HomeMy WebLinkAbout4.A - PC Minutes 11-25-2024Hastings Planning Commission November 25, 2024 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, November 25, 2024 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, LeBrun, McGrath, and Swedin. Planning Commissioners Absent: Teiken, Peters Staff Present: City Planner Justin Fortney 2. Approval of Minutes – October 28, 2024 Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes were approved as presented. PUBLIC HEARINGS 3. Thomas Kane – Minor Subdivision 2024-47 – 1915 Eddy Street Fortney provided a summary of the request to hold a public hearing and recommend action on the minor subdivision request which would create two separate parcels. Fortney indicated the original home was demolished in 1997 after fire damage. The applicant is proposing to split the lot into two for construction of a twin home. Fortney referenced a similar subdivision nearby the proposed subdivision, reviewed comments received through neighborhood notification to property owners within 350 feet, and reviewed parkland dedication and sewer fees. Chair Messina opened the public hearing at: 7:05 p.m. Chair Messina closed the public hearing at: 7:05 p.m. Commission discussion on the required fees for the proposal. Fortney indicated the fees for the original lot were paid upon original development. Since the proposal would be splitting the original lot into two, only one charge of fees would be required as one new lot would be created. Commissioners posed questions regarding the width of the lots given the requirement does not allow detached garage structures to be built in front of homes. Fortney indicated the current lot is 66 feet wide and if split, the two lots would be 33 feet wide each. Commissioners expressed appreciation for public comments. Commissioner McGrath motioned to approve the Minor Subdivision, seconded by Commissioner Swedin. Ayes: Commissioners Messina, Halberg, LeBrun, McGrath, and Swedin. Nays: None Abstain: None Absent: Teiken, Peters OTHER ACTIONS 4. Other Business Fortney provided a summary of recent City Council actions and future items for the Planning Commission’s review. 5. Adjourn Commissioner Halberg motioned to adjourn the meeting at 7:12 PM. Seconded by Commissioner LeBrun. Vote: Ayes 5; Nays: 0. Motion approved as presented.
