Public Safety Advisory Commission Meeting Minutes
Present: Commissioners: Melissa Blackstad, Gary Stevens, John Gunter, Mary Nehring, Andy
Caflisch, and Theresa Auge`.
Commission members that will begin their terms in January attended. They were Ryan
Sherry and Brian Braun.
There were several Hastings residents in attendance
City Staff: Police Chief Dave Wilske, Fire Chief John Townsend
Guests: Commission members that will begin their terms in January attended. They were Ryan Sherry
and Brian Braun.
Chair Augé called the meeting to order at 6:28 pm. Chair Auge` announced that note cards were drafted
for Fire and Police staff recognized at the recent city council meeting for years of service.
Welcome/Introductions: Introductions were made to incoming commission members.
The agenda was amended to include the topic of DNR and Hunting.
A motion made by Commissioner Nehring and seconded by Commissioner Blackstad to approve the
amended agenda. Motion passed unanimously.
A motion made by Commissioner Caflisch and seconded by Commissioner Blackstad to approve the
November 21, 2024, meeting minutes. Motion passed unanimously.
Police Update:
• Chief Wilske has completed his term on the Hastings Family Service Board. He has
recommended DC. Schowalter to replace him.
• On December 6nd staff participated in an extensive “role playing” exercise.
• There was a pursuit last week, in which spike strips were used. It was successful in stopping the
vehicle. Unfortunately, there was about 10,000 dollars damage to a squad car.
• A second school resource officer was approved. This person will be hired in 2025.
• The annual Police Reserve Banquet is scheduled for early January, commission members are
invited.
• The Chief will be out for a few days at the end of the year.
Fire Update:
• The new tender arrived. This device carries water to rural areas.
• The staffing process to add 2 firefighters to the 2025 budget is on track.
• The department is changing their mental health program. Embedded in the model is the use of a
psychologist who will be in the building every 5 weeks.
• Just completing a grant for 74,000 to purchase radios for ‘hot, warm, cold” zones.
Old Business:
• Chair Auge` has received a couple of requests for people to speak to the commission regarding
the ATV and E-bike topics. The commission will consider such requests as needed. No action at
this topic.
• ATV Topic: Last month the commission was given several city ordinances for review and a copy
of the DNR 2024 ATV rules. The commission tackled this topic with robust dialog. A list of
requirements was initiated. The group will continue with this discussion in January. (see
attachment)
• E-Bike Topic: Last month the commission was given several documents for review. The
commission had good conversation that included drafting a start to expectations. This topic will
continue in January. (see attachment)
• Open Commission positions. Incoming commissioners Braun and Sherry were given binders.
The commission extended a heartful thankyou to member Blackstad for her years of service.
• Shop with a Hero: Officer Rinowski was able to raise 8,600 dollars. Each child was paired with a
firefighter, deputy or police officer. Together they shopped. The event was held at Walmart.
Commissioners were present to assist with wrapping the purchases. It was a great event.
New Business:
• 2024 Annual Report: A draft of a proposed report was available for review.
A motion was made by Commissioner Givens and seconded by Commissioner Nehring to accept
the report. Motion passed unanimously. Chief Townsend will forward the report to the City
Council.
• Annual Reservist Banquet: A reminder that that the Police Reserve Banquet will be held on
January 8th. Commissioners should RSVP to Chief Wilske.
• DNR and Hunting: The city council asked the commission to review the particulars regarding a
parcel of land located south in Hastings. Residents have expressed concern regarding hunting in
this area. Chief Wilske has a PowerPoint prepared on this subject. The commission will begin
discussion on this topic in January.
Next Meeting: January 16, 2025
Adjournment:
A motion was made by Commissioner Givens and seconded by Commissioner Caflish. The meeting was
adjourned at 8:31 pm.
