MINUTES OF THE MEETING OF MARCH 16, 1999
1. Roll, Commissioners Thorsen, Sovik-Siemens, Schnirring, Simacek and Warg present.
Chairman Thorsen called the meeting to order at 7 p.m.
2. Minutes. Motion by Sovik-Siemens and second by Schnirring to accept minutes of February
16, 1999; motion carried, 5-0.
3. Bills. Motion by Schnirring, second by Sovik-Siemens to approve as submitted; motion
carded, 5-0.

Capital - $197 - copier monthly service rate
John G-rossman - $15.75 milage to MHS
4. Review of building permits or design proposals.
Steve & Jenny Green. Addition to back of 218 E. Second. Property is contributing and located
in the E Second National Register Historic District.
A. Description. The two story addition is to be attached to and behind the garage area on the back
of the building. As only the north 70 feet of the building is the original, the review focused on the
issue of compatibility of the addition to the historic district in general. The drawings showed:
1. The structure will be flame with a stucco finish to blend with the existing painted brick.
2. The parapet will be horizontal with a "flat" roof.
3. The building code does not permit windows in walls on the lot line so windows face
north and south only.
4. The walls will be faced with stucco.
B. Criteria and findings.
1. Standards: New work shall be differentiated from the old and shall be compatible with
the mass'rog, size, scale and architectural features to protect the historic integrity of the property
and its environment.
The work meets the standard considering architectural features to be the flat roof two-
story commercial structure. The new construction is on the alley, not visible from streets, and
thus not in conflict with the historic buildings.
2. City code: Contemporary design for alterations and additions to existing properties
shall not be discouraged when such alterations do not destroy original material and such design is
compatible with the size, scale, color, material and character of the property, neighborhood or
environment.
No original material will be destroyed. Design is compatible with exception of material;
brick is the most common material in the district.
3. Guidelines: New construction should be consistent with neighboring buildings and the
character of downtown. Exterior material should be brick or stone masonry, shnilar in color or
texture to the older downtown buildings.
Additions to the backs of downtown buildings for commercial and residential use are
becoming more common. Concrete block or stucco have been approved in the past due to the
current price of brick construction. Flat roofs are required where visible.
C. ACTION. Motion by Simacek and second by Warg to approve as submitted with stucco
surface. Motion carried, 4-0; Schnirring abstained as he assisted the Greens in design work.
5. Unfinished business.
The following draft registration forms were reviewed and commented upon for contractor's
information.

6. New business.
Request for support fi.om Hastings Area Historical Society in naming a park. Thorsen and Sovik-
Siemens will work with them and City's Parks commission.
7. Staff & Committee Reports.
a. Annual CLG training will be held St. Peter, May 15. At least one member needs to attend.
b. Recording designation on titles has not started but is worked on.
c. History brochures will be sent with city's April newsletter.
d. Review work plan.
e. State grant application has been submitted to print Hastings Archives.
