Minutes of the Meeting of September 21, 1999
1. Quorum: Commissioners Coutu, Goderstand, Schnirring, Simacek, Sovik~Siemeas, Thorsen,
and Warg. Staff: Grossman.
2. Minutes: August 17, 1999: Motion by Goderstad, second by Schnirring to approve; motion
carried.

4. Review of building permits or design proposals.
Application for new construction, 1512 E 4th by Dan and Lori Reuter.
Barker House - Heritage Preservation Site
The plans and views of location and appearance of a new house to be built on the west side of the
Barker House were provided. The Planner considered the Barker house an accessory building on
the same lot as the proposed ~.ew house because it is not served by utilities and cannot be
occupied.
Criteria for new construction on a Heritage Preservation Site calln for the commission to consider
the effect oftbe work on the historic and architectural character of the surrounding buildings
(Barker House) and neighboring houses (not historic)..
Criteria calling for a compatible setback - on the same line as the front oftbe Barker House -
cannot be met in this case because of th limited depth to wet ground behind the house site. The
roof pitch is compatible and shingles will match. The window on the from will be double-hung
and have muntins dividing the panes, and be similar in size and placemem to those on the Barker
House. The from door style and place shown is compatible. The new house is about 1/3 higher
and wider than the Barker House. The proportions and shape are compatible with the Barker
House and other 19~ Century buildings.
Several members of the Commission opposed an additional building on the lot because it would
be too crowded, and because a view of the Barker House from the west would be hidden by the
new construction. The Reuters acquired the property from the City under an agreement to
stabilize and preserve the Barker House. Although Mr. Reuter made it clear to the City that he
intended to build beside the Barker House when he acquired the property, the HPC was not
informed of his intent at that time.
Motion by Schnirring and second by Simacek to approve the design and size of the house, and the
size, shape and openings. The from window must be double hung and about 3 X 5' as a condition
of the building permit. Motion carried; ayes: 4, nays: 2.
5. Unfinished business
The comprehensive plan draft for Heritage Preservation. Carole Zellie of Landscape
Research presented the draft. Points of discussion include the necessity of internal and external
procedures to ensure review of site plat% public works and infill construction in the conservation
area. A map is needed to describe the area covered. The City will also need to add conservation
zoning to the City code.
6. New business.
7. Staff & Committee Reports.
A. Heritage Preservation Sites. The City Council passed a resolution designating all of the
Heritage Preservation Sites recommended by the HPC. except for the depot, 403 E. Second.

Staffbelieved that CP Railway would approach the City voluntarily if they did want to dispose of
the depot. In that event, the depot could be moved to adjacent HRA property.
B. LeDuc. Commissioner Warg reported on the LeDuc Citizen Advisory Committee. They will
be meeting to review the Reuse team report when it is completed. Mr. Warg represents the HPC.
8. Adjournment. Motion by Sovik-Siemens and second by Goderstad to adjourn; motion
carried.
