HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of October 15, 2024
Held at 7:00 p.m. at City Hall, Volunteer Room
I. Call to Order and Quorum Youngren, McCoy, Peterson, Bremer, Simacek, Toppin,
Borchardt, Smith, and Alitz Edell.

II. Minutes:
A. September 17, 2024 Approved by Chair Toppin
III. Certificate of Approval Review
A. 206 2nd St E – Replace stucco wall
Fortney presented the staff report to replace the stucco covering the exterior wall. Commissioners
asked questions about the stucco work and future mural plans.
Motion by Commissioner Alitz Edell to approve the replacement as proposed, seconded by
Commissioner Borchardt. Approved 9-0
B. 218 2nd St E – New signs
Fortney presented the staff report. Commissioners asked questions about the sign materials.
Motion by Commissioner Smith to approve the front signs as proposed, seconded by
Commissioner Peterson. Approved 8-1 Alitz Edell nay
Motion by Commissioner McCoy to approve the east and rear signs as proposed with the
following condition, seconded by Commissioner Smith. Approved 8-1 Alitz Edell nay
- The lettering cannot be shiny or appear plastic in appearance
C. 202 6th St E – New siding
Fortney presented the staff report. Fortney pointed out that the property is listed as
noncontributing. Commissioners discussed the fact that the proposed siding was used during the
period of significance, but to their knowledge, not on this house, neighborhood or city. Chair
Toppin stated that the Design Guidelines state that siding should be applied horizontally. Fortney
said the Guidelines state that replacement siding should replicate the original in appearance. The
applicant proposed an alternate idea, to install horizontal cement board up to or less than the
width of the existing aluminum siding.
Motion by Commissioner Simacek to approve the replacement siding as proposed by the
applicant at the meeting, summarized below, seconded by Commissioner McCoy. Approved
9-0
- The replacement siding will be horizontal lap siding no wider than the existing lap of
the aluminum siding.
D. 700 4th St W – New fence
Fortney presented the staff report. Fortney pointed out that the property is listed as an individual
Heritage Preservation Site. He added that the west property line was approved for a vinyl white
privacy fence in error, as the property was not flagged as a Heritage Preservation site. He said the
eastern property line along the street is now proposed to be fenced and was properly flagged.
Commissioners discussed the Design Guidelines prohibiting enclosed fencing in the yards defined
as fronts. The applicant had an alternate proposal to install a white vinyl fence from the NE house
corner to the SE garage corner, which kept the fence out of the front yard. Commissioner McCoy
said the Guidelines state that appropriate materials include metal and wood. This alternate plan
was approved
Motion by Commissioner Smith to approve the vinyl privacy fence with the following
condition, seconded by Commissioner Youngren. Approved 7-2 Toppin and McCoy Nay
- The fence must be out of the front yard of the east side and run from the northeast
house corner north to the southeast garage corner.

V. Business and Information
A. Preserve Minnesota Conference
Commissioners Peterson and Bremer and Fortney briefly reported what they learned at the recent
Preserve Minnesota Conference.
VI. Adjourn
Motion by Commissioner Smith to adjourn at 8:36 pm, seconded by Commissioner
Youngren. Approved 9-0
