Hastings Arts & Culture Commission Meeting Minutes
Wednesday, October 9, 2024 – 6:00 PM

1. Call Meeting to Order
Meeting called to order at 6:02 p.m.
Present: Chair Hollenbeck; Vice Chair Read; Commissioners Maner, McCoy, Tribe and Wagner;
Economic Development Coordinator Menke
Absent: Commissioner Humphrey
2. Approval of Agenda
Commissioner Wagner motioned to approve agenda as presented; Vice Chair Read seconded.
Motion carried.
3. Approval of Minutes – September 11, 2024 Regular Meeting
Commissioner Tribe motioned to approve minutes as presented; Vice Chair Read seconded.

4. Subcommittee Updates
a) Policy & Procedures
Update on Muralist List for Resource Page – Maner
Commissioner Maner requested a deadline for the resource list to be posted on the Resource
Page along with the starting number of muralists and maximum distance from Hastings. The
initial idea was to start with 12 muralists within 50 miles of the City. Commissioner Maner
mentioned that the City of Minneapolis has a page for artists to register and enter a directory,
Commissioner McCoy reminded the Commission that this exists on the same page that the
calendar is. Commissioner Maner asked if the muralist list is necessary if the artists could just
register on the directory. Chair Hollenbeck expressed a desire for a list still to be used
internally and that a separate list could be published externally. Economic Developer Menke
mentioned that the City cannot publish a list of recommendations for artists as that would
create a conflict of interest and show preference towards specific artists. After further
discussion, it was decided that an internal document would be created to establish a list of
muralists and that the Commission would encourage artists to register on the directory for
public use.

Commissioner Tribe mentioned that all the items that were discussed are up for further
discussion later in the agenda.

5. NAPAC/Author Visit – Humphrey
Commissioner Tribe mentioned that the NAPAC event went well. There was no further discussion.
6. Recap of Fall Event: “Artistry in the Air”
Chair Hollenbeck noted that Vermillion Falls Park was not an ideal location due to the noise making it
difficult to hear the musicians. Vice Chair Read mentioned that bikers using the trail were happy to
stumble upon the event. Commissioner Wagner stated that some artists expressed a desire in the
event being hosted earlier in the day for weather and light considerations. Commissioner McCoy
mentioned that he did not see the event marketed enough and early enough. Commissioner Tribe
stated that they were originally waiting for confirmation of what artists would be attending before
marketing it, but then changed course. Chair Hollenbeck brought up issues that she observed during
the planning and follow-through for the event and there was general discussion about potential
solutions going forward. Commissioner Tribe mentioned reaching out to the artists and musicians to
get their feedback on the event. There was clarification on whether artists that did not show up were
going to get payment; they will not be. There was general discussion about different locations for a
future event that would create a closed loop instead of an out and back.
7. Creative Convergence Event – October 16th, 6-8pm at The Studio Downtown
There was general discussion about what was needed for the event setup and logistics for the event
itself. There will be a slideshow presentation and icebreaker to start. Chair Hollenbeck mentioned
that she will reach out to the Mayor and City Administrator to invite them.
8. Commission Assessment – Hollenbeck
Chair Hollenbeck will be providing feedback to the City Council on October 21st for them to make an
informed decision about making the Commission permanent in December 2024. Chair Hollenbeck
asked the Commissioners for their insights.
Commissioner Tribe mentioned that being able to better verbalize the differences between the Arts
and Culture Commission and the Hastings Prescott Arts Council (HPAC) would be beneficial in
establishing an identity. There was a general agreement from the Commission.
The Commissioners stated that they need a City Staff liaison that can provide more procedural input
along with the administrative duties needed, especially with the news that Staff Member Elisabeth
Lee has stepped away from the Commission.
Commissioner Maner mentioned that if the Council were to not make the Commission permanent,
that the City would be “falling behind” since other municipalities are adding Arts Commissions.

There was general discussion about the concern of losing institutional knowledge once commissioner
terms start to expire, furthers the need for a Staff Liaison and for better understanding of where the
Commission’s documents are stored.
Chair Hollenbeck urged the other Commissioners to attend the City Council meeting if they were able
to.
NEW BUSINESS
9. Budget
Chair Hollenbeck provided a to-date outline of the expenses over the last two years and expressed a
desire for budget information to be included in each packet. The projected ending balance for this
year is $27,000. Chair Hollenbeck said that the City Administrator has proposed a budget of $20,000
for 2025. She mentioned that $10,000 will be coming out of that as partial payment for the Ice Arena
mural project. There was a brief discussion about how the payment for the mural will be coming out
of the Commission’s budget over the next few years.
10. Start Planning for 2025
A discussion occurred for what the Commission wanted to accomplish in 2025. Commissioner Tribe
expressed a desire to have bring the Classical Actors Ensemble back for another play, ideally in a
different location. Additionally hosting Artistry in the Air again was generally agreed upon to host this
event as well. Commissioner Tribe mentioned that being consistent with events is key with getting
turnout year over year. She also mentioned that focusing on fewer events and executing them well
instead of doing many different events.
There was discussion about continuing the lease with Dale Lewis for his statues in public parks, it was
mentioned that a lease to own clause is written into the contract and that the Commission could
discuss specific sculptures that it might want to own outright; the dragonfly statue was specifically
highlighted by Vice Chair Read.
It was mentioned that the Ice Arena mural project will be time consuming and should be factored in
when discussing what other events might be planned and executed.
There is currently no Parks funding for painting another electrical box, which led to a discussion about
looking into applying for grant funding to enable more projects to get completed. Commissioners
mentioned that the Highway 61 reconstruction project and subsequent public spaces associated with
it would be a good project for grant applications.

