Quorum: Commissioners Sovik-Siemens, Goderstad, Langenfeld, Simacek, Warg, Thorsen, Smith and Schnirring present. Staff: Grossman. Meeting called to order at 6:15 by Chairman Thorsen. 2. Minutes: June 15, 1999 Motion by Sovik-Siemens and second by Smith to approve; motion carried. 3. Review of building permits or design proposals. Application from Raymond & Donna Bowar, 213 Sibley Street, the Riviera Theater. Property is within the E. Second Commercial Historic District. The theater was specified as non-contributing for the National Register in 1977. Built in 1937, it was not old enough at the time and did not contribute to the late 19' Century character of the district. The Commission however, does review changes to non-contributing buildings within districts. The changes may be so noticeable as to have an negative impact on the overall appearance and integrity of the district. The Bowars propose adding an apartment inside the from of the building. To provide emergency egress, code requires window openings ora minimum size. They propose to enlarge the existing windows above the marquee. The change in the size of the window is t~om the existing opening, 2' X 4', to new casement 2'4"X. 4' 4". The window opening would be extended at the bottom, which is less likely to be noticeable from the street. Motion by Smith, second by Simacek to approve the application as designed; motion carried, 8-0. 4. Unfinished business: Nomination for Designation forms The Chair asked those interested to express their views on the recommendation of their property to City Council for designation as Heritage Preservation Sites. Ms. Schweisow, 312 E. 4', expressed approval. Mr. Bathrick, 110 E. 4' and 401-403 Vermillion, was opposed to designation of the former, and in favor of designation of the latter. Mrs. Specht, 401 5* St., was in favor of designation. Tony Langenfeld, 1908 Vermillion was concerned about designation because the family is in the process of trying to sell the property and it is zoned commercial. Staff reported that letters and calls were received ~om John McLaughlin (202 E. 7th) and Teresa Kranz.(307 Sibley); they were not opposed at this time. After a summary of the nomination form describing the property and its history, each property was considered individually. Motions to recommend to Council for designation as Heritage were made on the basis of the significance noted in the form, 402 E. Second. Motion by Smith, second by Goderstad to recommend; motion carried 8-0. 615 W. Second. Motion by Goderstad, second by Warg to recommend; motion carried, 8-0. 625 W. Second. New business. Completion of 1998-1999 CLG grant project; research and nomination of individual properties for designation. Motion by Goderstad and second by Smith to write a letter of appreciation to Ms. Zellie of Landscape Research for the work she has done. Motion carried, 8-0. 7. Staff & Committee Reports. Staffrecommended that City Council be asked to approve an agreement with Landscape Research for the writing of the preservation component of the Comprehensive Plan for a fee not to exceed $2,500. Motion be Smith and second by Goderstad so to do; motion carried, 8-0. 8. Adjournment. Motion by Sovik-Siemens and second by Langenfeld to adjourn; motion carried, 8-0.
