Quorum: Commissioners Coutu, Langenfeld, Sovik-Siemens, Warg and Schnirring present. Il. Minutes of September 19, 2000. Motion by Schnirring, second by Langenfeld to approve; motion carried. IlL Review of building permits or design proposals. 200-202 E. 7th. Rick and Bonnie Reis. Individual city designation. Applicants requested approval to jack up building for new foundation, to remove or stabilize the sagging ells on back, to extend a roof over the open area between the two ells that channels water under the building, to re-grade yard to improve drainage and to relocate garage (non-contributing). Motion by Schnirring, second by Coutu to approve the follow'mg with noted conditions; motion carried. 1. HPC requires that existing design and materials visible fi.om the north and west sides of the house be retained or repaired wherever possible, or if necessary replaced with luke design and materials. Windows in particular must be repaired or if necessary, replaced with exact duplicates. 2. Build a roof over the gap but retain all of the west wall of house except that under the flat roofed area. 3. Raise buildings for new foundations as necessary. 4. Replace screen porch or rebuild with windows instead of screens. 5. Remove chimneys with exception of one brick chimney which does extend above the roof. 6. Replace rotted wood fascia with like materials of same design. 7. Jack up and support NW and NE comers of the porch. Lattice to conceal supports. 8. French doors on back side of building. 9. Front drive proposed to be staked for prior approval by HPC. 209 Sibley. Michael DeChantal. E. Second District. Repair masonry and re-stucco. Replace windows. Add one window. Committee reviewed and approved design with exception of doors. Door designs will be resubmitted. 106 E. Second. Joe Ryan. E Second District. Install awnings on from and over side door. Schnlrring moved approval for front awning to be fixed fi.me, flat slope and side awning to be fixed fi'me, curved top. Advertising permitted on valance and front of side awning only; colors to be submitted to staff; second by Langenfeld; motion carried. IV. Unfinished business: LeDuc Reuse Study. Warg proposed that the HPC write a letter to Cotmcil asking that the Parks and Recreation Committee of the Council meet with historic sites staff of Minnesota Historical Society to discuss potential partnerships for opening the property as a historic site. Motion by Schnirring, second by Sovik-Siemens; motion carried. V. New Business Signs. Staffproposed a design for signs which would be mounted above the sidewalks in the downtown historic area. Commissioners asked that regulations be written for such signage, incorporating the following conditions: consistent size and placement, high quality, incised, painted or gilt letters, HPC review before permitting. Regulations will be provided for review. VI. Staff & Committee Reports. Heidi Langenfeld reported on the Preservation conference in Winona, including building codes and facade easements. John Grossman reported that the Guardian Angels redevelopment is progressing as planned. Preservation seminar in Minneapolis October 25. Staffwill attend if no members are able to go. VII. Adjournment Motion by Sovik Siemens, second by Coutu to adjourn; motion carried.