As a community muralist (and mural designer) I rely on community
input and expertise during the design ideation and approval process. I
would love this to align with the intentions of the Hastings Civic Area
Arena Mural Project, and I would like to reiterate that what you see
presented here is a design in process! If selected, I would love to come to
Hastings to workshop this first sketch idea with folks embedded in the
history, look for local models, and better define the overarching
community context in order to create a design that fully aligns with the
bigger work and vision of the community.

What You Will See
●Lacing up their skates: on both the left and right side you see people lacing up their
skates…this is both an iconic pose associated with the sport of skating (hockey or otherwise)
but is also a symbol for “we’re ready or get ready!” “Lace up those skates!”
●Winter: in color palette and in iconography (snowflakes, minnesota woods, ice) we are
reminded that we are celebrating and thriving in WINTER! This is obviously connected to the
winter skate season but also the unique Minnesota/Hastings pride in winter and our collective
embrace of this season. Here we see and celebrate the beauty and fun of winter.
●Hockey Skaters: While both figure skates and hockey skates are shown, we wanted to extra
highlight two people playing hockey as a nod to the strong hockey culture and success of
Hastings as well as allude to the comradery of playing pick up hockey in community and with
friends.
●Welcome to Hastings/Hastings Civic Arena: The figures shown frame in the signage
included in this mural design, the large central “welcome to Hastings” and the side signage of
“Hastings Civic Arena”
●The Viewing: We have created a design that covers as much square footage as our budget
allowed in order to activate the big space and create an image that is easily viewable from
the highway and fast-moving car audience.
●Color Palette: the color palette is meant to harmoniously integrate with the existing colors
present in the arena and speak to winter and viewability!

WHERE HISTORY MEETS HOCKEY
This vibrant mural concept serves as an energetic and colorful greeting to
both residents and visitors, celebrating Hasting’s unique blend of rich
heritage and love for the game of hockey through stylized hockey cards.
Utilizing bold colors, dynamic imagery, and historical references, the mural
captures the essence of your community—its past, present, and future.
From the town’s early beginnings and iconic landmarks to the modern-day
pride in its thriving hockey program, this mural intertwines history and
sport, symbolizing the strong spirit of teamwork, resilience, and unity. It
invites all who pass by to connect with the deep roots of the town and the
passion for hockey that lives within the Civic Arena and the greater
Hastings community today.
In this hand-painted mural, a nearly 16-foot-tall Raiders hockey player
anchors the mural, flanked by 10 hockey cards offering a glimpse into the
pride of both Hastings History and Raiders Hockey. The welcome message,
Where History Meets Hockey, stands proudly above welcoming the viewer
to the community.
Below are scale renderings of the mural as it would be installed on the
side of the Arena. The total mural area spans 106 feet.
Important Feature: This mural is

important events, future NHL draftees,
and other important figures that capture
the pride of Hastings and the Raiders.

ENLARGED VIEW OF CENTER MURAL
Dimension: 27’ wide by 15’6” tall
A Raiders Hockey player follows through on a slapshot, the puck flying into
the goal net created by the Hastings Bridge. The former Dakota County
Courthouse / current City Hall connects to local history. Large text signals
the Civic Arena, and the message “Where History Meets Hockey”
welcomes the viewer to Hastings.
NOTE: If this welcome message is not direct enough or does not express what the
Committee intends for the mural, we are happy to re-word the text with
Committee feedback.

HASTINGS HISTORY CARDS
Card Dimensions: 5’ wide x 7’ tall
These five “Hastings History” cards present important elements of
Hasting’s History.
• Hastings’ position on the Mississippi River and Vermillion River
• The Historic Downtown Commerce District on East 2nd Street with the
cupola from City Hall
• The Civic Arena as the Home of Raiders Hockey, with a nod to the Girls
Hockey program
• The Spiral Bridge and Big Blue Bridge, both replaced by the current
Hastings Bridge
• The C.A. Lund Company, maker of Northland Hockey Sticks- once a major
supplier of hockey sticks to the NHL

HASTINGS HOCKEY CARDS
Card Dimensions: 5’ wide x 7’ tall
These five hockey cards present the Hastings players that advanced to the
NHL. Each card presents a team they played for, their position, and dates
active in league.
NOTE: We realized our mistake of including NHL branding and will revise these
designs to remove and replace those specific elements.

FABRICATION AND INSTALLATION
The entirety of the mural will be comprised of panels of aluminum
composite material (ACP). ACP is extremely durable. It consists of two thin
layers of aluminum bonded to a plastic core, making it resistant to
weather conditions, corrosion, UV rays, and fading. This durability is
essential for outdoor murals that need to withstand Minnesota weather.
Further, ACP panels are relatively lightweight compared to other materials.
This makes installation easier, especially for large-scale murals, and
reduces the structural demands on the wall supporting the mural.
The mural will be hand-painted with a combination of high-quality exterior
commercial acrylics and artist’s acrylics (formulated for murals). The
panels will be coated with two coats of a UV protectant to keep the colors
looking vibrant for years to come.
The panels will be mounted to the wall using low-profile rails installed in
sections along the mural and painted to blend with the concrete. The
mural panels will be bolted to the rails via the back to ensure no visible
surface hardware.
This rail installation also allows for easy adjustments, rearrangements, and
the addition of future cards.
This installation method was advised by and would be carried out by

We are thrilled to have been selected as finalists for this project. We
believe our mural offers a vibrant concept, featuring bold colors that will
enhance the Civic Arena wall, with the added advantage of easy expansion
in the future. We are also true collaborators and are happy to continue
revising and resolving this mural concept with input and feedback from
the Committee. It is our desire that the final mural be the best
representation possible of Hastings and Raiders Hockey.
