Minutes of the Meeting of September 17, 2024
Held at 7:00 p.m. at City Hall, Volunteer Room
I. Call to Order and Quorum Youngren, McCoy, Peterson, Bremer, Simacek, Toppin,
Borchardt, Smith, and Alitz Edell.

A. 206 2nd St E – Replace stucco wall
Fortney presented the staff report to replace the stucco covering the exterior wall. Commissioners
asked questions about the stucco work and future mural plans.
Motion by Commissioner Alitz Edell to approve the replacement as proposed, seconded by
Commissioner Borchardt. Approved 9-0
B. 218 2nd St E – New signs
Fortney presented the staff report. Commissioners asked questions about the sign materials.
Motion by Commissioner Smith to approve the front signs as proposed, seconded by
Commissioner Peterson. Approved 8-1 Alitz Edell nay
Motion by Commissioner McCoy to approve the east and rear signs as proposed with the
following condition, seconded by Commissioner Smith. Approved 8-1 Alitz Edell nay
- The lettering cannot be shiny or appear plastic in appearance
C. 202 6th St E – New siding
Fortney presented the staff report. Fortney pointed out that the property is listed as
noncontributing. Commissioners discussed the fact that the proposed siding was used during the
period of significance, but to their knowledge, not on this house, neighborhood or city. Chair
Toppin stated that the Design Guidelines state that siding should be applied horizontally. Fortney
said the Guidelines state that replacement siding should replicate the original in appearance. The
applicant proposed an alternate idea, to install horizontal cement board up to or less than the
width of the existing aluminum siding.
Motion by Commissioner Simacek to approve the replacement siding as proposed by the
applicant at the meeting, summarized below, seconded by Commissioner McCoy. Approved
9-0
- The replacement siding will be horizontal lap siding no wider than the existing lap of
the aluminum siding.
D. 700 4th St W – New fence
Fortney presented the staff report. Fortney pointed out that the property is listed as an individual
Heritage Preservation Site. He added that the west property line was approved for a vinyl white
privacy fence in error, as the property was not flagged as a Heritage Preservation site. He said the
eastern property line along the street is now proposed to be fenced and was properly flagged.
Commissioners discussed the Design Guidelines prohibiting enclosed fencing in the yards defined
as fronts. The applicant had an alternate proposal to install a white vinyl fence from the NE house
corner to the SE garage corner, which kept the fence out of the front yard. Commissioner McCoy
said the Guidelines state that appropriate materials include metal and wood. This alternate plan
was approved
Motion by Commissioner Smith to approve the vinyl privacy fence with the following
condition, seconded by Commissioner Youngren. Approved 7-2 Toppin and McCoy Nay
- The fence must be out of the front yard of the east side and run from the northeast
house corner north to the southeast garage corner.

Commissioners Peterson and Bremer and Fortney briefly reported what they learned at the recent
Preserve Minnesota Conference.

700 4th Street W – Derek Smith
Ca. 1875, Individually designated.
Request:
Install white aluminum K-style gutters and downspouts on the home (made by Edco
Products). Some existing gutters of similar style will be replaced. See diagrams on photos
for locations. The existing wood fascia is tapered and would not allow for conventional
gutter attachment. Wood is proposed to be added to make the fascia perpendicular to the
ground and wrapped with aluminum. The gutters would be installed over this and hide
the change. The remainder of the home’s fascia will remain unchanged.
Ordinance, Guidelines
The guidelines do not provide guidance on gutters or downspouts. However, K-style and
half-round gutters and downspouts are commonly approved by the HPC.
Staff Findings
The Design Guidelines do not touch on gutters. The proposal to modify the fascia should
not alter historic fabric if wood is only added rather than replaced. It could be reversed.
The change will be hidden by the gutters except on the ends. The remaining fascia visible
will not be changed. An alternate mounting style is with roofing straps added above the
shingles. They can be covered by shingles in the future if reroofed. This method is not as
sturdy as fascia mounting but is often done when there is no viable fascia.

