Quorum: Commissioners Goderstad, Langenfeld, Sovik-Siemens, Simacek and Thorsen present. Staff CJrossman. Chairman Thorsen called the meeting to order at 7 p.m. 2. Minutes: July 14, 1999: Motion by Goderstad, second by Simacek to approve; motion carried. 3. Review of building permits or design proposals. Application from Patricia Effinger, 306 West Second. Property is in the W. Second Residemial Historic District and classified as contributing in 1977. According to owner, this house was built about 1910 and moved to the site from Ashland Street in the 1930s or 1940s. There may have been a building on the site previously. Ms. Effinger proposed to add a small overhang above the east side door. The east side is visible from the street but is not the major facade. The drawing submitted showed a simple sloped and shingled overhang supported by two struts at an angle back to the house wall on each side of door. Commission found this addition: · compatible with the size, scale and character of the original design · could be removed at some future time without destroying the original design or material involved no major removal of original material Motion by Goderstad and second by Langenfeld to approve as submitted; motion carded, 5-0. 4. Unfinished business: Consider tabled nominations for recommendation to City Council for designation: Guardian Angels Church, Guardian Angels School Fr. Eugene McGlothtin, Pastor, requested an extension because the parish is discussing the future reuse of the buildings with Metro Plains, a housing developer that remodels historic structures. Motion by Langenfeld, second by Goderstad to grant 60-day extension; motion carried, 6-0. 1908 Vermillion. Tony Langenfeld represemed the owners. It is for sale and is likely to sell as commercial real estate. Steve Bauer may be interested in relocating the house. Commission discussed other relocation options. No action taken by commission. 5. New business. Application for design review by Dan Griei, 705 Vermillion Street. Chairman Thorsen will organize a committee to visit the site. 2000 Budget. Staffpresemed dmt~ budget. Motion by Sovik-Siemsn, second by Simacek to recommend budget to Council; motion carried, 5-0. 6. Staff & Committee Reports. Commission noted that no action has been taken on a site where great haste was urged in approving a design change. Staff was directed to amend future applications to show they expire a year after approved.. Questions about future design of former Pilars restaurant on Vermillion. 7. Adjournment. Motion by Goderstad and second by Sovik-Siemens; motion carried.
