Members Present: Mayor Fasbender, Councilmembers Beck, Haus, Lawrence, Leifeld, Pemble, and Vihrachoff Members Absent: None Staff Present: City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Kori Land Community Development Director John Hinzman Swearing in Elected Officials: Ward 1 Councilmember – DawnMarie Vihrachoff Ward 2 Councilmember – Mya Beck Ward 3 Councilmember – Lisa Leifeld Ward 4 Councilmember – Tim Lawrence Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council regular meeting on December 16, 2024. Approve 2024 Budget Amendment: Facilities 16. Public Safety Advisory Commission (PSAC) 2024 Annual Report Resolution No. 01-09-25: Approve 2025 CDBG Budget Hinzman provided an overview of the request to adopt the resolution authorizing submittal of the 2025 Community Development Block Grant (CDBG) budget to Dakota County. The estimated funding of $44,879 would be allocated towards assessment abatement. Hinzman shared the CDBG funding is intended to fund activities for low and low\moderate income individuals including affordable housing, anti-poverty, and infrastructure development. Like previous years, CDBG funding would be allocated toward providing assessment abatement for local public infrastructure projects which would allow qualifying homeowners to reduce or eliminate their assessment. Council discussion on appreciation for the funding opportunity for residents. Council posed questions on how residents can apply for assistance and the number of households the funding can assist. Hinzman indicated our engineering staff notifies residents of the program. Hinzman shared if the residents meet the income requirements, they can work directly with Dakota County Community Development Agency (CDA) staff. Hinzman anticipates the funding could benefit 6 – 8 households, depending on the average abatement. Councilmember Haus motioned to approve as presented, seconded by Councilmember Leifeld. 7 Ayes, 0 Nays. PFAS Update Wietecha presented the PFAS Update with no significant changes since the last report, but this agenda item keeps the topic in front of residents. Proceed with Central Water Treatment plant by going to bid in May, construction starting in the summer and completion in 2026. The Eastern Treatment will likely go to bid early 2026, completing late 2027. The legislative session opens next week, and the City is seeking $16.6M in capital bonding funds. The City is still waiting on the federal Congressionally Directed Spending (Earmarks) once a federal budget is approved. The City is expecting $6 million in emerging contaminants grants--$3M each for the Eastern and Central plants. The City is reviewing a proposed grant agreement to access the 3M settlement funds for some of the central water treatment plant. At the November 18 meeting, the City Council approved a purchase agreement for 1292 North Frontage Road property as the site for the central WTP and final purchase is anticipated at the end of February. With Council approval this evening, the City will be doing a Phase I environmental study of the property because it did host a gas station at one time. Council discussion on the anticipated location of the Western Water Treatment Plant (#3). Wietecha indicated a siting study was conducted, with the optimal location of the SEAS property as a possible location. The property was appraised and discussions are to be held with church leadership for possible purchase, with construction planned in 2027. Council discussion on businesses that will be relocated due to the construction of the Central Water Treatment Plant. Wietecha indicated relocation assistance will be provided and shared there is a process the City needs to follow due to the anticipated use of 3M Settlement Funds. Red Rock Corridor & Great River Rail Joint Powers Agreements Wietecha provided background information regarding previous Joint Powers Agreements with the Red Rock Corridor Commission and the Great River Rail Commission. Wietecha shared the history of both commissions, indicating the City may want to discuss its membership in either agreement. If the City desires to withdraw, both agreements require a ninety (90) day notice by resolution. Council discussion on interest in a workshop to review membership in the commissions. Councilmember Pemble was invited to provide his view as a participant in the commissions. The Great River Rail Commission has met its goals of a second daily train between the Twin Cities and Milwaukee and Chicago. It is not meeting regularly for the foreseeable future. Pemble reported that the Red Rock Corridor Commission is reviewing ridership, so expansion that includes Hastings may not be in the near future. Council expressed concern that if the City was not represented, there would be a lack of advocacy. Council expressed support for a future workshop on the topic. Announcements • City Offices will be closed January 20 in observance of Martin Luther King, Jr. Day. • Recycle your old lights with the Hastings Holiday Lights Drop Off Collection. Residents can drop-off their unwanted light strands at the Joint Maintenance Facility, 920 – 10th Street West, during the holiday season from November 15 to January 31.
