Minutes of the Meeting of July 18, 2000
I. Quorum: Coutu, Sovik-Siemens, Thorsen, Goderstad, Schnlrring, Simacek and Warg present;
Chairman Thorsen called meeting to order at 7 p.m.
II. Minutes of June 20, 2000: motion by Goderstad, second by Schnlrring to approve; motion
carried.
III. Review of building permits or design proposals.
A. Dan & Julia Griel, 705 Vermillion, HPS. Repair and paint exterior, complete porch
work..
Removal and replacement of porch already approved last year by HPC. This application
for cleaning, repair, replacement and painting of siding - only appearance change will be colors,
dark beige with red, blue and cream trim. Siding and trim that is repaired or replaced will be
duplicated. Motion by Coutu, second by Goderstad to approve as proposed; motion carried.
B. Joe Kimmes, 319 W. Second. Thorne House. NR. Reroofing.
Application to replace roof with roiled roofing and copper flashing and to repair and
repaint cupola. Provided examples of roofing and flashing materials. Motion by Goderstad,
second by Simacek to approve the work on grounds that it will not change appearance or integrity
of structure but is necessary for maintenance; motion carried.
Will also be replacing water and sewer lines and grading around the house. Porch pillars
also need replacement.
C. Brian & Kathy Siemens, 615 W. 3~. HPS. Remove non-functioning chimney.
Chimney is not needed, and is deteriorated. It is on the back side of the roof, on the east
wing, and cannot be seen fi.om the street. Motion by Goderstad, second by Schnirring to
approve; motion carried.
D. Barbara Thoren, 109 E. 6th. OHD. Add second story, reside.
This is the case where a permit was not taken out and work was underway before city
noticed. Building staffis working with builder daily on code items. Commission decided to take
no action in that 80% of the work was done and they do not want to imply approval of vinyl
siding. Permit can be released under the 30 day rule.
E. Brian Messick, 816 Eddy St. HPS. Reroo[
For information only. Reroofing already approved by staffbecause there was no
appearance change other than the shingles.
F. Diane Addison, 613 vermillion, OHD, Fence.
Design of fencing used to screen backyard. Motion by Coutu, second by Sovik-Simens to
delegate review to staff: motion carried.
IV. Unfinished business:
Sherman Associates provided new townhouse designs for Guardian Angels Block. They
aks the HPC to provide a letter of support for the project from preservation and reuse point of
view. Townhouse design features face brick and prominent gable ends. Motion by Coutu and
second by Warg that the design is compatible with the neighborhood in regard to size, verticality
in the nearby buildings, and the brick, stone and clapboard materials used nearby; motion carried.
V. Staff & Committee Reports.
Report on LeDuc Project. MHS doing studies on alternate reuse scenarios. They expect
public and private help for an interpretative use as opposed to leasing the house for an adaptive
use. The Commission wishes to support an interpretive use.
Annual Historic Preservation conference will be in Winona, September 28 and 29.
Commissioners asked to consider attending.
VI. Adjournment. Motion by Schnirring, second by Goderstad to adjourn; motion carried.
