Minutes of the Meeting of March 21, 2000
I. Quorum: Sovik-Siemens, Schnirring, Goderstad, Simacek, Langenfeld present. Smith, Coutu,
Thorsen, Warg absent.
II. Minutes of February 15, 2000: motion by Schnirring, second by Simacek to approve
minutes; motion passed, 5-0.
III. Review of building permits or design proposals.
Hildebrandt - 321 W. 7t~ - consider application for garage demolition and replacement, and
addition to house.
Mr. and Mrs. Hildebrandt explained why they wanted to remove the existing garage and
presented their plans for an addition to link an existing ell to a new garage. The new construction
is to be sided with stucco, and have hipped roofs similar to the existing house exterior. The
structure of the existing garage has been weakened over the winter by broken beams. The cost to
repair and stablize the garage is estimated at $30,000 by Kevin Thoele, the contractor.
Motion by Schnirring, second by Goderstad to approve the demolition on the grounds that
the garage does not possess historic or architectural significance, that it is becoming a safety
hazard, that it is located in the public right of way and if repaired would have to be relocated and
that the cost of repair exceeds the cost of new construction of an equivalent space; motion
carried, 5-0.
Motion by Goderstad, second by Simacek to approve the design of the addition and
garage on the grounds that the proposed new designs are compatible with the current appearance
of the house in roof shape, materials, windows, scale, color and finish and that no original material
will be removed, concealed or altered because the new construction is added to the ell; and that
the new construction is compatible with the scale and character of the neighborhood. Motion
carried, 5-0
IV. Staff & Committee Reports.
Council tabled designation until Guardian Angels School until April 3. Parish requests no
action be taken while development plans are under consideration. Commission took no
action.
The Preservation Workshop hosted in Hastings by the National Park Service and HPC,
featuring Charles Nelson fi:om MHS, and Chairman Dick Thorsen was a success, with
about 30 local attendees.
V. Adjournment. Motion by Schnirring, second by Simacek; motion carried.
