HomeMy WebLinkAbout5 - National Guard Armory - Parking and Ponding To: Planning Commissioners From: John Hinzman, Community Development Director Date: January 13, 2025 Item: National Guard Armory (Winberg Companies) – Site Plan 2024-38 – Stormwater Ponding and Parking Lot – 3050 Redwing Blvd Planning Commission Action Requested Review and provide a recommendation on the Site Plan application of Winberg Companies on behalf of the State of Minnesota to construct ponding and parking at the National Guard Armory located at 3050 Redwing Blvd. The 6.15-acre parcel is located east of Redwing Blvd between Spiral Blvd and 31st Street. BACKGROUND INFORMATION Comprehensive Plan The property is currently guided Institutional within the 2040 Comprehensive Plan. The existing and proposed use is consistent with the Comprehensive Plan. Zoning The property is currently zoned I-1 Industrial Park. The use of the property for warehousing of equipment and office is consistent with the I-1 Zoning District. History The armory building was constructed in 1973 and has been used for National Guard Armory operations since that time. Existing Condition The site presently contains the 17,900 s.f. armory building and a 5,600 s.f. storage building for equipment. A transmission tower is also located north of the existing storage building. Two parking lots containing 74 parking spaces and other paved areas for parking of vehicles and storage of equipment exist today. The site is relatively flat with little topographical relief with a few mature trees along the perimeter of the site and parking areas. Planning Commission Memorandum Proposed Changes Construction of an additional 106 parking stalls which includes a new parking lot and conversion of existing paved areas into designated parking. Stormwater basins would be constructed on the north and east sides of the property. No changes are proposed to the building. Adjacent Zoning and Land Use The following land uses abut the property: Direction Use Comp Plan District Zoning District North Spiral Blvd Valley Chevrolet Commercial C-2 – Highway Auto East Municipal Well – Future PFAS Treatment Plant Industrial I-1 – Industrial Park South 31st Street Single Family Homes Low Density Residence R-1L – Single Family Large Lot West Redwing Blvd (TH 316) St Lukes Cemetery Institutional C-2 – Highway Auto SITE PLAN REVIEW Request Construction of 106 new parking spaces, trash enclosure, replace parking lot paving, and stormwater ponding. Vehicular Access and Circulation No changes proposed to vehicular access. The main access is from Spiral Blvd and two secondary accesses are located along 31st Street. A new parking lot would be constructed east of the existing east parking lot. Building Setbacks Building setbacks are unchanged. The new trash enclosure building would be located east of the existing east parking lot approximately 30 feet north of 31st Street. Parking The proposed improvements would contain 180 parking spaces which exceeds the minimum number necessary for the office and warehouse use of the building and are necessary for vehicle storage for the site. Architectural Elevations – Waste Enclosure Building The 10’ x 20’ waste enclosure building would be consist of aluminum louvers and be fully enclosed. Tree Replacement Plan Proposed improvements would impact eight trees defined as signifcant under the Tree Preservation policty. One of the trees would be relocated elsewhere on site and the other seven trees would be replaced by ten new trees of at least 3 caliper inches in size. Lighting Plan A Photometric Plan has been submitted for the site and adheres to the 0.5 footcandle illumination limit at the property line. Grading, Drainage, Erosion Control and Utility Plan Review The Public Works Department is providing concurrent review of the Grading, Drainage, Erosion Control, and Utility Plans. Site Plan approval shall be conditioned upon final approval of the Grading, Drainage, Erosion Control and Utility Plan by the Public Works Director. MN DOT Review The site abuts TH 316 – Redwing Blvd. Plans have been submitted to MN DOTand the City has not received any comments which would effect proposed improvements. The applicant shall adhere to MN DOT requirements for construction as a condition of approval. RECOMMENDATION Approval of the Site Plan is recommended subject to the following conditions: 1. Conformance with the plans submitted with the Planning Commission Staff Report dated January 13, 2025. 2. Final approval of the Grading, Drainage, Erosion Control, and Utility Plans by the Public Works Director. 3. All disturbed areas on the property shall be stabilized with rooting vegetative cover to eliminate erosion control problems. 4. Disturbed areas of the site shall be maintained to the requirements of the City’s property maintenance ordinance. 5. Any uncompleted site work (including landscaping) must be escrowed at 125 percent of the estimated value prior to issuance of a certificate of occupancy. 6. All lighting shall incorporate shields and cut-offs to direct light on the site. 7. Adherence to MN DOT requirements for construction of site improvements. 8. Execution of a Permanent Stormwater Easement between the owner and City to allow for access for any maintenance activities. 9. Approval is subject to a one-year Sunset Clause; if significant progress is not made towards the proposal within one year of City Council approval, the approval is null and void.