Request:

1. Repair
Wood siding should be maintained with paint or stain. Deteriorated wooden siding should be
replaced with new wood siding resembling the original in width, thickness and profile, and
texture. New siding should be installed with the weather (exposed surface) identical to the
original.
Siding should be installed horizontally except in those instances where vertical or diagonal siding
was used on the original exterior. Appropriate corner boards, frieze boards, drip caps, and other
features should be included with new siding.
If the historic siding is determined by the HPC to be unsalvageable, replacement with a product
such as cement board may be approved. Selection and installation should follow guideline #1,
above.

2. Size and Shape. Historic entry openings should not be enlarged or reduced to fit a new
door. New entry openings should not be introduced into principal elevations, and new openings
and doors should be compatible with existing historic units.
3. Trim. Original or historic features of the entry, including hoods, columns, sidelights, fanlights,
and transoms and hardware should be retained. If replacement is necessary, historic trim details
should be retained.
4. Doors. Wherever possible, historic paneled doors (and hardware) should be repaired and
weather-stripped rather than replaced. If replacement of original or historic doors is necessary the
replacement should be compatible with the material, design, and hardware of the older door. Steel
covered hollow core doors should not be installed unless they are compatible with the appearance
of the house. Historic trim should not be removed for the installation of steel doors.
Residencial Guideline 4: Windows
3. The size and number of panes of glass in each sash should not be altered. New sash, if
installed, should duplicate the existing or other appropriate historic models. Artificial muntins or
grids should at the least be located on the exterior of the window and match the original window
design.
6. Windows
Conserve the original appearance of historic windows
Sash: The size and number of panes of glass in each sash should not be altered. New sash, if
installed, should duplicate the existing or other appropriate historic models. Crank out units are
not appropriate replacements for double-hung sash. Whenever possible, choose new units of
wood, rather than metal. If metal is selected, it must have a baked enamel or other appropriate
factory finish.

2. Repair and Replacement. Historic porches, steps, or handrails that require complete rebuilding
or partial replacement should be reconstructed using historical research to determine an
appropriate design. Reconstructions should be compatible with the period and style of the
building in material, design, and detail. Concrete should not be used to replace wooden porch
floors or steps.
3. Railings. The original spacing, section, and profile of railings and balusters should
be maintained in replacement or repair. Unless historical evidence indicates, reconstruction
should include a bottom rail and balusters should not be nailed directly to the step or deck. Metal
railings should not be used to replace wooden railings.
4. Posts and Columns. If replacement is necessary, porch posts and columns should be replaced
with units that replicate the original materials, size, and scale. Elaborate
details such as carving, turning, gouging, or stamping may be simplified if necessary. Wooden
posts should not be replaced with metal posts or supports.
5. Enclosure. Unenclosed front porches should not be permanently enclosed.
Staff finding:
With the property being listed as noncontributing to the district, the Design Guidelines
would not apply from a couple areas of preservation. The preservation of historic fabric
and original design would generally not apply. The outward appearance of the property
and how it resembles the style and era of the surrounding district should be considered
for the proposal.
The front porch was enclosed with windows. Three partially turned four by four square
posts exist along the front of the porch, with three being fairy common. It is not known if
any others were removed when enclosed. The distance between two is long and an
additional might be needed after removal of the encloser framing. The proposal includes
five square posts along the front (incorrectly depicted as tapered in the rendering) with
two rear posts. The rendering may be showing a lowered knee wall and redesigned porch
roof that is steeper and not hipped.
The concrete stairs and side stoop are in very poor shape. Historically, concrete wouldn’t
have been used.
The existing windows are single pane, in poor shape, and covered by damaged or missing
storm windows. Replacement inserts are proposed. The renderings appear to show two
over two divisions. One over one are existing in much of the house, which may not be
original, but are very old. There are some divided lite two over two in the back porch.
The inserts should have a similar appearance and not look smaller or too close to the
outside of the home. Historic windows are inset with relief from the exterior wall.
Window information has been requested.
The existing doors are modern white steel doors. The proposed doors are woodgrain steel
door with an external mission grid lite
Aluminum sofit and facia won’t have an impact on the district.
Wooden steps with wooden railings would be more appropriate than concrete.
The home was resided with a thick board and batten siding. The owner originally
proposed to remove the siding and replace it with both vinyl lap and vinyl board and
batten siding. Staff discussed the Design Guidelines which discouraged vinyl and non-
horizontal siding. she decided to repair and paint the existing siding as-is.
