HomeMy WebLinkAboutVIII-11 Approve Supplemental Engineering Support Services City Council Memorandum To: Mayor Fasbender & City Councilmembers From: City Administrator Dan Wietecha Date: January 21, 2025 Item: Engineering Support Services Council Action Requested: Approve supplemental Engineering Support Services under our existing primary Professional Services Agreement with WSB LLC. Background Information: Changes the last few years in the Public Works Director, City Engineer, and Principal Engineer positions have left some gaps in coverage. Simultaneously, increased workload due to infrastructure projects, development review, grants, and coordinating with external agencies has added to the gaps and made them more pronounced. The 2025 budget includes $100K to contract for additional engineering services. This would support duties assigned by the Public Works Department such as: design and construction of the Neighborhood Project, sewer lining project, lead service line program, development review and construction management, MS4 permit, right-of-way management, and GIS/asset management. This is estimated to be two days per week. We have a primary Professional Services Agreement which outlines general contractual obligations for services through WSB LLC. This proposed supplemental agreement would act under the primary agreement. C O M December 2, 2024 Mr. Dan Wietecha City Administrator City of Hastings 101 4th Street East Hastings, MN 55033 Re: Proposal to Provide Professional Engineering Services 2025 Development Review and Project Support Dear Dan: On behalf of WSB, we are pleased to submit this Supplemental Agreement to our Master Service Agreement, dated November 2, 2023, to provide Development Review and Project Support services to the City of Hastings. We anticipate beginning this work January 1, 2025, upon receiving City Council approval. WSB will continue to serve the City through 2025 or until such time as development review or project support is no longer needed by the City. We have developed an approach based on our understanding of your needs as well as our familiarity with the City. Our approach includes the following: Development Review and Project Support Justin Babcock will serve in this capacity for the City of Hastings. We expect to provide the following services to the City based on our current understanding of the needs in 2025: Scope of Services for Development Review and Project Support  Attending weekly DRC meetings as requested by City Staff.  Providing office hours on a specified schedule for regular and predictable availability, assumed to be a maximum of two days per week, as well as flexibility to schedule additional meetings as needed. o Justin will also be available to provide additional support off-site when not in office.  Supporting Projects to augment City Staff during peak workloads. This may include review of permit applications, cost estimating, design, field investigations, and other general assistance as needed. This list is not all-inclusive, nor is it meant to be. We are comfortable working with you to prioritize the time spent on specific activities to get the most out of the time allocated to the position. VIII-11 December 2, 2024 Page 2 Office Hours Justin will serve the City by providing approximately 16 on-site office hours each week. Additional WSB support services will be provided off-site, and deliverables will be channeled through Justin for delivery to the City. Basis of Compensation For development review work, Justin will be billed at his 2025 standard hourly billing rate, which will be $144/hour at the start of 2025. Costs associated with this task will be billed per project and reimbursed to the City through development fees collected. If reviews by other technical experts are required (i.e. Traffic, Water/Wastewater, etc.), those WSB staff will also be billed at their 2025 hourly rates. For Project Support work, Justin will be billed at an hourly rate of $115/hour. Work tasks will be directed by the City Engineer to achieve the needs of the department. We are proposing to provide up to $100,000 of such support in this contract. Examples of work tasks are R/W Permit review, project management duties for projects such as the Neighborhood Infrastructure Improvement Project, Sanitary Sewer Lining Program, PFAS Treatment Plants and Water Lines, and advancement of the LSL Program. Costs for this position would be covered by the soft costs planned for each project. Start Date We propose to have this contract begin on January 1, 2025.
