first model home at the 32-unit subdivision near Northridge and Pleasant.
