HomeMy WebLinkAbout20250220 - PSAC Minutes February 20, 2025 Public Safety Advisory Commission Meeting Minutes Present: Commissioners: Andy Caflisch, Mary Nehring, Gary Stevens, John Gunter, and Theresa Auge` Absent: Brian Braun and Ryan Sherry City Staff: Police Chief Dave Wilske, Fire Chief John Townsend Guests: Whitney Rinowski – Community Engagement Officer Chair Augé called the meeting to order at 6:30 p.m. Welcome/Introductions: Officer Rinowski was welcomed to the meeting and introduced to commissioners. A motion made by Commissioner Nehring and seconded by Commissioner Gunter to approve the agenda. Motion passed unanimously. A motion made by Commissioner Stevens and seconded by Commissioner Nehring to approve the January 16, 2025, meeting minutes. Motion passed unanimously. Guest speaker – Officer Rinowski: • Police Week – Public Safety Day o Tuesday May 13th, 2025: 5:00 – 7:00 p.m. o Location: Sibley Street between 3rd and 4th Street o PSAC commissioners volunteered to support a variety of activities during the event. Police Update – Chief Wilske: • New Reserve Truck – in service • Old reserve truck is being auctioned • Investigation of D.O.A. • Two new squad cars – emergency equipment ordered – in service in approximately 3 months • 5 officers going to Polar Plunge on Saturday (2/22/25) – Team name: Hastings Heat and Hustle • Alert (Active Shooter) Training at Alina Hospital – Dakota County-wide initiative • Posting for a second school resource officer • Question from Commissioner Nehring about the status of The Hastings Creamery – Fire and PD investigation is complete. The cause of the fire is undetermined. Fire Update – Chief Townsend: • City Council Public Safety meeting – discussed space needs for HFD • Super Breakfast with Hastings Lions • Memorial Ceremony for Burnsville Fire Fighter (former Hastings Fire Fighter) on the one-year anniversary of his death. • Very busy with calls. Old Business: • Review of ATV/UTV and E-Bike recommendations for the City Council: The group reached consensus after reviewing and editing the draft recommendations. • A motion was made by Commissioner Caflisch and seconded by Commissioner Gunter to move the ATV/UTV recommendations to the City Council. Motion passed unanimously. o Commission members discussed recommending to the City Council not to make any changes to the current ATV/UTV ordinance. • Review of E-Bike recommendations for the City Council: : The group reached consensus after reviewing and editing the draft recommendations. • A motion was made by Commissioner Gunter and seconded by Commissioner Stevens to move the E-Bike recommendations to the City Council. Motion passed unanimously. • Review of Gores Pool #3: o City Council is currently having discussions with community members. New Business: • Review and vote on 2025 annual PSAC goals: Our 2025 goals are: 1. The PSAC will continue to actively participate in the numerous Hastings PD and Fire public events throughout the year. 2. Presentation by our city social worker on police patrol (2024 goal) to learn how this impacts mental health crisis. We plan to have this presentation in April and limit business. 3. 35W Bridge collapse presentation – emphasizing how multiple agencies work together. • A motion was made by Commissioner Gunter and seconded by Commissioner Stevens to move forward with the above goals for 2025. Motion passed unanimously. Next Meeting: City Hall - March 20th at 6:30 p.m. Adjournment: A motion was made by Commissioner Nehring and seconded by Commissioner Gunter. The meeting was adjourned at 7:52 p.m.
